HomeMy WebLinkAbout1972-09-05262 September 5, I972 An adjourned meeting of the Board of County Supervisors was held on this date at ~:00 P.M~ in the Board Room of the County Office Building, Charlottesville, Virginia, said meeting being adjourned from August 23, 1972. Present. Messrs. Stuart F. CarWile, Gerald E. Fisher, J. T. Henley, William ~. Thacker, Jr. and Gordon L. Wheeler. Absent; Mr.-Lloyd F. Wood, Jr. Officers present: County Executive and County Attorney. Mr. Batchelor introduced Robert P. Sampson a new employee of the Department of Finance who took the place of Robert C. Sours who retired. Mr. Sampson will also work for the County Executive. At 5:00. P.M, the Chairman called for a public hearing on amending an ordinance adopted August 19, 1971 relating to elections, said public hearing having been advertised in the Daily Progress on August 23 and ~ugust 30, 1972. Miss Ellen Nash appeared on behalf of the Electoral Board. No one from the public appeared. At this time, the County Attorney presented the following amendment for conside~ion of the Board: AMENDMENTS TO ORDINANCE ESTABLISHING MAGISTERIAL DISTRICTS, ELECTION DISTRICTS, VOTING PRECINCTS, AND POLLING PLACES IN ALBEMARLE COUNTY BE IT ORDAINED by the Board of County Supervisors, Albemarle County, Virginia, that the ordinance heretofore adopted August 19, 1971 establishing magisterial, districts, elections districts, voting -precincts, and polling places in Albemarle County be amended as follows: ~. 'That the said Rivanna Magisterial District sh~ll be divided into four voting precincts, bounded as shown on the map attached hereto and named as follows: (a) Earlysville Precinct with the polling place to be located in the community of Earlysville. -- - (b) Stony Point Precinct with the polling place to be located in the community of Stony Point. (c) Keswick Precinct with the polling place to be located in .' ~-in:the community of Keswick. (d) Free Bridge Precinct with the polling place to be located in the Free Bridge area. 5. ~That the said Samuel Miller' Magisterial District shall be divided into'~-three voting precincts, bounded as shown on the map attached .... :~hereto and named as follows: (a) Ivy Precinct with the polling place located in the community of Ivy. '(b) No~th Garden Precinct with the.polling place to be located in the Red Hill area. (c) Batesville Precinct with the polling place to be located in the community of Batesville. 7. That the said White Hall Magisterial District shall be divided into two voting ~r. ecincts bonnded as shown on the.map attached hereto and named as follows: (a)Crozet Precinct with the polling place to be located in the community of Brownsville. (b) Free Union Precinct with the polling place to be located in the Community of Free Union. In all polling or voting places designated by this ordinance, the facility fcC voting Shall be established by the Albemarle County ElectOral Board in ~ccord with the provisions of Virginia Code Section 2~.1-97. AND BE'IT FURTHER ORDAINED that. this ordinance as amended together with a map showing each of the magisteri,al districts of Albemart~ County together with their respective precincts and polling places as hereby established shall be published once a week f~two successive weeks in the Daily Progress, a newspaper having general circulation in ail of the magisterial districts of Albemarle County. Motion to enact the above amendment was offered by Mr. Fisher~ seconded by Mr. Thabker and carried by the following recorded vote: AYES: Messrs. Carwile, Fisher~ Henley~ Tha~ er and ~neeler. NAYS: None. ABSENT: Mr. Wood. CUP-I~2. Central Virginia Electric Cooperative. Action on this petition had been deferred from August 17 pending a sales contract agreement with Mrs. Woodson~ Ehe property owner. Mr. Richard Carter~ Attorney for Central Virginia stated that Central Virginia had been appointed as Mrs. Woodson's agent in this matter. Mr. Humphrey restated that the Planning Commission recommended approval subject to screening, pine or cedar trees a minimum of five (~) Feet tall, staggered in two rows with additional screening to be left to the discretion of the County Planner. Mr. Carwile offered motion to approve subject to the conditions stated. Motion was seconded by Mr. Thacker and carried by the following recorded vote: AYES: Messrs. Carwile~ Fisher~ Henley~ Thacker and Wheeler. NAYS: None. ABSENT: Mr. Woo~. 