Based on the work you have accomplished I am willing to move forward with signatures from all other reviewers and hold my final approval until Paty and ACSA finalize their reviews. This will cut a week of lag time rallying signatures off your approval time for sure. This still holds true, she plans to review it when she comes back from vacation on 7-31-17. Paty plans to compare this submission with the PDF you previously sent, she is withhold her approval till ACSA gives their final approval to assure no other modifications are required to the landscaping. Additionally, the ARB Certification of Appropriateness is still pending. I spoke to Margaret about this and she said the certificate of appropriateness has not been officially issued yet. She does not believe there is anything the ARB needs to see again; however, there are still items tied to it that Paty will be reviewing w/the site plan. Once Paty returns from vacation she will get to this also and hopefully issue the Certificate of Appropriateness. not changing. Confirmed that VDOT does not need to re review the plans. 3)ACSA has received the modified plans and Alex will be looking them over w/RWSA and providing his review/possibly approval once he gets his review completed. I still do not have a tentative approval from Alex. The email you provided was not specific about the site plan. I have reached out to Alex via email and am 1 Solo ' pending a confirmation. For the above reasons I do not think it is appropriate to start the signature process just yet. AdditionallyTthe .. , . _ _ .. . . . . . I suggest we continue to move forward with that plat during this 2-week lag time, additionally allow ACSA approval,ARB—Certificate of Appropriateness, and Paty's approval. All changes to the proposed work from that shown in the drawings shall be approved by RWSA in writing prior to construction. RWSA reserves all rights associated with its easements, including but not limited to its rights to access, construction, operation, maintenance, and repair of its facilities within the easement, and such consent shall not be construed to modify or prohibit any existing easement rights held by the RWSA, nor modify or increase its obligations, if any, to repair or restore. Here is what I have for your latest comments, ACSA agreed to keeping the connection on the 30"main so we didn't do anything with comments#2 or 3. Sheet C4 of 16 1. Show the existing RWSA 15' utility easement on the property (sent previously via email). 2. ACSA has requested that the new 6" water connection be made onto the 12" RWSA water main along the southern boundary of the parcel, rather than across the road on the 30" RWSA main as shown. RWSA takes no issue with this change if the developer and ACSA wish to proceed in this manner. Note that the exact location and depth of the water main are not known. If this change is made, notes on sheets C4& C9 should be revised accordingly to reflect the change in tap size (from 30"x6"to 12"x6"). 3. Please note that the maximum HGL for the 12" RWSA water main is 795', which could result in high pressures on site. Refer to ACSA's guidelines for reducing pressures down to an acceptable range. Assure that is done on the site plan. Additionally, don't forget the offsite sight distance easemen (SUB2017-54). This does not affect your DEQ stuff below but it affects your site plan and should get done ASAP. Plus I hear you are revising your landscape plan to address Paty's/ARB comments. The modified landscape plan needs to be sent to ACSA, VDOT, and me once ARB is good w/it as these folks also need to approve such changes. [mailto:iustin@shimp-engineering.com] Sent:Tuesday,June 06,2017 8:30 PM To: Frank Pohl<fpohl@albemarle.org> Subject: Fwd:WPO-2016-00083 Better Living Berkmar Drive-Status Hi Frank, 2 I'm guessing Matt is still out for a bit, we are going to record the deeds and plats for the SWM easement tomorrow afternoon and will send the proof of recordation your way.While yes the deed associated with the SWM facility has been reviewed and approved by the County Attorney and signed by Doug Walker(see attached), I'm still awaiting the County Attorney to sign off on/approve two other deed associated with the plat that the applicants legal counsel recently provided us. I'm guessing it'll come down the pipe today but it is dependent on the County Attorney's review. These documents also need Doug Walker signature. Once I get his approval on that document and Dougs signature then I can approve the plat, SUB2017-53, which plats these easements. We were hoping to setup a pre-con meeting on June 15th. Would that be enough time to get the land disturbance permit processed assuming we deliver the recorded easements/etc. as required by the VSMP permit tomorrow? My memory is that the ARB was concerned about those trees remaining and some of them were on the neighboring property so we dropped that from our plan and no 3 14110 longer propose preservation of trees and thus no longer