interior parking lot trees. Those trees should continue to be provided with this amendment. Replace
the tree and tree island that were removed from the center of the north parking row and the tree and
tree island removed from the south parking row.
2. Adjust the dumpster location to ensure the health of the tree to be located at the east end of the
parking row. Do not eliminate the tree.
3. Correct the quantities of Serviceberry (1 not 2) and Viburnum (2 not 1) in the plant schedule.
4. Identify on the plan the row of shrubs located just east of the south building entrance and adjust
the plant schedule accordingly.

adding more parking spaces to the row adjacent the building the entrance throat has been
decreased.
2. Additionally the proposed dumpster enclosure further reduces the effective entrance throat.
This throat is required to be in accordance with the VDOT Road Design Manual so that the roadway
noted as Barnes Drive may be eligible for acceptance into the state system.

parcel, however there was a boundary line adjustment that may not be shown on the site plan. The
property lines need to be accurately shown, and if the pad is on an adjacent parcel a boundary line
adjustment will need to occur to add property or the concrete pad needs to be removed.
2. Include the removal of the concrete pad and walkway with the side entrance removal.
3. Update/show and bubble the landscape table with the changes and amounts of plantings to be
removed and added.
4. Provide the dimensions of the new concrete pad for the smokers.

RE: SDP-2016-09;Piedmont Place—Minor Site Plan Amendment
Dear Megan:
Thank you for your comments dated March 1, 2016 on the above-referenced plan. Comments have been
addressed as follows:
1. The planting area between the rear property line and the parking lot has been increased to 5'. In
addition,the shrubs have been changed to a dwarf variety of inkberry hollies as suggested. The 5'
planting area is enough room for the proposed trees in this area. And the planting plan has been
updated to provide a nice landscaping strip with the shrubs and trees as proposed. While the trees
will be outside of the 2' parking overhang,the branches will be maintained to ensure that they do
not obstruct with the parked cars.
2. The parcel information on all the sheets have been updated with the most recent Deed books and
page numbers.
3. The adjacent parcels have been updated per the most recent BLA recorded plats.
4. The dumpster detail on sheet S-4 has been updated to include the schematic trash enclosure. Also,
the handicap detail on this sheet has been updated as well.
5. The bollards show up on the dumpster detail, on Sheet S-4. A note under the bollards has been
added to reference this detail.
6. The outdoor lighting plan has been added to this site plan amendment, and the note on the cover
sheet has been updated to reflect the addition of the lighting plan. The placement of the lights have
also been updated per the new parking lot and patio areas.
7. Bumper blocks have been added to the parking lot for all the spaces adjacent to the sidewalk. The
sidewalk has been updated to be 5' in width along the entire parking area.
8. The planting areas for the trees have been updated to be a minimum of 5' in width to allow enough
room for a tree planting. The tree by the dumpster has been moved away from the dumpster
container(minimum of 8')to allow for the dumping of the container. The trees will be maintained
and pruned,so this tree will not interfere with the dumping of the container with the dumpster
enclosure.
9. Sheet E-1 has been updated to show the lighting fixture to be removed and the adjacent parcel
information has been added back to the plan.
10. All the landscaping has been updated, along with the labels and the calculcations.
11. The proposed trees within the parking area has been increased to 4 trees, as required.
12. Sheet S-2 and S-3 have been updated to reflect these easements and labels. Also,the location and
label for the F.D.C. has been moved to the corner of the building at the location of the proposed
F.D.C.

