1. [General Note] WPO VSMP permit application submittal will be needed before final site plan
approval [17-401]. Note: The SWM Plan and E&S plan should be submitted together as part of the
VSMP submittal. These documents should be submitted separately from the Final Site Plan and
should be titled appropriately, including VSMP submittal number.
2. [General Note] Stormwater management easement must be established for proposed facility.
This should encompass all facility elements and access.
3. [All] Professional Engineer seal with original signature and date will need to be included on
final submittal.
4. [Sheet SP3] Provide contour elevations.
5. [Sheet SP3] Recommend using shading or hatching to better indicate where pavement and
other items are being removed in Demo Plan.
6. [Sheet SP4] Some elements appear to be on plan out of context; for instance, the two spot
shots for HDPE pipe on the west side of the site near the exit to mill road have no pipe diagram
associated with them. In addition, there is a note stating “stone wall” on the southwest corner of the
property that has no diagram associated with it and there is a symbol typically reserved for silt
fencing displayed on the west and eastern side of the property with no label identifying what the
structure represents. Please clarify or remove.
7. [Sheet SP4 and SP2] Some abbreviations appear without definition. The abbreviations
“WW”, “BW”, and “WV” appear on sheet SP4 and there is no context for what they refer to as they
are not defined on sheet SP2. Please correct and ensure all symbols/abbreviations are represented
in the key.
8. [Sheet SP4] Provide dimensions and material used for the exit to Mill Creek Road.
9. [Sheet SP4] Reconfigure handicap access to parking lot. It appears that there is no way for
people needing handicap access to exit the parking lot. Ensure persons using the handicap parking
spaces do not have to cross behind parking spaces to exit parking lot. Parking lot access for the 6’
concrete sidewalk from the southeast (stairways) and northwest (shown as curb) do not provide
handicap accessible ramps, and no curb ramp is provided as shown on the sidewalk to the north of
the parking lot near the entrance to the parking lot from the roadway to either the northwest (towards
the gyms) or southeast (towards the main campus).
10. [Sheet SP4] Curb/curb and gutter should be provided around parking lot islands and along
the northwestern side of the entrance road.
11. [Sheet SP5] Contours appear to switch between 2’ and 1’ contours within bioretention facility
detail. This makes evaluation of the design difficult. Please correct.
12. [Sheet SP5] Evaluating proposed contours, a drainage ditch/channel appears to be designed
to the north side of the proposed “Middle School” building. Please ensure this drainage channel is
adequately designed to prevent erosive flows.
13. [Sheet SP6] Drainage areas for proposed bioretention facility are incorrect. The drainage
area shown does not incorporate areas captured by proposed stormsewer system, and therefore do
not encompass all areas drainage to facility. Please revise.
14. [Sheet SP6] Notes located near bioretention facility #1 detail reference a facility BF-2. This
facility does not exist as presented in plans. Please clarify.
15. [Sheet SP6] For final site plan submittal, please provide information outlined in the following

• Show a water meter vault and call-out the meter to be sized by the ACSA.
• Fixture counts will be required to size the water meter.
• The applicant is proposing a domestic service extension to the school.A public water main extension may be
required to provide fire hydrant coverage for the new building.
• If a water main extension is required then a Construction Plan Review submittal for water will be required
during the final site plan stage.
• Advise if the new building will have a sprinkler system.
• Advise if there will be any cafeteria or food preparation within the new building (to determine if a grease
interceptor is required).

The County of Albemarle Planning Division will recommend approval of the plan referenced above once the following
comments have been satisfactorily addressed (The following comments are those that have been identified at this time.
Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by
the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. [Comment] Pay the public notification fee of $215 prior to any further review/action of the plan.
2. [32.5.2(n)] Proposed Improvements. Does the school intend to construct the gym expansion as approved on SP2013-
19? Currently the subject improvement is not part of this site plan. If it is intended to be included on these plans then a
revised initial site plan shall be provided and the plan shall be redistributed for SRC review prior to initial site plan
approval.
3. [32.5.2(b), 4.121 Parking. Prior to final site plan approval, the Zoning Administrator shall approve a parking study for
the site. The study provided on sheet 2 is not adequate for Zoning to make a parking determination. Additional
information on the parking needs of the site are required. Revise.
4. [32.5.2(n), 4.12.15(8)] Curb and Gutter. Provide curb and gutter throughout the parking area and along the proposed
travelways.
5. [32.5.2(n)] Existing and Proposed Improvements. Clearly depict and label limits of disturbance, and show areas where
existing vegetation will be removed.
6. [32.2.1(c)] Special Use Permit Conditions. On sheet 2, under the zoning of the property please list all Special Use
Permits (SPs) associated with the site and a general note that conditions apply to these SPs.
7. [32.5.2(n), 4.12.171 Existing and Proposed Improvements. Label and dimension the proposed drop off arca.
8. [32.5.2(n), 4.12.16(c)(5)1 Provide ADA accessible curb cuts for the handicapped parking spaces.
9. [32.5.1(c)] Dimensions. Provide dimensions on the travelway aisles into and out of the parking area.
10. [32.5.2(n), 4.12.171 Existing and proposed improvements. Provide directional arrows throughout the parking area and
travelways.

12. [32.5.2(n)] Existing and Proposed Improvements. Dimension the full width and height of the retaining walls required
for construction. Also, list the type of retaining wall used in the development (i.e., Geogrid, block/redi-rock walls).
13. [32.5.2(n)] Existing and Proposed Improvements. Provide the width of the access road to Mill Creek Road and the
width of the turnaround for the Fire Department.
14. [32.5.2(n)] Proposed Improvements. Depict, label, and dimension the trash receptacles.
15. [32.5.2(n), 4.171 Outdoor Lighting. If any new outdoor lighting is proposed (including wall packs) or the relocation of
existing lighting is proposed, then a lighting plan meeting the requirements of section 4.17 shall be required prior to
final site plan approval.
16. [Comment] Throughout the plan there is a light pole in the travelway of the bus loop. Omit this light pole as it is an
impediment to vehicles traveling within the travelway.
17. [32.7.9.4] Contents of Landscape Plan. The landscape plan shall show the size and type of all proposed plant materials.
Provide plant types and sizes (caliper and/or height depending on ordinance requirements for each planting type) and
plant amounts in a planting list.
18. [32.7.9.6] Interior Landscaping. Provide interior landscape calculations on the plan.
19. [32.6.2(h)] Signature Panel. Provide the required signature panel. Assure that each member of the site review
committee is provided a signature line.

Dear Mr. Perez:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Dominion Engineering, dated
December 5, 2016, and offers the following comments:
Land Use
1. Tandem lane currently loops around the school complex with an ingress/egress entrance
onto Mill Creek Drive to the north and a egress only entrance to the south. The proposed
building is shown to break this loop, resulting in all traffic being forced to use the
northern entrance. Is that entrance adequate to accommodate all generated trips of the
school?
2. Will School Buses be accommodated for adequate queuing space on Tandem lane?
Please note that the final site plan must show conformance with the VDOT Road Design
Manual Appendices B (1) and F, as well as any other applicable standards, regulations, or
other requirements.
Please provide two copies of the revised plan along with a comment response letter. If further

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the VDOT Charlottesville Residency Land Use Section at (434)