have the conservation checklist. These are of course submitted at the last minute (today and some yesterday). So handle that in whatever way appropriate. I would have had a lot of comments without these changes and one other change on the architectural sheets. Sheet C2 has the existing access easement added back in and a label as "to be vacated". Sheet C5 has the updated landscaping that I now need to check. FYI, the chart, the landscaping layout, and some of the calculations have been changed. Sheet C7 has a new detail for the retaining wall (upper right). ARB was only concerned about the minimum horizontal distances between the walls and the guardrail, since they are planting between them. So, planning and engineering might want to confirm the other details, like slope, are appropriate. Improvements are proposed within the existing publically dedicated access easement (DB 1429 PG 122). The applicant proposes to relocate the easement in a New 15'VDOT access easement as depicted on TMP 04500-00-00-068C1. The easement shall be platted prior to final site plan approval. The plat shall be reviewed by the County and VDOT, approved, and then recorded in the Clerk's Office, the DB page information of this action shall be provided on the final site plan. These readings quickly drop to 0.3 and 0.4 at what appears to be the property line; however, no other liqht readings reduce that quickly over such a short distance. Please verify this reading is accurate and truly being read at the property line. The distribution is shown per the standard lighting software computations, and we have confirmed the assumptions. 19B) Fixtures A&B are both above 3,000 lumens and are required to be full cut off fixtures. Provide additional information on the plan to assure that the fixtures shall not be tilted.Assure the corresponding tilt is listed on the plans as "0". A column has been added to the luminaire schedule listing the tilt for both fixtures as "0". — A complete landscape plan in accordance with [Sec. 32.7.9] 19C) [32.7.9.7] Required screening. Provide the required screening to the adjacent residential district on the shared southern property line (TMP 45-112 &45-112E). The fencing should start from the parking spaces and extend to storage shed D. The special exception (SE) request relied upon a 6' tall wooden fence along the shared property line to screen the uses &parking. The SE that went to the BOS utilized this aspect of the plan as a rational for approval. The only reasons sloe the screening should not be provided is if the rezoning is approved on the adjacent properties before this site plan is approved. Fencing may be swapped out for plantings meeting the screening requirements of the ordinance. The length of the fence may be modified provided the shared access through connection between these parcels is required by VDOT. We understand that the ZMA application for the adjacent property requesting to change the zoning from R-6 to HC goes to the Board of Supervisors on Wednesday 12/14 with a recommendation of approval. This plan is presented with the assumption that the rezoning request will be approved.If it is not,we will address the screening requirements with the next submittal. 20. [4.12.13(a)] Loading spaces shall be adjacent to the structure it serves. All three required loading spaces are contained in the loading and storage area; however, this does not meet the requirements of the ordinance. Relocate 1 of the required loading spaces adjacent to Building A. One of the loading spaces has been relocated to be closer to Building A. 21. [4.12.19] Minimum design requirements and improvements for dumpster pads. Dumpster pads are required to be concrete, even for roll off dumpsters. The pad shall extend beyond the front of each dumpster to that the front wheels of a truck serving the dumpster will rest on the concrete, but in no case shall the length of a concrete pad be less than eight(8)feet beyond the front of the dumpster. Revise the dumpster pad design to meet the above criteria. Also, assure the concrete pad is labeled and dimensions are provided. The pad for the roll-off dumpster is now shown as a 36' by 12' concrete pad. It has been labeled and dimensioned. 22. [4.12.19] Minimum design requirements and improvements for dumpster pads. For the dumpster w/screening provided, throughout the plans, assure that the dumpster note references sheet C7 for the dumpster screening detail. References for the dumpster detail are now included throughout the plans. 23. [Comment]Throughout the plan clearly depict the revised property lines for the site. Increase the line width and/or darken the color so it is clear where the new property lines are in relation to the proposed improvements. The plan has been revised to more clearly show all property lines. In an attempt to provide as clear a plan as possible,the plan is now presented as if the BLA under review has been approved (since it will be prior to final site plan approval). 24.
