[Comment] It is difficult to distinguish between the existing conditions and the proposed improvements on sheet S4. Recommend that the existing conditions be grayed back for clarity. 2. [32.5.2(a)] On sheet SP4 reference the approval of the buffer disturbance that was approved with SDP1996-012. There are currently two notes that reference the exception that need to be updated. 3. [32.5.2 (c)] Provide the approximate timing for Phase 2. 4. [32.5.2(1)] Will the proposed utilities have easements? If so, show the easements on the plan. 5. [32.5.2(m)] Show the distance to the centerline of Berkmar from the proposed ingress and egress. 6. [32.5.2(n)] Show the dimensions of the walkways/sidewalks and screening fence. Also, indicate the proposed paving materials for all walks, parking lots and driveways. 7. [32.5.2(1)] A plat and associated deeds will be required for all easements prior to final site plan approval. 8. [Recommendation] If possible, provide a reservation for dedication upon demand of the County for the future widening of Berkmar. This reservation should be a total of 44 feet from the centerline of Berkmar. Adjustment will need to be made to Building 4 for this reservation so that the turn lane can be accommodated, however it appears there is room to make this adjustment and meet the required setback. Recommend remove west half of north -most parking lot raised island, and add yellow No parking' striping to the north -most parking space, west row of Ex. parking lot —that is, sacrifice a parking space. Auto -turn may help inform design decisions at this location. 8. Given approx. 6% grade, steeper in places (16 -ft vertical: Ex. parking adjacent to Berkmar Drive to parking spaces in front of building 1), recommend a storm inlet midway down this portion of access. This letter is to approve the conclusions of your analysis that the Harvest Moon Catering business will require no more than 22 parking spaces at any given time. The latest site plan (SDP201600004) shows the provision of 124 total parking spaces to serve the Berkmar Business Park. This would accommodate the aggregate requirement of 121 spaces for the Spa, the proposed catering business and the proposed office buildings. Given the nature of the uses existing and proposed at the Berkmar Business Park the potential for little conflict in the need for parking spaces makes this plan is acceptable. By way of background, the Harvest Moon Catering company is currently located in the City of Charlottesville on Preston Avenue. The owner desires to relocate to Albemarle County and construct a new facility at the referenced tax map and parcel located on Berkmar Drive. Harvest Moon Catering is an off-site catering company that operates 7 days per week year-round with varying parking needs. The owner has completed a parking study (attached) that indicates a maximum parking requirement of 22 spaces on the peak parking day. The following bullet items elaborate on the items in the attached parking study: * There are 15 full-time year-round employees and 8 seasonal part-time employees. ■ The seasonal employees work an average of 5 days per week during peak months and an average of 3 days per week during slower months. • The Sales and Office team work 4 days per week at the office and 1 day per week working from home. • Two client parking spaces are needed 6 days per week. We thank you for taking the time to review this parking study to establish the parking requirement of 22 spaces for the proposed catering use. Also, please note that the owner is providing an 18'x 150' striped loading area along the east building wall to serve the needed loading spaces for the use as has been determined by the owner.
