This project is denied. The rationale is given in the comments below. The application may be resubmitted for approval if all of the items below are satisfactorily addressed. The VSMP application content requirements can be found in County Code section 17-401. A. Stormwater Pollution Prevention Plan (SWPPP) The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. A SWPPP was not found in the submittal package. Please use the Albemarle County SWPPP template for help with this requirement. The template can be on this link: http://www.albemarle.org/upload/images/forms_center/departments/Community Development/for ms/Engineering and _WPO _Forms/Stormwater Pollution _Prevention _ Plan_ SWPPP_template.pdf 2 Documents in the SWPPP have not been signed by the owner. The SWPPP documents can be left at the front office counter for up to 2 days. Please let me know when I can leave the documents at the front counter for signature. B. Pollution Prevention Plan (PPP) The PPP content requirements can be found in County Code section 17-404. PPP appears to be addressed on the plan sheet. The County would prefer the SWPPP template utilized due to this document being a "Living" document that is to be kept up to date with the SWPPP as the site develops. However, the plan will suffice as long as it meets the Virginia DEQ standards and regulations. Additional document pages may need to be added to the plan as the project progresses. Project description appears addressed at this time. The PPP will need to show the locations on the plan for the preconstruction meeting. The owner, contractor and inspector can address this issue at the Pre -construction meeting. Engineering Review Comments Page 2 of 3 C. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is approved, and the reasons are provided in the comments below. The stormwater management plan content requirements can be found in County Code section 17-403. A SWM agreement will be required for final approval. Please contact Ana Kilmer (akilmer(c-r�,albemarle.org ) for information and SWM Agreement template requirements. If an existing SWM agreement exists for this site then it may need to be updated to match this plan and information prior to issuance of a grading permit. Please contact Mrs. Ana Kilmer (akilmer(&albemarle.org) for additional information. D. Erosion and Sediment Control Plan (ESOP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is approved, and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17-402. 1. Existing site conditions are not shown correctly. Please show the actual existing site conditions. This project is believed to be submitted to replace the existing site stormwater management and should be explained in written form to better clarify the action instead of showing what might have been previous site conditions. 2. Plan appears to show existing basin to be removed but does not address how the site will be graded and armored from erosion. Please clarify on plan. 3. Please show the construction entrance location on the plan. The existing asphalt can be utilized if denoted on the plan per VESCH. 4. Please show the limits and type of vegetation on the plan. Comments appear addressed with this submittal. The basin removal will need to be performed in a manner that does not allow for the discharge of sediment laden waters from the site. This will require coordination with the County VSMP Inspector. The VSMP permit application and all plans may be resubmitted for approval when all comments have been satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package with a completed application form. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process; After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. Engineering Review Comments Page 3 of 3 After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin. It was determined during that meeting that since the Owner did not have a current DEQ land disturbance permit that the amendment would have to meet the current regulations. I have revised the SWM design to comply with current regulations. The water quality measure is BMP Spec No. 2 Sheet flow. Attached are plans showing the BMP. Can you review it and let me if the county would have any objections to using this BMP method. If there are no objections then I will submit the plans and calculations for review and approval. Given the confusion over this project I am trying to reduce the time it will take to get this approved. The Owner is quite upset about how the requirements change every time we submit plans.
