County Code section 17-410 and Virginia Code § 62.1-44.15:34 requires the VSMP authority to act on any VSMP
permit by issuing a project approval or denial. This project is approved. The rationale is given in the comments
below. The VSMP application content requirements can be found in County Code section 17-401.

A. Stormwater Pollution Prevention Plan (SWPPP)
The SWPPP content requirements can be found in County Code section 17-405. A SWPPP must contain (1)
a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessar.

B. VSMP: Stormwater Management Plan
VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a
SWMP. This plan is approved, and the reasons are provided in the comments below. The
stormwater management plan content requirements can be found in County Code section 17-403.
1. Nutrient credits will need to be purchased before approval of VSMP. Please contact Ana Kilmer
for information about the purchasing of credits. (Rev. 2)
Compliance with 9VAC25-870-65.F. Water Quality (9VAC25-870-69.A.3, § 62.1-44.15:35.
Nutrient credit use and additional offsite options for construction activities) requires:

Department in a certification from the credit provider documenting the number of phosphorus nutrient credits

Department a water quality enhancement fee equal to six percent of the amount paid by the applicant for the credits_

Sidewalk (cross-section) 2.00% side slope to street discharges to 4' grass between walk and curb.
1 -May 2015 site/file review (photos available) show project section of Hydraulic Rd storm system
does not discharge to Stonefield Development/SWM detention (ref WPO2010-00023; sheet C-
12). 1 -May site visit could not determine project section of Hydraulic Rd. outfall discharge point,
but did confirm existing storm drain inlets along project route are blocked. If inlets are cleaned,
then post -developed condition improves performance. With inlets returned to serviceable
condition, compliance with 9VAC25-870-66.B. La. is assumed. Negligible velocity increase
attending 2-31 storm event runoff should not cause erosion of the existing manmade stormwater
conveyance system.
Likewise, slight calculated increase in peak QIOpost_Devio„tf.IIs 1 &2) is assumed contained within
existing storm sewer system. Cleaning obstructed storm drain inlets will restore hydraulic capacity
of the existing system. Design data suggests slight increase in flow and velocity, does not indicate
flooding or erosion as likely possibilities. Also, please note: slight runoff increase discharges to
VDOT storm sewer system. There is no compelling reason to believe that reported calculated
increases attending this project will strain or exceed existingconveyance system capacity.
Estimate of increase appears limited, reasonable, without discernable negative impact. (Rev. 1)

Virginia Code X62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESOP. This plan is disapproved,

The VSMP permit application and all plans may be resubmitted for preview (as .PDFs). When all comments have
been satisfactorily addressed, and if there are no additional comments, please provide 2 copies of the plans, 1 copy
of SWPPP. Encourage .PDF submittals that show revisions.
Engineering plan review staff is available 2-4 PM on Thursday, should you quire a meeting to discuss this review

Process:
After aDDroval. countv staff will need to enter Droiect information in a DEO database for state aDDlication
processing DEQ will review the application information based on local VSMP authority approval. At this time, the
DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done
electronically with the emails provided on the application. DEQ should notify pplicants with instructions on how to
pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the
county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants
will need to request a pre -construction conference by completing a form, and pay the remainder of the application
fee. The form identifies the contractor and responsible land disturber, and the fee remainingto o be paid. This will be
checked b,, county staff, and upon approval, a pre -construction conference will be scheduled with the County
inspector. At the Dre-construction conference. should evervthing Droceed satisfactorilv. a ioint VSMP and grading
ermit will be issued by the Countv so that work may begin.

electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to
pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the
county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants
will need to request a pre -construction conference by completing a form, and pay the remainder of the application
fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be
checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County
inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading
permit will be issued by the County so that work may begin.

does not discharge to Stonefield Development/SWM detention (ref. WPO2010-00023; sheet C-
12). 1 -May site visit could not determine project section of Hydraulic Rd. outfall discharge point,
but did confirm existing storm drain inlets along project route are blocked. If inlets are cleaned,
then post -developed condition improves performance. With inlets returned to serviceable
condition, compliance with 9VAC25-870-66.B. La. is assumed. Negligible velocity increase
attending 2 -yr storm event runoff should not cause erosion of the existing manmade stormwater
conveyance system.
Likewise, slight calculated increase in peak Q10Post-Dev/outfaus i &2) is assumed contained within
existing storm sewer system. Cleaning obstructed storm drain inlets will restore hydraulic capacity
of the existing system. Design data suggests slight increase in flow and velocity, does not indicate
flooding or erosion as likely possibilities. Also, please note: slight runoff increase discharges to
