SUB201600250 - Easement Plat
I offer the following comments on the easement plat:
1) [14-317] Attached is the County Attorney's approval of legal documents for the proposal.
2) [Recommendation] It is suggested that the proposed alley easement be relabeled as "New 30'Private Alley
Easement from Points A to B"to match the existing alley easement language from points B to C.If the
applicant agrees to make this change, assure the label of the easement is revised throughout the legal
documents. This minor change in the legal documents would not require County Attorney re-approval.

I offer the following comments on the LOR per discussions with Engineering, Fire &Rescue and Planning:
1)The existing stripping fronting the driveway is not adequate to prevent parking in the alley. Either provide no
parking signs and/or provide no parking striping across the entire length of the area,between the relocated set of
bollard and Vegas Court. Revise the LOR to label and depict the location of the above-mentioned
improvements.For aesthetics, it is suggested the developer go w/no parking signage.

Sounds good. Attached is a scanned copy of the LOR w/the location I'm about to require no parking signs/and or no
parking striping. My bet is they will likely go with the no parking signs be it looks less unattractive.

I thought L1 Lopez had it listed with striping in front of the bollards where lot 20 is using it.
What you are asking for makes since now. I thought you were asking for stripping in between the bollards where the
public only has foot access.

If it has bollards on both ends and the fire department has the only key to the pad locks, how are people going to park
there? On the LOR,the bollards are being relocated closer together to allow the access road to be used as an alley for
Lot 20 to access their new driveway. We are discussing signage and/or striping being placed in that area. I'm ok with
adding signs and striping to the area, but I don't need the developer coming back and complaining to Fire Rescue about
the added cost to an access road that has been in place for over a year with no issues. True it has been in place for over
a year, but the bollard relocation and it switching to an alley to allow access Lot 20's driveway is all new.Thus we need
to assure the area is left clear at all times.

The reason why Engineering and I feel signs or striping is appropriate is to assure no one uses the road as a driveway
parking cars or boats in it.

With bollards on both ends of the travel way, I don't see a need for the signs and striping. However, if engineering wants
the signs and striping, I have no objection to it.

I noticed you entered a no comments/no objections into SUB201600250 Lochlyn Hill. Do you have anything to
add to the site plan? Engineering offered the following comment: "Provide no parking signs or striping in the
area between the relocated bollards and Vegas Court. "

Remarks: This LOR is in association with SUB2016-250 Lochlyn Hill—easement plat,which you are
also reviewing.
The purpose of this LOR is to relocate one set of bollards within the emergency access road further back
to permit Lot 20 to permanently utilize the revised easement to access their driveway on their lot. The
property owner is not permitted to use the revised 30' alley easement as a driveway,nor to park cars in
it. The LOR needs to capture this aspect of the proposal to assure the site is modified accordingly to
facilitate the modified use. I believe fire and rescue will require some type of assurance that the property
owner will not be parking cars on it,possible ways to remedy this are through no parking signs or no
parking striping. Please review and comment on the plans.

RE: Lochlyn Hill Phase 1 —SDP 2014-44 Letter of Revision
Chris:
Please accept this Letter of Revision to the previously approved SDP 2014-44—Lochlyn Hill Phase
1B- Final. The revision currently requested is an adjustment of the Bollard location at the
Emergency Access entrance apron at Vegas Ct. The bollards are going to be relocated further from
the entrance apron to allow driveway access to Lot 20, from point A to B as shown on the plan. In
conjunction with the relocation of the bollards, an easement will be put in place to add an Alley
Easement from points A to B on the Emergency Access Easement. SUB 2013-92 was the initial
Road and Utility Plan for Phase 1A and 1B that established the Emergency Access Easement
between Vegas Ct and Lochlyn Hill Drive.
