An adjourned meeting of the Board of Supervisors of Albemarle County, Virginia,
was held on July 18, 1973, at 7:30 P.M. in the Albemarle County Courthouse, Charlottes-
ville, Virginia, said meeting being adjourned from July-li[ 1973.
Present: Messrs. Stuart F. Carwile, Gerald E. Fisher, J. T. Henley, Jr.,
William C. Thacker, Jr., Gordon L. Wheeler and Lloyd F. Wood, Jr.
Absent: None.
Officers present: County Executive and County Attorney.
Mr. Wheeler called the meeting to order and called for public hearings on zoning
matters as advertised in the Daily Progress on June 27 and July 4, 1973:
Mr. Wheeler stated that he had received requests for withdrawal of two different
items:
(1) ZMP-280. Wolverly Corporation. Motion was offered by Mr. Thacker for withdrawal
without prejudice. Motion was seconded by Mr. Fisher and carried by the following
recorded vote:
Messrs. Carwile, Fisher, Henley, Thacker and Wheeler.

SP-268. W. L. Brownlee has petitioned the Board of Supervisors to locate a permanent
mobile home on 21.15 acres of land zoned A-1 Agricultural. Property is situated
on northwest side of Route 640 about 1/8 mile north ~f Gilbert's Station. Property
is described as County Tax Map 33, Parcel 47D. Rivanna Magisterial District.
Mr. Humphrey stated that the property is situated on the west side of Route 640 about
three quarters of a mile north of Gilbert Station. The area is largely wooded with
large tracts. There are scattered dwellings including three mobile homes in the
immediate area. He stated that the Planning Commission recommended approval subject
to Health Department approval of a septic tank system and a 50-foot setback, approval
for one year with administrative approval annua]~y and that a member of the immediate
family live in the mobile home, and that the existing trees remain in front of the
mobile home. Mr. Brownlee was present in support of the petition. No one from the
public spoke for or against the petition. After a short discussion, Mr. Henley offered
motion to approve SP-268 changing condition No. 1 to a 30-foot seback and No!.~ to
"selective trees" to be left in front of the mobile home. Motion was seconded by
Mr. Carwile and carried by the following recorded vote'

SP-269. Charlottesville Oil Company has petitioned the Board of Supervisors to
locate a mobile home park, central water and central septic system on approximately
21 acres of land zoned A-1 Agricultural. Property .is situated on east side of Route
20 ~th. ' Property is described as County Tax Map 90, Parcels 19 and 20,
Scottsville Magisterial District. -~
Mr. Humphrey stated that the property is situated on the east side of Route 20 South
at the intersection of Route 742 about three miles south of the city limits. Route 20
and Route 742 in this area are developed residentially in small lots. There are
several mobile homes located to the north on Route 20. Subject property has pine
woods to the rear and service station and permanent dwelling along Route 20. Topography
of the site is such that there is a 100-foot change in elevation. It was the staff's
opinion that due to extreme topography this site is not suitable for development at
this density using central septic system of waste disposal. However, they had
recommended that if the Board and Planning Commission approved this petition, it
should be conditioned upon the following: 1) a detailed site plan be submitted for
approval by the Planning Commission; 2) evidence be submitted that the well system
is adequate to serve ~heproposed development and the waterlines and storage be approved
by the County Board of Supervisors or its agents including size and type of pipe;
3) all access roads be of a dust proof material and maintained as such; 4) the density
indicated on the general site plan be the maximum permitted; 5) health department
approval of a septic system; 6) removal of as few trees as possible in the area.
He stated that the Planning Commission had recommended approval and had added another
~onditio~' 7) to maintain a buffer between Route 20 and the mobile home area.
Mr. Max Evans was present in support of the petition along with Mr. Dulaney.
Mr. Wheeler questioned Mr. Evans as to '~h0~ the sewage disposal would be handled
and said that before he voted on this petition he would like to have a representative
from the Health Department come and speak to this Board.
Mr. Carwile said approval could be conditioned on adequate water and sewage
disposal and he would prefer to see mobile home parks rather then the numerous mobil~
home petitions that the Board now hears.
Mrs. Frances Martin directed the Board's attention To Mr. Humphrey's remark
that this may not be in the master plan. She said that citizens are feeling the
large number of exemptions during the last few months and she asked that the Board
comment when approving or disapproving petitions outside of the master plan.
Mr. Fisher said that in reference to condition no. 2 that this implied that
the water permit would be a separate permit. Mr. Humphrey said not necessarily,
but it could be. There followed a lengthy discussion of this matter. Mr. ~heeler
felt that the water supply should be approved under a separate permit. Mr. Thacker
said it was his intention to support the petition with the several conditions given,
however, if the Board would prefer to have a representative from the Health Department
speak to this matter at tomorrow's meeting, he would vote for deferral. He then
offered motion to defer this matter until July 19. Motion was seconded by Mr. Fisher,
and carried by the following recorded vote:

It was ascertained that neither of the applicants were present, therefore, motion was
offered by Mr. Carwile, seconded by Mr. Fisher to defer action and public hearing on
these petitions until August 8, 1973. Motion carried by the following recorded vote:

NAYS: None.
Upon proper motion, the meeting was adjourned.
