PROJECT NOTES:
1. THE CONTRACTOR SHALL HAVE 60 CALENDAR DAYS TO COMPLETE THE ENTIRE PROJECT. LIQUIDATED
DAMAGES IN THE AMOUNT OF $2,000.00 PER DAY WILL BE ASSESSED THE CONTRACTOR FiOR EVERY
CALENDAR DAY THAT THE TIME CONTRACT TIME IS EXCEEDED.
2, THE CONTRACTOR SHALL MARK AND LIGHT AREAS UNDER CONSTRUCTION IN ACCORDANCE: WITH THE
PLANS AND SPECIFICATIONS, AIRCRAFT AND PUBLIC SAFETY SHALL NOT BE COMPROWISED AND
PROPER SEPARATION SHALL BE MAINTAINED AT ALL TIMES. REFERENCE IS DIRECTED TO SECTION 130
OF THE SPECIFICATIONS.
3. PRIOR TO ENTERING ANY AIR OPERATIONS AREA (AOA) OR SAFETY AREA, THE CONTRAC-TOR SHALL
NOTIFY THE ENGINEER AND THE DIRECTOR OF AIRPORT OPERATIONS, NO EQUIPMENT OR
PERSONNEL SHALL ENTER AN OPEN RUNWAY OR TAXIWAY SAFETY AREA UNLESS PROPERLY
COORDINATED WITH THE OWNER AND ATCT. THE USE OF TRAINED FLAGMEN AND TWO-W/AY RADIOS
SHALL BE REQUIRED IN THESE AREAS AND TWO-WAY RADIO COMMUNICATIONS SHALL BE, REQUIRED
AT ALL TIMES WITH THE AIRPORT AIR TRAFFIC CONTROL TOWER (ATCT).
4, THE CONTRACTOR SHALL_ MAINTAIN CONTINUOUS TWO—WAY RADIO CONTACT WITH TIHE TOWER
GROUND FREQUENCY (OR THE TOWER FREQUENCY DURING NON—OPERATING HOURS BY THE TOWER)
ANY TIME THE CONTRACTOR SHOULD NEED TO ENTER INTO THE RUNWAY SAFETY AREAS (250 FEET
FROM RUNWAY CENTERLINE) WHILE THE RUNWAY IS OPEN TO AIRCRAFT,
5, THE CONTRACTOR SHALL HAVE AN ADEQUATE NUMBER OF TWO-WAY RADIOS, IN GOOD (OPERATING
CONDITION, ON-SITE AT ALL TIMES AND SHALL BE RESPONSIBLE FOR PROVIDING THE RADIOS.
REFERENCE IS DIRECTED TO THE SPECIAL PROVISIONS OF THE SPECIFICATIONS. RADIOS SHALL
REMAIN PROPERTY OF CONTRACTOR UPON PROJECT COMPLETION.
6. UPON NOTIFICATION FROM 'THE ATCT, DIRECTOR OF AIRPORT OPERATIONS, OR THE ENG;INEER, THE
CONTRACTOR SHALL IMMEDIATELY CLEAR THE RUNWAY AND/OR TAXIWAY OF EQUIPMENT AND
PERSONNEL IN THE EVENT OF A DECLARED AIRCRAFT EMERGENCY.
7. THE OWNED WILL PERMIT THE CONTRACTOR ONE (1) ACCESS LOCATION, THIS ACCESS LOCATION
SHALL BE USED FOR ALL CONTRACTOR PERSONNEL AND EQUIPMENT, AND MATERIALL DELIVERY
INGRESS AND EGRESS. THE CONTRACTOR SHALL KEEP THE ACCESS GATE LOCKED OR GUARDED AT
ALL TIMES.
8. ALL CONTRACTOR AND SUBCONTRACTOR PERSONNEL. AND EQUIPMENT SHALL USE ONLY THE
DESIGNATED ACCESS AND HAUL ROAD FOR INGRESS AND EGRESS TO THE CONSTRUCTION AREA.