8P-189. Billy L; Clemmer. Action on this petition was deferred from August 23 after the conclusion of the public hearing on same. Since that time~ Mr. Clemmer had obtained the Signature of the property owner on the application and he also presented a contract for sale of property. Mr. ~mphrey re-stated that the Planning Commission recommended approval subject to a 1¢0 ft. set back and Health Department 9-5-72 approval of a septic tank system. Set back was arrived at after field trip with the adjoining property owner. Mr. Fisher stated that he did not feel that he could support ~ petition for a permanent mobile home in this area. Mr. Wheeler concurred. Mr. Thacker offered motion to approve as per Planning Commission recommendations. Motion was seconded by Mr. Henley. The vote was as follows: AYES: Messrs. Henley and Thacker. NAYS: Messrs. Carwile, Fisher and Wheeler. ABSENT: Mr. Wood. At this time, motion was offered by Mr. Fisher to adjourn until 7:30 p.m. at City Council'Chambers for a joint hearing on the'Bi-Centennial Commission Master Plan. Motion was seconded by Mr. Thacker and carried'by the following recorded vote: AYES: Messrs. Carwile,- Fisher, Henley, Thacker and Wheeler. NAYS: None. ABSENT: Mr. Wood. The Board reconvened at ?:30 P.M. in City Council Chambers, City Hall~ Dr. Edgar F. Shannon, President, Un~versity of Virginia and several members of his staff were present to present a report on new University parking facilities. After this report, Mayor Fife called for a public hearing on the Master Plan of the Bi-Centennial Commission as advertised in the Daily Progress on August 28, 1972. Mr. Mike Gleason~ Director of the Bi-Centennial Commission was presan~ to give a report on the goals of this Commission. His report included 28 different items to be undertaken by the Commission. At the conclusion of his report the public was invited to speak. F~owing is a brief summary of general remarks: Mr. A. E. "Dick"Howard stated that this Commission was the first in the State to have a full-time director, the first to have a youth committee and this was the first local proposal in the country to have a public Hearing. He praised the Commission for these achievements. Mr. George Maverick praised the Commis~on for their work to date. Mr. Bernard Chamberlain praised the Supervisors and Council for their harmonious work on behalf of the Commission. He felt that the work performed by the~Commission is important and not just tinsel. Mr. Barringer stated that the Historical Societ~'Lwishes to sponsor a new history of Albemarle. Mrs. E. O. McCue, Jr. asked the Supervisors and Council to consider seriously this ambitious and changelling program and commended all involved. Julia Dovell, a member of the yout~corp, stated that ~he had enjoyed with working/the Bi-Centennial Commission. for Senator Harry Michael commended the Commission/the work they have done. Delegate Tom Michie commended Mr. Gleason on his leadership of the Commission. Marian Miller asked if the Commission would consider commissioning a play of historical drama. Mr. Francis Duke asked that a scenic highway system be considered, to be tied in withhighway markav~ and that this highway not becexactly as .in the County Master Plan~ Mr. David Lowell stated ~hat a substantial sum will be invested in certain of the projects mentioned and rather than dissipate these funds on temporary facilities, they should be used for a permanent cultural source. He felt that this would attract tourists, and that funds might be used to create an Albemarle-Charlottesville B~Cen~ennial Gallery of Art and History. ''Nr. D~ den Towe, Chairman of the Independence Day Committee~ endorsed the programs. He would like to have the NCAA track meet in Charlottesville in 1976. Mr. Floyd Johnson spoke in favor. Mrs. Mary Williams, President~ Downtown Charlottesville, Inc., endorsed the program. Mrs. Hayne D'ominick endorsed the program. Mr. John Stroud~ Executive Birector of the Chamber of Commerce, endorsed the program. -' Dr. Shannon added his congratulations and stated that the University of Virginia Bi-Centennial Commission has the drawings in hand for restoration of the Rotunda. The Mayor called an end to the public hearing and thanked the public for their comments. Upon motion, the Board adjourned. Chairman
