Reviews Comments:1. Drainage – the roof drain will outlet to the side of the courts. This will introduce a
point-source discharge to an area where there is no channel on the “adjacent property” where there
is a residence and driveway. Flow from this source will ultimately flow over the driveway. What is the
calculated flow for this outlet? Considering converting the flow to sheet flow or extending the outlet to
an adequate channel.
2. Slope of parking spaces – the slope of the new parking spaces appears to be greater than
the slope of the existing parking spaces. At a minimum, the slope should not be increased, and if
anything, should be reduced since the slope exceeds 5%. A small retaining wall could be installed at
the head of the spaces to make up grade at the front/head of the new spaces. A profiled of the
parking area and the new road entrance should be provided to ensure vehicles do not scrape the
pavement.
3. Parking/drivelane/parking Width – the width of the pavement where perpendicular spaces are
proposed across the drive aisle from each other is not wide enough to meet current parking space
size standards. Please show the dimensions of the drive aisle and all parking spaces.
4. It is recommended that the broken sidewalk in front of the area to be improved is repaired.

I am revising my comments but the information must be tied to the building permit and not the CO.
The ACSA does not have the ability to hold up a CO, just the building permit. My amended
comments are that I am recommending approval with the requirement that the connection fees be
paid and the information on existing trailers submitted prior to the ACSA issuing an approval on the
building permit.

Dear Mr. Newberry:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section has reviewed the Special Use Permit for the Boys & Girls Club, Southwood expansion
dated February 21, 2017 as submitted by Timmons Group and offers the following comments.
Land Use
1. Please see Road Design Manual appendix F -Access Management design standards for
entrances, page F-130, figure 4-15 commercial entrance design with possibly moderate
volume.
2. Please show mill and overlay on plans in accordance with WP -2.
Please provide two copies of the revised plan along with a comment response Ietter. If further
information is desired, please contact Willis C. Bedsaul at 434-422-9866.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the VDOT Charlottesville Residency Land Use Section at (434)
422-9399 for information pertaining to this process.