9. ALL PERSONNEL WORKING INSIDE THE SECURITY FENCE SHALL HAVE A VALID SECURITY
IDENTIFICATION DISPLAY AREA (SIDA) SECURITY BADGE OR BE UNDER THE DIRECT SUPERVISION OF A
PERSON WITH A SIDA BADGE. BACKGROUND EMPLOYMENT HISTORY INFORMATION IS REQUIRED FOR
EACH WORKER. THE CONTRACTOR SHALL SUBMIT A SECURITY PLAN OUTLINING THE INSTALLATION
AND PHASING OF SECURITY FENCE, METHODS OF MONITORING GATE OPENINGS, ETC. REFERENCE IS
DIRECTED TO THE SPECIAL_ PROVISIONS AND SECURITY NOTES FOR ADDITIONAL SECURITY
REQUIREMENTS.
10. ALL CONTRACTOR PERSONNEL SHALL ARRIVE AT THE PROJECT IN COMPANY VEHICLES. ONLY
AUTHORIZED VEHICLES WILL BE ALLOWED INSIDE THE SECURITY FENCE. AT THE END OF EACH WORK
DAY, THE CONTRACTOR SHALL POSITION ALL EQUIPMENT, TOOLS, MATERIAL, ETC. IN THE APPROVED
CONTRACTOR'S STAGING AREA UNLESS OTHERWISE REQUESTED BY THE CONTRACTOR AND
APPROVED BY THE ENGINEER.

13. THE CONTRACTOR SHALL LOCATE AND PROTECT EXISTING UTILITIES AND FACILITIES (I.E., AIRPORT OF UP TO SIX (6) INCHES IN THE PROPOSED EMBANKMENT AREAS WILL NOT BE MEASURED FOR
LIGHTING, NAVAIDS, ETC.) FROM DAMAGE BY EQUIPMENT OR PERSONNEL. THE CONTRACTOR SHALL PAYMENT. ANY STRIPPING BELOW SIX (6) INCHES IN EMBANKMENT AREAS WILL BE MEASURED AS
CONTACT ALL UTILITY AND FACILITY AGENCIES FOR FIELD MARKING PRIOR TO BEGINNING UNSUITABLE EXCAVATION,
CONSTRUCTION. THE LOCATIONS OF EXISTING UNDERGROUND UTILITIES ARE SHOWN IN AN
APPROXIMATE WAY ONLY AND HAVE NOT BEEN INDEPENDENTLY VERIFIED BY THE OWNER OR ITS 21. ALL TEMPORARY STOCKPILES SHALL BE LOCATED OUTSIDE OF ACTIVE TAXIWAY AND RUINWAY SAFETY

EQUIPMENT SHALL BE PROMPTLY REPAIRED AT THE CONTRACTOR'S EXPENSE. THE CONTRACTOR
SHALL HAND DIG WHEN WITHIN THREE (3) FEET OF ANY KNOWN OR SUSPECTED UNIDERGROUND 23. THE CONTRACTOR SHALL MAINTAIN THE AIRPORT PERIMETER AT ALL TIMES. UPON COMPLETION OF
UTILITY. THE PROJECT, THE CONTRACTOR SHALL MAKE ALL NECESSARY REPAIRS TO THE AIRPORT PERIMETER
ROAD/HAUL ROAD AND CONTRACTOR'S STAGING AREA AS ORDERED BY THE ENGINEER. THIS WORK
15. THE CONTRACTOR SHALL BE RESPONSIBLE FOR OBTAINING ALL PERMITS, LICENSES, ETIC. REQUIRED SHALL BE CONSIDERED INCIDENTAL TO THE PROJECT.
BY LOCAL, STATE, AND FEDERAL AGENCIES AND POSTING ALL BONDS.
