AN ADdOURNED MEETING OF THE BOARD OF COUNTY SUPERVISORS FROM APRIL 21, 1966, WAS
HELD AT 10:00 A.M. ON MAY 5, 1966, IN THE BOARD ROOM OF THE COUNTY OFFICE BUILDING.
PRESENT: MESSRS. EDGAR N. GARNETT, GARRETT W. KIRKSEY, GEORGE Co PALMER, II,
F. E. PAULETT, ROBERT THRAVES AND R. A. YANOEY.
ABSENT: NONE.
OFFICERS PRESENT: 0OUNTY EXECUTIVE AND ADMINISTRATIVE ASSISTANT.
PURSUANT TO NOTICE PUBLISHED IN THE DAILY PROGRESS ON APRIL 26, 1966, ~N ACOOR--
DANCE WITH THE LAW, THE CHAIRMAN CALLED FOR PUBLIC HEARING ON PROPOSED 1966-67 BUDGET.
THE COUNTY EXEOUTIVE DISCUSSED HIS BUDGET MESSAGE AND GAVE A BRIEF SUMMARY OF ALL PROPOSED
REVENJES AND EXPENDITURES.
MR. PALMER STATED THAT HE FELT THIS WAS THE TIME TO ELIMINATE TAX ON LIVESTOCK
AND PROPOSED A REDUCTION IN CAPITAL EXPENDITURES TO OFFSET;THIS LOSS OF REVENUE, ESTIMATED
TO BE APPROXIMATELY ~20,000o00, AND OFFERED THIS SUGGESTION IN FORM OF A MOTION, THE SAME
BEING SECONDED BY MR. KIRKSEYo THIS MOTION CARRIED, MR. PAULETT CASTING THE ONLY DISSENTING
VOTE.
SEVERAL PERSONS MADE BRIEF COMMENTS WITH REGARD TO THE BUDGET, PARTIOULARLY WITH
REGARD TO THE PROPOSED UTILITY TAX. AMONG THOSE SPEAK~tNG WERE CHARLES STONE, REPRESENTING
U. So RUBBER COMPANY, CECIL SMITH OF VIRGINIA ELECTRIC AND POWER COMPANY, DALLAS REID OF
VIRGINIA TELEPHONE AND TELEGRAPH COMPANY, AND LLOYD SMITH OF THE APPALACHIAN POWER COMPANY.
MR. W. Ro KIDD AND MR. WALTER YOUNG EXPRESSED SOME OPPOSITION TO THE UTILITY TAX.
