Analysis of Proffers
Following our meeting on Thursday, February 2nd, I'm offering the following analysis of the proffers.
In considering the credit value for the construction of Eastern Avenue, I attempted to assess what is
above and beyond the road connection that might have been required with a "by right" development of
this property. That would reflect the additional community value that is being provided with this road
design. That includes having no driveways fronting on this street, the addition of bike lanes, a much
more direct alignment in keeping with the intended character of this street, and the provision of open
space that creates a better appearance for the corridor. With those factors in mind, I believe a 50-50 split
of the estimated $2 Million road cost is appropriate and a $1 Million credit should be accepted.
2. I found the proposed $100,000 credit for the pedestrian access (tunnel) under Eastern Avenue to bean
appropriate amount.
3. 11 found a $100, 000 proposed credit the for public greenspace along the stream, with the primitive trail
to be appropriate.
In summary, this gives a total credit of $1.2 Million, which far exceeds the cash proffers anticipated from
the proposed number of units under the old cash proffer policy with current cost estimates. If the Board
believes another basis for determining fiscal impacts should be used, staff will need Board guidance on
how to evaluate the impacts.