24. THIS PROJECT HAS BEEN ENVIRONMENTALLY APPROVED BY THE (FAA, DOAV, ETC) UNDER FONSI
16. THE OWNER RESERVES THE RIGHT TO CONTRACT AND PERFORM OTHER OR ADDITIIONAL WORK DATED JANUARY 15, 2008,
ADJACENT TO AND WITHIN THE WORK AREA COVERED BY THIS CONTRACT. WHEIN SEPARATE
CONTRACTS ARE LET WITHIN THE LIMITS OF ANY ONE PROJECT, EACH CONTRACTOR SHALL CONDUCT 25, A WETLANDS INVESTIGATION AND SURVEY WAS COMPLETED ON AUGUST 18, 2006. CORRESPONDING
HIS WORK SO AS NOT TO INTERFERE WITH OR HINDER THE PROGRESS OR THE COMPLETION OF THE AGENCY JURISDICTIONAL DETERMINATION WAS ISSUED BY USACE ON AUGUST 23, 2006. NO
WORK BEING COMPLETED BY OTHER CONTRACTORS. THE CONTRACTORS WORKING ON THE SAME WETLANDS WILL BE IMPACTED BY THIS PROJECT.
PROJECT SHALL COOPERATE WITH EACH OTHER AS ORDERED BY THE ENGINEER. ANY ADDITIONAL
EFFORT OR WORK REQUIRED FOR SUCH COORDINATION WITH OTHER CONTRACTORS SHALL BE 26. THE CONTRACTOR SHALL REFER TO THE GENERAL CONDITIONS, THE GENERAL PROVISIONS, SECTION
INCIDENTAL TO THE PROJECT AND NO SEPARATE MEASUREMENT OR PAYMENT WILL BE MADE. 130, AND THE SPECIAL PROVISIONS OF THE SPECIFICATIONS, FOR THE CONTRACTOR'S
REFERENCE IS DIRECTED TO SECTION 50-05 OF THE SPECIFICATIONS. IT IS ANTICIPATED THAT OTHER RESPONSIBILITIES FOR OPERATIONAL SAFETY ON AIRPORTS DURING CONSTRUCTION.
WORK MAY BE COMPLETED BY AN INDEPENDENT CONTRACTOR(S) DURING THE COURSE OF THIS
PROJECT.
17. ANY LISTED MANUFACTURER'S EQUIPMENT SHALL MEAN THAT LISTED ITEM OR AN APPROVED
EQUIVALENT.
18. THE RUNWAY SAFETY AREA SHALL BE RESTORED TO FAA LINES AND GRADES (NO OPEN TRENCHES,
NO SLOPES GREATER THAN 3%). ALL DISTURBED AREAS, INCLUDING THE CONTRACTOR'S STAGING
AREA, HAUL ROUTES, GRADING LIMITS, ETC. SHALL BE RESTORED TO A SMOOTH LINE AND GRADE
WITH POSITIVE DRAINAGE. THE CONTRACTOR SHALL SEED AND MULCH ALL DISTURBED AREAS.
THERE WILL BE NO MEASUREMENT FOR PAYMENT OF SEEDING AND MULCHING REQUIRED OUTSIDE
THE GRADING LIMITS, APPROVED STOCKPILE LIMITS, OR APPROVED HAUL LIMITS.
19. ALL LOOSE DIRT, STONE, PAVEMENT, FORMING, ETC., MUST BE KEPT WITHIN THE LIIMITS OF THE
CONSTRUCTION AREA. DEBRIS IS DAMAGING TO AIRCRAFT ENGINES AND MAY BECOME PROJECTILES
WHEN THROWN BY AIRCRAFT ENGINES, SO IT IS IMPERATIVE THAT THE CONTRACT -OR MAINTAIN
CONTROL OF ALL LOOSE MATERIALS THAT COULD POTENTIALLY BLOW INTO AN AIRCRAFT
OPERATIONS AREA (AOA).

