RE: LOR #1 SDP1999-22 University Commons— Letter of Revision
Dear Mr. Smith:
Your Letter of Revision application has been reviewed. In order for the amended site plan to be
approved the following revisions are required:
1. [Comment] Put revision clouds around all changes specific to LOR #1 on the proposed
changes sheet.
2. [4.12.16(c), 4.12.17(c) & 32.6.2(i)] Dimension the proposed parking spaces and drive aisles
specifying their size and width. The width of the existing drive aisle between the two buildings
should also be dimensioned at the pinch point where the parking lot island extends into the
drive aisle.
3. [4.12.2(c), 4.12.16(c) & 4.12.17(c)] It appears that the site plan was previously approved with
the width of the existing drive aisle being substandard in one location. This is where the
parking lot island extends into the drive aisle. In order to expand the parking lot reached by
that access aisle the access aisle must be revised and brought up to minimum standards.
4. [32.7.9.6(a) & 32.7.9.6(b)] Provide on the site plan the required parking lot landscaping.
Include landscaping to meet the 5% of parking and circulation area for the area of additional
parking lot surface and the tree(s) to meet the (1) large or medium shade tree per ten (10)
parking spaces requirements. Parking lot landscape areas are the areas of the landscape beds
either in parking lot islands or directly adjacent to the parking lot and must be planted with
trees and/or shrubs. The screening tree area along Georgetown Way cannot be included in the
parking lot landscape area. The minimum caliper of the trees required for the parking lot
landscaping is increased because the property is within the Entrance Corridor. Please refer to
the ARB Design Guideline #35(b).
[32.7.9.7(a)(2), 32.7.9.7(b), (c), (d), (e) & 32.6.20)] Provide on the site plan the required parking
lot screening. If only a planting strip is provided as screening the minimum depth of the planting
strip shall be no less than 20 feet and the plant materials shall consist of a double -staggered row
of evergreen trees planted fifteen feet on center or a double -staggered row of evergreen shrubs
planted 10 feet on center. Ensure that the size at time of planting meets the minimum
requirements. Evergreen trees must be at least 4 feet at time of planting. Other types of
screening may be permitted, to the reasonable satisfaction of the agent, if a full 20 feet of
screening planting strip area cannot be provided.
6. [32.7.9.7(d) & 32.6.2(j)] Dimension the distance between the screening trees.
7. [32.7.9.7(a)(2), 32.7.9.7(b), (c), (d) & (e) & 32.6.20)] Extend the length of the parking lot
screening in both directions or wrap it around to the west side of the parking lot. This screening
planting strip must screen the parking lot fully from the RA zoned property. One way to do this
is to have the double staggered row of screening trees extend between the edge of the existing
building and the far western edge of the property along the northern property line. Another
way to full screen the parking lot from the RA zoned property is to have the screening trees start
from the existing building, run along the north edge of the parking lot, and then have them wrap
around the full length of the western edge of the parking lot as well. There appears to be some
existing shade trees along that edge of the property. Some flexibility may be possible in the
number and placement of the double -staggered row of screening plantings in order to not avoid
adversely impacting those existing trees if they are to remain.
8. [32.7.9 & 32.6.20)] Provide landscape calculations on the site plan for the parking lot landscape
area and the number of parking lot trees.
9. 132.7.9 & 32.6.2(j)] Provide either labels or a planting schedule that specifies all required
proposed trees and/or shrubs on the site plan. Include all of the required information about the
plantings including items such as species, count, size at time planting, etc. on the site plan.
10. [4.16.1(1)] The maximum slope for the playground area shall not exceed 10%. Add a note to
the playground area that specifies that its grading will not exceed 10%.
11. [32.5.20) & 32.6.2(g)] There are what appears to be storm drain manholes approximately
seven feet off the north property line and in the same area as the proposed screening trees.
Provide information on those storm drains and their easement. Provide the location, the
width of, and information on the easement. Include the deed book and page number of the
recorded easement plat as well as the easement owner's name. Depending on the owner
and type of easement, it may not be possible to plant the evergreen screening trees within
the easement area.
12. [32.5.2(j) & 32.6.2(g)] There appears to be an existing ACSA waterline that could be
impacted by the proposed parking lot addition and modifications. Show the waterline
location on the site plan. It appears to run between the two buildings and then extends
beyond the dumpster pad.
13. [Comment] The LOR submission has been submitted to Engineering and Fire Rescue for
their review. Attached please find the engineering comments. Fire Rescue comments will
be forwarded to you once they are available. If the easement parallel to Georgetown Way is
a VDOT easement then VDOT will review the next submission of the LOR. Approval from
each of the reviewers is required before final approval of the LOR.
In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to
submit a revised final site plan to address all of the requirements within six (6) months after the date of
this letter the application shall be deemed to have been voluntarily withdrawn by the developer.
