OFFICERS PRESENT= COUNTY EXECUTIVE AND ADMINISTRATIVE ASSISTANT.
THE MEETING OPENED WITH THE LORDIS PRAYER LED BY MR. GARNETT.
MINUTES OF THE MEETINGS OF NOVEMBER 17 AND NOVEMBER 22, 1966, WERE APPROVED
SUBMITTED ON MOTION OF MR, PAULETT~ SECONDED BY MR. KIRKSEY.
MR. To Mo BATCHELOR~ COUNTY EXECUTIVE~ SUGGESTED THAT THE COUNTY PURCHASE EASE-
MENT FOR THE PROPOSED STOCKTON CREEK PROdECT BEFORE THE HIGHWAY DEPARTMENT CONTACTS THE
PRESENT OWNER OF SAID LAND IN CONNECTION WITH SECURING PROPERTY FOR LOCATION OF INTER-
STATE ROUTE 6~. MR. ~ACK KEGLEY, ACTING AS COMMONWEALTHIS ATTORNEY IN THE ABSENCE OF
MR. DOWNING SMITH, ADVISED THAT THE COUNTY COULD MAKE A CONTRACT WITH THE OWNER~ RECORD
AN OPTION~ OR PURCHASE THE LAND IN qUESTION. HOWEVER, HE STATED IT WOULD BE SAFER TO
PURCHASE THE PROPERTY. MR, GRAHAM MUNKITTRICK OF THE SOIL CONSERVATION SERVICE ADVISED
THAT ONLY A SMALL ACREAGE WOULD BE INVOLVED WITH THE INTERSTATE HIGHWAY. AFTER DISCUS-
SION OF THIS MATTER, THE COUNTY EXECUTIVE WAS INSTRUCTED TO PURSUE THE MATTER.
AT THE NOVEMBER MEETING THIS BOARD REQUESTED THE HIGHWAY ENGINEER TO REQUEST
THE DISTRICT ENGINEER TO ARRANGE A MEETING WITH REPRESENTATIVES FROM HIS OFFICE WITH
INTERESTED CITIZENS WITH REGARD TO COMPLAINT RECEIVED WITH REGARD TO HAZARDOUS CON-
DITIONS RESULTING FROM CONSTR~CTION OF BRIDGES AND APPROACHES ON ROUTE8 67~ AND
SINCE NO MEETING HA8 BEEN ARRANGED TO DATE, THE CLERK WAS DIRECTED TO ADDRESS LETTER

ALBEMARLE COUNTY LiNE NORTHWARD TO 1.~62 MILES SOUTH OF NORTH FORK HARDWARE RIVER.
COMMUNICATION WAS RECEIVED FROM THE DEPARTMENT OF HIGHWAYS ADVISING THAT OPTION
BEARING DATE OF NOVEMBER 9,,'196~, COVERING THE RIGHT OF WAY NEEDED IN CONNECTION WITH
CONSTRUCTION AND MAINTENANCE ON ROUTE ?~,~ HAD BEEN RECEIVED IN THAT OFFICE AND