ACCORDING TO MINIMUM STANDARDS AND SPECIFICATIONS OF THE VIRGINIA EROSION AND SEDIMENT
CONTROL HANDBOOK AND VIRGINIA REGULATIONS VR 625-02-00 EROSION AND SEDIMENT CONTROL
REGULATIONS.
3. ALL EROSION AND SEDIMENT CONTROL MEASURES ARE TO BE PLACED PRIOR TO OR AS THE FIRST
STEP IN CLEARING.
4. A COPY OF THE APPROVED EROSION AND SEDIMENT CONTROL PLAN SHALL BE MAINTAINED ON THE
SITE AT ALL TIMES.
5. PRIOR TO COMMENCING LAND DISTURBING ACTIVITIES IN AREAS OTHER THAN INDICATED ON THESE

THE PURPOSE OF THIS PROJECT AT THE CHARLOTTESVILLE-ALBEMARLE AIRPORT IS TO INSTALL A
TEMPORARY OFFSET LOCALIZER ANTENNA FOR THE RUNWAY 3 ILS. THIS FACILITY IS TO REMAIN IN PLACE
UNTIL_ THE PERMANENT LOCALIZER HAS BEEN INSTALLED AND IS OPERATIONAL.
RUNOFF FROM ALL DISTURBED AREAS ASSOCIATED WITH THIS PROJECT SHALL BE INTERCEPTED BY
SEDIMENT TRAPPING DEVICES.
2. EXISTING SITE CONDITIONS
THE PROJECT SITE IS AN AREA OF MODERATE TO STEEPLY SLOPING TERRAIN, APPROXIMATELY 5 ACRES
IN SIZE. UNDISTURBED AREAS OF THE SITE ARE EITHER PAVED OR COVERED WITH AVERAGE TO DENSE
GRASS, AREAS TO BE DISTURBED CAN BE DESCRIBED AS PREVIOUSLY DEVELOPED OPEN GRASS AREAS
WITH SLOPES RANGING FROM FLAT TO AS STEEP AS 3:1. AS DEFINED BY ALBEMARLE COUNTY, CRITICAL
SLOPES (I.E. UNDEVELOPED SLOPES STEEPER THAN 4:1), ARE NOT ANTICIPATED TO BE DISTURBED. ALL
SLOPES GREATER THAN 4:1 WERE CONSTRUCTED AS PART OF AN APPROVED SITE PLAN.
3. ADJACENT PROPERTY
THE CHARLOTTESVILLE ;ALBEMARLE AIRPORT IS LOCATED WITHIN ALBEMARLE COUNTY, VIRGINIA
APPROXIMATELY SEVEN MILES NORTH OF THE CITY OF CHARLOTTESVILLE. THE AIRPORT IS BOUNDED ON
THE SOUTH AND EAST BY STATE ROUTE 606 AND ON THE WEST BY STATE ROUTE 743 AND RESIDENTIAL
AREAS PREDOMINATELY ZONED RA (RURAL AREAS). THE SITE OF PROPOSED CONSTRUCTION IS WITHIN
THE BORDERS OF THE AIRPORT PROPERTY.
4. SOILS
THE FOLLOWING SOIL TYPES OCCUPY THE MAJORITY OF THE AIRPORT PROPERTY:
413 - ASHE LOAM, 2 TO 7 PERCENT SLOPES, GENTLY SLOPING, AND SOMEWHAT EXCESSIVELY DRAINED.
PERMEABILITY IS MODERATELY RAPID, SURFACE RUNOFF IS MEDIUM. THE HAZARD OF EROSION IS
MODERATE.
14C - CHESTER LOAM, 7 TO 15 PERCENT SLOPES, STRONGLY SLOPING, AND WELL DRAINED. PERMEABILITY
IS MODERATE. SURFACE RUNOFF IS RAPID. THE HAZARD OF EROSION IS SEVERE.