13. The retaining wall detail on the S-5 has been updated to reflect the proposed concrete retaining wall.
Also,the notes on Sheet 1 have been updated to reflect the proposed concrete retaining wall
information.
14. The parking lot has been revised to provide a minimum of 5'for the turn-around, railing, and wall.
With the change to the concrete wall and updates to the parking lot, additional room for this turn-
around was crated and added to the plan.
15. The dimensions of the turn-around have been updated.
16. The text rotation for the address has been fixed.
17. The overall site calculations have been updated.
18. The overall site calculations and landscaping calculations have been updated.
19. All changes have now been bubbled and labeled. In addition,the LOR#1 has been included and
labeled on the site plan (S-1).
20. The minor site plan amendment changes have been listed on the cover sheet. In addition,those
changes that apply to each of the sheets and bubble areas have been noted on the respective sheets.
The entire list could not be added to each sheet due to spacing issues (it ended up being a long list of
small items).
21. This comment is acknowledged.
22. Engineering department has approved the minor site plan amendment.
23. No changes to the site are proposed that would change the previous VDOT approval, and the
improvements are installed. We are following up with VDOT to confirm.
24. The landscaping along the perimeter of the site and along some of the patio areas have been
updated with the dwarf inkberry holly.
Fire/Rescue:
1. The note about the addition of a Knox Box has been added to the notes on sheet S-1.
ARB:
1. The landscaping has been updated to provide perimeter and parking lot landscaping to the site. The
overall landscaping and interior parking lot landscaping meets and exceeds the required canopy.
2. The landscaping tree has been moved away from the dumpster for a minimum of 8'. The trees will
be maintained, and the tree will not interfere with the dumpster and dumping of the container. In
addition, another smaller tree was added around the dumpster area as well.
3. The landscaping details and calculations have been updated with the changes to the landscaping
plan.
4. This row of landscaping has now been identified.
5. The revised lighting plan has been added to this submission.

We have reviewed the minor site plan amendment for Piedmont Place, as submitted by Collins
Engineering, dated January 18, 2016 and offer the following comments:
1. VDOT has in the past reviewed site plans for the then proposed Claudius Place.
Comments were provided in 20I 1 for the entrance. These comments need to be addressed
prior to VDOT review. We are sending back the plans.
2. Library Avenue is currently a state maintained roadway. Proposed pipe #3 should be jack
and bored under Library Avenue and will need to be performed under permit.

