Dear Alex:
On January 20, 2017, an evaluation of the referenced structure was performed to determine its
suitability for use as an office building. Currently the building is classified as Group R-5 (single-
family dwelling), and the proposed use is classified as Group B (business). The Construction
Type is V-B.
This evaluation was performed in accordance with Chapter 13 of the 2012 Virginia
Rehabilitation Code. A Chapter 13 evaluation scores a building's safety attributes in three
categories: Fire Safety, Means of Egress and General Safety. A score of less than zero, in any
category, indicates that the building, as is, is unacceptable for the proposed use.
The results of the evaluation are:

The building, as is, is approved for conversion to business office use.

Re: Zoning Clearance — 171 Spotnap Road
Dear Zoning Department:
The Albemarle County Service Authority (ACSA) is currently conducting
an expansion study for the administrative and maintenance headquarters at 168
Spotnap Road. The study has indicated that the rental house owned by the
ACSA at 171 Spotnap Road (adjacent parcel) should be utilized for maintenance
crew leaders (field personnel). A floor plan is attached which indicates the areas
to be utilized for office space. The attic area and basement will not be utilized for
the proposed change in use. Also attached is a change of use approval letter
from the Albemarle County Building Department.
The proposed office space will be utilized by 11 total ACSA employees
who are currently using the 168 Spotnap building. Although 11 employees will
use this space, a majority of their time will be spent in the field. The time of use
will be 7:30 AM until 4:00 PM, with 10-15% of that time spent in the proposed
office space. Currently there is parking for up to 5 vehicles on site. There will be
no increase in employees at the ACSA so existing parking on the 168 Spotnap
site will continue to be utilized by the 11 ACSA employees. A site plan for 168
and 171 Spotnap is proposed during the summer of 2017 to expand parking on
the 168 Spotnap site, construct access from 168 to 171 Spotnap through
managed slopes and provide a shared parking agreement and calculations.
Currently access to the site will be along the paved access road from the 168
Spotnap site.
An exploratory pre -application meeting has already been held with Chris
Perez (planner). The 171 Spotnap building is currently on public water and
private septic and is zoned highway commercial (HC). The proposed change in
use is in accordance with the vision of the county to provide vital water and
wastewater services to the public.
