An adjourned meeting of the Board of County Supervisors of Albemarle
County, Virginia, was held at 4:30 P..M. on this date in the County Office
Building, said meeting being adjourned from April 20, 1972.
Present: Messrs. Stuart F~ Carwile, Gerald E. Fisher, J. T. Henley, Jr.,
William C. Thacker, Jr., Gordon L. Wheeler and Lloyd F. Wood, Jr.
Absent: None.
Officers present: County Executive, County Attorney.
The Board again discussed disposition of access project funds for
Route 660. Mr. Warner stated that the Highway Department has been unable to
obtain free right of way from the present property owners. He also stated that
industrial funds cannot be used to purchase said rights of way and that
approximately $100,000 would be needed from Secondary road funds to finance
the purchase of same. Mr. War,er stated that he does not feel that this
project should be put ahead of existing needs for other roads. Since no decision
was reached, the Clerk was asked to put this item on the agenda for May 18.
Upon motion by Mr. Thacker, seconded by Mr. Fisher, the following
were appointed as road viewers: William L. Rennolds, John O. Higginson,
Legh R. Walker, Edward Chapman.~ and FranklinW. Yancey. The motion carried by
the following recorded vote:
AYES: Messrs. Carwile, Fisher, Henley, Thacker and W~eeler.
NAYS: None.~
ABSENT: Mr. Wood.
The Board reviewed a list of questions raised by the League of Women
Voters and the answers as prepared by County staff. Upon motion by Mr. Carwile,
seconded by Mr. Thacker, a release of this information was approved by the
following recorded vote:
AYES: Messrs. Carwile, Fisher, Henley, Thacker and Wheeler.
NAYS:: None.
ABSENT: Mr. Wood.
Mr. Ray Jones and Mr. Harvey Bailey gave a report concerning costs
and work involved in installing a water line to Hollymead School. Mr. Jones
stated that the ServiceAuthority coulddo the work and hopefully keep within
the $40,000 amount allocated for this purpose by the School Board. After a
very~lengthy discussion in which Mr. Fisher and Mr. Thacker both stated that
they had very serious misgivings about this, Mr. Wood made the following motion:
BE IT RESOLVED by the Board of Supervisors of-Albemarle
County, Virginia, that the Service Authority install an .8"
water line from Route 29 to Hollymead School .and that the
School Board participate in the cost up to the agreed amount
of $40,000, and

BE IT FURTHER RESOLVED that the Service Authority provide
funds for any amount in excess of $40,000 and that the line,
after construction, be owned by the Service Authority.
The above motion having been seconded by Mr. Henley, the motion carried
by the following recorded vote:
AYES: Messrs. Fisher, Henley, Thacker, Wheeler and Wood.
NAYS: None.
ABSTAINING: Mr. Carwile.
At this time, Mr. Carwile made a motion to go into executive session to
discuss relationships between the City and the County ¢on~ceri~ingthe proprosed mergers
of water and ~ewer facilities~ Motion was seconded by Mr. Thacker and carried by thev
following recorded vote:
AYES: Messrs. Carwile, Fisher, Henley, Thacker, Wheeler and Wood.
NAYS: None.
On motion, the meeting was adjourned.