36B - HAYESVILLE LOAM, 2 TO 7 PERCENT SLOPES, WELL DRAINED, AND GENTLY SLOPING. PERMEABILITY IS
MODERATE. SURFACE RUNOFF IS MEDIUM. THE EROSION HAZARD IS MODERATE.
36C - HAYESVILLE LOAM, 7 TO '15 PERCENT SLOPES, WELL DRAINED AND STRONGLY Si-OPING.
PERMEABILITY IS MODERATE. SURFACE RUNOFF IS RAPID. THE HAZARD OF EROSION IS SEVERE.
36D - HAYESVILLE LOAM 15 TO 25 PERCENT SLOPES, WELL DRAINED AND MODERATELY STEEP.
PERMEABILITY IS MODERATE. SURFACE RUNOFF IS RAPID. THE HAZARD OF EROSION IS SEVIERE.
37C3 - HAYESVILLE CLAY LOAM, 7 TO 15 PERCENT SLOPES, WELL DRAINED AND STRONGLY SLOPING.
PERMEABILITY IS MODERATE, SURFACE RUNOFF IS RAPID. THE HAZARD OF EROSION IS SEVERE.
88 - UDORTHENTS, LOAMY, 2 TO 25 PERCENT SLOPES. PERMEABILITY RANGES FROM MODERATELY RAPID
TO SLOW, SURFACE RUNOFF IS MEDIUM TO VERY RAPID. THE HAZARD FOR EROSION IS MODERATE TO
VERY SEVERE.
5. CRITICAL EROSION AREAS
THE POTENTIALLY CRITICAL AREAS ARE THE PROPOSED OUTFALLS AND THE PROPOSED FILL SLOPES
ASSOCIATED WITH THIS PROJECT. WHEREVER GRADING IS NECESSARY, ADEQUATE PRECAUTIONS SHALL
BE TAKEN TO MINIMIZE EROSION AND TRAP SEDIMENT ON-SITE. TEMPORARY SEDIMENT TRAPS AND OTHER
SEDIMENT TRAPPING DEVICES SHALL BE USED TO INTERCEPT SEDIMENT LADEN WATER PRIOR TO LEAVING
THE PROJECT SITE. EXTREME CARE SHALL BE TAKEN TO PROTECT THE DOWNSTREAM WETLANDS AND
WATERWAYS.
C. EROSION ANS? SEDIMENT CONTROL MEASURES
a. AIR, WATER, SOIL EROSION AND SEDIMENT CONTROL MEASURES SHALL BE IN ACCORDANCE WITH
FEDERAL, STATE, AND LOCAL LAWS. EROSION AND SEDIMENT CONTROL MEASURES; SHALL BE IN
ACCORDANCE WITH THE VIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK (VESCH), LATEST
EDITION. INSTALLING, MAINTAINING AND REMOVAL OF EROSION AND SEDIMENT CONTRtOL MEASURES
(EXCEPT FOR SILT FENCE AND PERMANENT SEEDING AND MULCHING OF PERMANENT SEEEDED AREAS)
SHALL BE INCLUDED IN THE LUMP SUM PAY ITEM FOR "EROSION AND SEDIMENT CONTR(OL." PAYMENT
FOR SILT FENCE, PERMANENT SEEDING AND ASSOCIATED MULCHING WILL BE MADE UNDER THEIR
RESPECTIVE PAY ITEMS. THE EROSION AND SEDIMENT CONTROL MEASURES SHOWN (ON THE PLANS
ARE CONSIDERED MINIMAL STEPS AND ADDITIONAL EROSION AND SEDIMENT CONTROL MEASURES
MAY BE REQUIRED, DEPENDING UPON THE FINAL CONSTRUCTION PHASING PROPOSED BY THE
CONTRACTOR. NO SEPARATE PAYMENT WILL BE MADE FOR ADDITIONAL EROSION AND SEDIMENT
CONTROL MEASURES FOUND NECESSARY UNDER THIS PROJECT DUE TO THE C;ONTRACTOR'S
