RE: SDP -2017-007 Lidl- Premier Circle- Initial Site Plan
Mr. Kotarski:
The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced
site plan.
This approval shall be valid for a period of five (5) years from the date of this letter, provided that the
developer submits a final site plan for all or a portion of the site within one (1) year after the date of this
letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and
thereafter diligently pursues approval of the final site plan.
In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the
following approvals are received:
1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the
County of Albemarle.
Approval of all easements for facilities for stormwater management and drainage control.
Submittal of a tree conservation checklist with areas for tree preservation identified.
The final site plan will not be considered to have been officially submitted until the following items are
received:
A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code.
A fee of $1,500.
Please submit 8 copies of the final plans to the Community Development Department. The assigned
Lead Reviewer will then distribute the plans to all reviewing agencies (for ACSA, please submit 3 copies
of construction plans directly to them, as stated in their comments). Once you receive the first set of
comments on the final site plan, please work with each reviewer individually to satisfy their
requirements.
The Department of Community Development shall not accept submittal of the final site plan for
signature until tentative approvals for the attached conditions from the following agencies/reviewers
have been obtained:

Subject: SDP -2017-007 Lidl- Premier Circle- Initial Site Plan
The Planner for the Planning Services Division of the Albemarle County Department Community
Development will recommend approve the plan referred to above when the following items
have been satisfactorily addressed. (The following comments are those that have been
identified at this time. Additional comments or conditions may be added or eliminated based
on further review.) [Each comment is preceded by the applicable reference to the Albemarle
County Code.]
Requirements:
1. The notification fee of $215 has not been paid. The initial site plan will not be approved
until the fee is paid.
2. [32.5.2a] A portion of the parking lot along Premier Circle does not appear to meet the
10' setback. Revise so the parking is 10 feet from the right of way.
3. [32.5.2n] On Sheet C4.0, please show the areas within the building that will be utilized
for retail use and warehouse uses, and include a label stating the square footage for
each use which corresponds with the parking area calculations provided on the Cover
Sheet.
4. [32.5.2n] Please state the proposed paving materials to be used on all walks, parking
lots, and driveways.
5. [32.5.2n] Please provide verification that all outdoor lights proposed on site will be full
cutoff luminaires. The spec sheets provided for each model do not indicate what cutoff
classification each luminaire type falls under.
6. [32.5.2n] The lighting plan shows footcandle measurements that are higher than the
maximum 0.5 footcandles permitted along the right-of-way. Please amend the light
locations as necessary to bring the footcandle measurements into compliance with the
regulations set forth in Section 18-4.17 of the Albemarle County Code.
7. [4.17.4] Please add a note to the lighting plan which states "Each outdoor luminaire
equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff
luminaire and shall be arranged or shielded to reflect light away from adjoining
residential districts and adjacent roads. The spillover of lighting from luminaires onto
public roads and property in residential or rural areas zoning districts shall not exceed
one-half footcandle."
[32.5.2p] Please add an additional column to the Plant Schedule on Sheet L2.0 which
states the canopy coverage of each species of proposed landscaping in accordance with
the Albemarle County Recommended Plants List.

states the specific vegetation type (i.e. Large Shade Tree, Small Ornamental Tree, etc.)
of each species of proposed vegetation in accordance with the Albemarle County
Recommended Plants List.
10. [32.7.9.5d] Street trees should be planted within the right of way. Revise so the
proposed street trees are located in the right of way.
11. ARB's comments are extensive and may require a redesign of the site. Please be aware
that there may be additional comments depending on how ARB comments are
addressed. Also, the plan may need to go back through site review depending on how
drastic the revisions are.
Recommendation:
1. Remove the sign and sign landscaping from the site plan. The sign and associated
landscaping is approved through the sign permit and not the site plan. You may need to
apply for a Letter of Revision in the future if it remains on the plans, if the sign permit
requires that the location and landscaping be revised.

Initial Site Plans to the Agent for the Site Review Committee as follows -
ARB -201T -OT: LIDL Premier Circle Initial Plan - Initial Site Plan (TM/Parcel 061M0000000600)
Proposal: To construct a grocery store with associated site improvements
Location: 405 Premier Circle, on the west side of Rt_ 29, approximately 300' north of Westfield Road
Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c(2), (3) and (5) and Initial Site Plan
approval:
The Initial Site Plan should not be approved until the following issues are resolved to the satisfaction of the APB
1_ Adjust planting area along the EC to avoid tree and utility conflicts-
2- Add planting area and trees along the north building elevation_
3_ Revise the plan to orient the building parallel to the Entrance Corridor_
4_ Revise the plan to reduce parking area located between the building and the EC_
5_ Revise the plan to step the retaining wall where it is taller than 6'_ Provide planting along the wall and the terraces_
Regarding recommendations on the plan as it relates to the guidelines: None_
Regarding conditions to be satisfied prior to issuance of a grading permit:
Revise the plan to show tree lines coordinated with proposed grading_
• Regarding the Final Site Plan:
A Certificate of Appropriateness is required prior to final site plan approval_ The applicant shall submit for ARB review a revised
plan addressing the following issues and all final site plan checklist requirements:
1_ Provide information showing that rooftop equipment will not be visible from the EC_
_ Show how the cart corral will be coordinated with the architectural design of the building_
3_ Add the standard mechanical equipment note to both the site and architectural plans_ 'Visibility of all mechanical
equipment from the Entrance Corridor shall be eliminated-'
4_ Revise the luminaire schedule to clearly identify proposed fixture and pole colors A consistent color thrOLIghOLlt the
development is recommended_ Dark brown, dark bronze, or black are appropriate colors
5_ Locate all proposed light fixtures on site_

Dear Ms. Yaniglos:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Timmons Group, dated 6
February 2017, and offers the following comments:
1. As proposed construction routes stormwater to an existing drainage system within the
Route 29 right-of-way please demonstrate that the existing system remains adequate in
the post development condition from the "EX 1" structure to the outfall. Please note that
as Route 29 is a principal arterial, the existing system must be analyzed under the 25 year
storm.
2. Please provide right -turn lane warrant analysis with trip generation estimates for each
entrance on to Premier Circle. Also provide warrant analysis confirming that the existing
left turn lane on Route 29 has adequate storage for the increase in traffic due to the
proposed redevelopment.
3. Note that the final site plan must show conformance with the VDOT Road Design
Manual Appendices B(1) and F, as well as any other applicable standards, regulations or
other requirements.
Please provide two copies of the revised plan along with a comment response letter. If further
information is desired, please contact Justin Deel at 434-422-9894.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.

I have reviewed the above referenced plan and have the following comments:
• Water Construction Plan Review will be required at the final site plan stage. Submit 3 copies of the plan along
with a water data sheet to the ACSA, Attn: Michael Vieira, PE, to begin the review.
• Provide water fixture counts so the water meter size can be verified.
• Reconfigure the proposed water meter, fire line and fire hydrant. The fire hydrant must be at least 50' from the
building. The water meter cannot be located within the thrust block of a fire hydrant.
• Provide easements on the proposed water infrastructure.
• There is an existing 3" water meter on site.
• Add a valve before the proposed reducer and add notes that it will be cut in and restrained for isolation
purposes before the new water main is installed.
• Add notes to the existing water service and lateral that a disconnect must be witnessed by the ACSA prior to
ACSA approval on a demolition permit.
• Label the sewer extension as private.
• Add notes for backflow protection on the domestic and fire services.
