The Vue - FSP (SDP201600049)
The final site plan for The Vue has been reviewed by Engineering. The following comments will need to
be addressed before approval:
1. An approved WPO submittal will be required containing ESC and SWM plans and a
SWPPP before site plan approval [17-300, 17-301]. Water quantity and water quality will
need to be addressed under the UB criteria. (Rev. 1) The WPO plan will need to be
approved before FSP approval. (Rev. 2) The WPO plan is currently under review.
2. This site is subject to the Lickinghole Basin Fee. This will be provided with the WPO
bond estimates.
3. The stream buffer should extend 100' on each side of the stream or to the limits of the
flood plain, whichever is wider (17-600(B)). Any disturbance in a stream buffer will
require a mitigation plan (17-406). (Rev. 1) The mitigation plan will need to be
approved before FSP approval. (Rev. 2) The mitigation plan is currently under
review.
4. Grading is being shown right to the property line in several areas. Engineering
recommends that temporary grading easements are acquired from the neighboring
properties or that the grading is shown at least 5' from the property line. (Rev. 1) The
grading has been pulled back in some places, however Engineering wants to make
clear that no construction activities should disturb the neighboring properties
without an easement.
5. Boilerplate wall details will not be acceptable and engineered retaining wall plans will be
required. A guardrail/barrier will be required at the ends of travelways/parking adjacent to
retaining walls and safety railing is required for retaining walls over 4' high. (Rev. 1)
Between the camber of the wall and the length of the geogrid, it appears that wall
construction will take place right to the property line. Please detail how the wall will
be built within the space shown, including how the over 15' cuts on the property line
will be performed without affecting the neighboring property. Any railings and
guard rail should also be shown on the plans. The guard post detail in the wall plans
does not appear adequate for vehicles or equivalent to guardrail. Please provide
guardrail or an engineer's certification that the guard posts shown are equivalent.

6. An approved Road Plan submittal for the improvements to Blue Ridge Avenue will be
required before site plan approval [14-311]. Please contact VDOT for any additional
requirements. (Rev. 1) Comment withdrawn. Since no road plans will be submitted,
drainage calculations should be included with the site plan.
7. The utilities will need to be labelled on the plan sheets and shown and labelled on the
profiles. (Rev. 1) Comment addressed.
8. A Floodplain Development Permit application containing a floodplain impact plan will be
required for grading activities in the floodplain [18.30.3.11]. (Rev. 1) The FDP will need
to be approved before FSP approval. (Rev. 2) It does not appear that a FDP has
been submitted at this time.