The County of Albemarle Planning Division will grant or recommend approval of the
Final Plat referenced above once the following comments have been addressed: [Each
comment is preceded by the applicable reference, which is to the Subdivision/Zoning
Ordinances unless otherwise specified.]
[4.12.16 (c) (6)] Minimum design requirements and improvements for parking
spaces within parking areas or parking bays - Minimum length reduction. The
width of the planting area between the 16 feet deep parking spaces and the
adjacent lot has been reduced to 4'/2 feet. With a reduction in parking space
depth the planting island is to "... allow for an unobstructed overhand, from each
row, equivalent to the reduction..." in depth. This means that there is now only 2
'/2 feet of width for the plantings between the parking lot and the adjacent lot.
See comment number 24 below.
2. [32.6.2(a); 32.5.2] Information required. Update the deed book and page number
of the parcel on Sheet No. 1 to show the same reference as shown in Sheet No.
E-1. Include all recent plats including Deed Book 4355 Pages 10-15 and Deed
Book 4046 Pages 496-500.
3. [32.6.2 (a); 32.5.2(a)] Information required. Update plan graphics for the parcel
and adjoining parcel to show the information found on the most recent plat which
is recorded as Deed Book 4355 Page 10.
4. [32.6.2(n); 32.5.2] Existing and proposed improvements. On Sheet No. S-4 the
schematic of the board -on -board trash enclosure that was shown on the
approved plan is no longer shown. Also, the Handicap Space (Upper Parking)
Detail should be update with the change to the width of the handicapped spaces.
5. [32.6.2(n); 32.5.2] Existing and proposed improvements. On Sheet No. S-4 a
Bollard Detail was added but no bollards are visible in the submitted plan.
Please specify where the bollards will be placed or remove the detail from the
site plan.
6. [32.6.2(k)] Outdoor lighting. Although a note on the coversheet of both the
approved Final Site Plan and the Minor Site Plan Amendment states "No Street
or Parking Lot Lighting Proposed" a photometric plan was part of the approved
Final Site Plan (Sheet No. LL -2). No photometric plan was submitted with this
Minor Site Plan Amendment. Please specify if this minor plan amendment
removes those proposed parking lot light fixtures. If lighting is to be installed
please change the note on the coversheet that states otherwise. If no changes
need to be made to the approved photometric plan then the note should state
"Parking lot light fixtures to be as shown on the approved site plan". However,
the changes to the sidewalks, patios and planting areas behind the building
would likely affect the placement of the light fixtures. If so, an updated Sheet No.
LL -2 should be included in the submittal package.
7. [32.6.2(n); 32.5.2] Existing and proposed improvements. The sidewalk between
the building and the parking lot no longer seems to be six (6) feet wide for its full
length, however the dimension specified is still six (6) feet. Where the sidewalk
is less than six feet wide bumper blocks should be added to the parking spaces.
The sidewalk should be at least five feet in width, according to the detail on
Sheet No. S-4, however on the east side where the step was added the sidewalk
appears to be about four feet wide.
8. [32.7.9.6 (b); 32.7.9.9 (b)] Landscaping within a parking area; Installation and
maintenance of required landscaping and screening. The landscape areas for the
parking lot trees have been reduced in size, the smallest being three and a half
(3'/Z) feet wide. Also, one tree is adjacent to the new trash dumpster and could
be damaged during trash pickup.
9. [32.6.2 (a); 32.5.2 (1)] Content of a Final Site Plan; Contents of an Initial Site
Plan. On sheet No. E-1 show the existing street light that will be removed in the
existing conditions. Also, please show the missing line work for the adjoining
parcels.
10. [32.7.4] Landscaping and screening. Landscaping has changed. Update the
landscaping sheet with revision clouds and ensure that the planting schedule and
calculations have been updated to match the changes.
11. [32.7.9.6 (b)] Landscaping within a parking area. Types of Plan Materials. With
the increase of parking spaces four (4) parking lot trees are required. On Sheet
No. LL -1 two (2) parking lot trees are currently shown.
12. [Comment] On Sheet No. S-2 the existing temporary construction easement line
is not showing up and the arrow for the location of the proposed F.D.C.
connection should be moved to where it resides on the new building footprint.
13. [Comment] There are conflicting wall details. Remove the detail on Sheet No. S-
4 "Alternate Fence Post Detail" and change the note on Sheet No. S-1 to
reference the detail on Sheet No. S-5 "Schematic of Retaining Wall Rail Detail".
14. [Comment] It does not appear that there is enough room for the parking,
turnaround, railing and wall.
15. [Comment] The turnaround is not dimensioned correctly.
16. [Comment] Fix the text rotation issue for the company's street address in the title
block on all sheets.
17. [Comment] On Sheet No. 1 the "Onsite Pavement" square feet, under Site Areas,
states that the area is reduced from the approved site plan. With the additional
parking spaces and the removal of the islands this would have increased.
18. [Comment] On Sheet No. 1 the proposed impervious area on the cover sheet did
not change from the approved final site plan. With the additional parking spaces
and the removal of the islands this would have increased.
19. [Comment] Show revision clouds on any changes made to any sheets of the site
plan since the approval of the Final Site Plan on January 3, 2013. For example
the notes in the upper right corner of Sheet No. S-1 have been changed but are
not within a revision cloud. Since this was not required with the approved LOR
please incorporate the change in the building footprint from the LOR into the
revisions shown in this minor site plan amendment. For the LOR change put the
label "LOR #1" on those revision clouds.
20. [Comment] Include the list of minor site plan amendment changes on every sheet
of the submission showing changes. Currently it is shown on two of the ten
sheets.
21. [Comment] For future reference, the Special Use Permit listed next to the name
on your application form (SP201500030) is listed as "void" in our system.
22. [Comment] The site plan amendment has been submitted to the engineering
department for review. Their comments will be forwarded to you when they are
received.
23. [Comment] The site plan amendment has been submitted to VDOT for review.
Their comments will be forwarded to you when they are received.
24. [Comment] If a dwarf variety of Inkberry Hollies is to be utilized please specify.
Most varieties of Inkberry Hollies would not survive in some of the limited areas
currently shown on the plan.
Since not all of the changes that were made to the plan, in the Minor Site Plan
Amendment submission, were indicated with revision clouds some additional comments
may be found in the next review.
