Sign drawings provided lacked sufficient information to complete my review. Please provide additional information and revised drawings as requested below. Once received, further review may result in additional comments. 1. Provide a drawing clearly showing the location of each sign proposal. For new sign structures (versus refacings), indicate the distance from the property line. OK – done. 2. Revise sign drawings to clearly indicate which, if any, sign proposals are for a new sign structure (versus a sign refacing). OK – note indicating all 3 are existing signs – refaced. 1. For new sign structures: 1. Indicate the overall dimensions (height/width) and the sign structure materials Comments in column to the left. Previous ARB Comment 01-27-17 Review and colors. 2. Provide a landscape plan, including shrubs and ground cover, integrating the sign structure into the overall site landscape. Include plant species and numbers on the drawing. 3. Revise the sign drawings to indicate the method of illumination, if any, for each sign. 1. For non-illuminated signs, note that on the drawing. 2. For any existing illumination to remain, note that on the drawing. 3. For proposed illumination, indicate the method, type and location of the light fixture and indicate the bulb type and wattage. Only bulbs emitting less than 3,000 lumens can be approved. Previous ARB Comment 01-27-17 Review IV. For proposed LED illumination, include the following note limiting the bulb intensity, “The level of illuminat ion provided by the LED lights will not exceed the illumination produced by a single stroke of 30 milliamp (ma) neon.” OK – Non-illuminated signs – noted on all 3 drawings. d) Include both original and latest revision dates on each drawing. Issue: Drawings do not clearly differentiate between proposed new signs and sign refacings. Pole signs may be considered if existing site conditions rule out the ability to use a monument sign, and only when the pole is in proportion to the sign cabinet or panel. None proposed. MATERIALS X 8.b Materials used in both the sign and support structures should be complementary. OK Background: black Text: PMS 5C Cool Gray They should also support the aesthetics of the building/complex being served by the sign. N/A X 8.b It is preferred that the base material match one of the primary building materials N/A unless the sign design represents itself as a freestanding element complementing the building. Issue: Cannot determine what is a new sign/sign structure COLORS X 4.e Colors must be harmonious with each other. OK Colors must not clash with other elements on the site, both when viewed in daylight and at night . OK Overly intense color, (such as dayglo or fluorescent colors), are prohibited. N/A LANDSCAPING X 8.d Use ground cover, shrubs and/o r trees to integrate freestanding signs into the overall site landscape. Issue: Cannot determine what is a new sign/sign structure Use plants from the Albemarle County Recommended Plants List. SCALE AND SIZE X 4.b Signs may not exceed the size, height and setback requirements as outlined in Section 4.15 of the Albemarle County Zoning Ordinance (unless the sign has received a variance). Issue: Cannot determine what is a new sign/sign structure The structure and the sign that it supports must be in proportion to each other. SIGN LETTERING AND TYPEFACE X 4.d Lettering should be in proportion (font size and typeface style) to the sign and the building. OK Use of three typefaces or less. OK – 2 Updated: 9-30-2010 3 REF CHECKLIST ITEM NOTES Additional typefaces may be approved if they contribute to a balanced, legible, unified sign design. N/A X 8.e.iv If outlines of letters are proposed, the outline width must be in proportion to the letter width. None proposed An outline width of 1/8” is the appropriate sign dimension. TRADEMARKS, CORPORATE LOGOS, AND GRAPHICS X 4.f The ARB may require that the color and scale of standard templates for trademarks, service marks, corporate logos and graphics be modified. None proposed When used, trademarks, service marks, corporate logos and/or graphics should be incorporated as an integral part of the overall sign. LIGHTING X 8.e.i External illumination (or no illumination) is preferred for freestanding signs. Issue: Lighting not addressed on the drawings. X 5.f Any internal illumination is considered to contribute to visual clutter and will be limited. The design will be evaluated for size, balance, complexity, and distance from and relationship to the Entrance Corridor. X 5.e External Illumination should be shielded and not create glare. Lighting should be aimed so as not to project illumination beyond the sign. Updated: 9-30-2010 4 REF CHECKLIST ITEM NOTES All external light sources shall be white. X 8.e.ii Ground mounted lighting should be shielded by landscaping so that it is not visible from any adjacent property or right -of- way. Issue: Cannot determine what is a new sign/sign structure X 5.h An exposed light source that forms the body of a sign, (such as exposed neon signs), shall not be used. None proposed X 5.g All illumination shall be non-blinking. None proposed X 5.c External illumination (or no illumination) is preferred for approved graphics/logos; Issue: Lighting not addressed on the drawings. internal illumination may be considered for approval. X 8.e.iv Cabinet signs shall have a non-illuminated background, or an opaque (zero light transmission) background. No cabinet style sign proposed. Cabinet signs shall be constructed such that no light spills outward from the top, bottom, sides or back. X 8.e.iii Channel letters (although not likely appropriate for freestanding signs) with translucent faces shall be constructed such that no light spills outward from the top, bottom, sides or back. N/A If back-lit (halo-lit), the faces and returns of channel letters shall be opaque. ARB ACTIONS X (ARB Action Memo: Billboards are inappropriate for the Entrance Corridors. None proposed. Updated: 9-30-2010 5 REF CHECKLIST ITEM NOTES 1/19/10) No refacing design (no combination of colors, images, text and layout) will make the billboard an appropriate appearance. Existing billboards may not increase in size and may not include modifications beyond the existing sign surface. No new illumination of any kind may be added to the billboard. Reader boards shall not exceed 40% of the size of the overall sign face. The background color of the reader board shall be black or some other color already on the sign face. Construction of the reader board shall be integral with the main sign. The track holding the letters shall have minimal visual impact. X (ARB Action Memo: Synthetic stucco is acceptable for signs if mounted on a solid surface such as concrete block and if limited to use as a flat surface as a background for lettering. None proposed. X Action on ARB- P(BP)-2001-12 Wood Grill Red acrylic #2283 has been determined to be an inappropriate color for signs. Pantone color match for 2283 is 485C. Red #2793 has been approved as an acceptable substitute. Pantone color match for 2793 is 187C. (See below.) No red proposed. 12/21/15 action on ARB 2015-114 & -115 Shell Signs Generally, for signs in the Entrance Corridors, red 485 may be acceptable on a case-by-case basis as a secondary color. N/A X ARB Action Memo: 5/7/12 Visual clutter resulting from adjacency, for example at the Hardee’s locations, is a reasonable basis for not allowing illumination of the graphic. None proposed.