REPORT AND IT WAS ORDERED THAT THEIR RECOMMENDATIONS BE INCORPORATED IN THE MINUTES OF THIS

'WE~ THE ALBEMARLE COUNTY STUDENT E~3ARD OF SUPERVISORS RECOMMEND AND SUGGEST THE
FOLLOWING AFTER CONSIDERABLE THOUGHT~
1) WE FEEL THERE IS A PRESSING NEED FOR A SYSTEM OF ZONING LAWS IN ALBEMARLE
COUNTY DUE TO THE LACK OF PROTECTION TO OUR RESIDENTIAL AREAS~ AND THE UNCHECKED GROWTH OF
INDUSTRY. AFTER TAKING A THOROGGH POLL OF THE STUDENT8 OF ALBEMARLE COUNTY! WHOM WE BE-
LIEVE REFLECT THE OPINIONS OF THEIR PARENTS~ WE FOUND A LACK OF EVEN AN UNDERSTANDING OF
ZONING LAWS. FOR THIS REASON WE ADVISE A SYSTEM WHEREBY THE CITIZENS OF ALBEMARLE COUNTY
ARE EDUCATED ON THE PROS AND CONS OF THIS ISSUE.
2) ANOTHER PROBLEM FACING ALBEMARLE COUNTY IS THAT OF REAPPORTIONMENT OF VOTING
PRECINCTS. OUR BELf~F IS THAT A NEW SYSTEM OF RECORDING VOTES IS NEEDED, THE PROBLEM IS
DEALING WITH THE SLOWNESS OF RETURNS, THE FOLLOWING ARE THREE POSSIBLE PROGRAMS=
A SMALL NUMBER OF LARGE PRECINCTS EACH EQUIPPED WITH A
VOTING MACHINE.
A LARGE NUMBER OF SMALL PRECINCTS WHOSE RETURNS WOULD BE
COUNTED BY HAND.
THE PRESENT PROGRAM USING MACHINES IN THE LARGER PRECINCTS
AND HAND COUNT IN THE SMALLER.
tN VIEW OF THE FACT THAT POLLUTION AT THE LIOKINGHOLE CREEK AREA HAS BEEN VERY
COS~E¥~TO ALBEMARLE COUNTY~ WE BELIEVE THERE IS A NEED FOR FURTHER POLLUTION REGULATION TO
PROTECT OUR OTHER WATER RESOURCES IN THE COUNTY.
~) ALSO TO BE CONSIDERED IS A SYSTEM OF SEPARATE FIRE PROTECTION FOR ALBEMARLE
COUNTY. WE FEEL THAT THE GROWING POPULATION OF THE COUNTY MERITS THIS ACTION AND THE
PROTECTION SHARED WITH THE CiTY IS NOT ADEQUATE TO THE OUTLYING AREAS OF ALBEMARLE COUNTY.
ANOTHER OBSERVATION MADE IS THAT OF THE NEED FOR EXPANSION OF THE SHERIFFIS
OFFICE. ALBEMARLE NEEDS STRONGER POLICE PROTECTION.
~) THE PROBLEM OF SATISFACTORY SNOW REMOVAL HAS ALSO BEEN DISCUSSED. WE RECOM-
MEND THAT BETTER AND FASTER SNOW REMOVAL BE MADE POSSIBLE ON THE SECONDARY ROADS OF
ALBEMARLE COUNTY~ AND THAT THE ROADS LEADING TO ALL COUNTY SCHOOLS BE KEPT CLEAR.
THE ABOVE RECOIdMENDATIONS AND OBSERVATIONS WERE APPROVED BY UNANIIdOUS VOTE OF
THE ALBEMARLE STUDENT BOARD OF SUPERVISORS.~

THOROUGH STUDY~ HEREBY SUGGEST:
-~THAT THE PRESENT~ SYSTEM OF PURCHASING TEXTBOOKS BY THE INDIVIDUAL SHOULD STAND.
WE FOUND THAT THE DISADVANTAGES OF A FREE OR A RENTAL TEXTBOOK SYSTEM OUTWEIGH THE AD-
VANTAGES. HOWEVER~ WE FEEL THAT OUR PRESENT SYSTEM WOULD BE blORE EFFECTIVE UNDER THE CON-
DITIONS THAT THE INDIVIDUAL SCHOOLS COMPRISING THE COUNTY SCHOOL SYSTEM BE APPROPRIATED
MONEY IN ORDER TO BUY USED TEXTBOOKS FROM THE STUDENTS OF THESE. RESPECTIVE SCHOOLS SO THAT
TEXTBOOKS CAN BE PROVIDED FOR INDIGENTS~ OUT-OF-STATE TRANSFER~ AND RETURNING STUDENTS.
FEEL THIS IS NECESSARY~ FOR THE COST OF TEXTBOOKS PUTS AN ADDED BURDEN UPON THE PARENTS OF
SAID STUDENTS.
---THAT THE PRESENT GUIDANCE SYSTEM OF COUNTY SCHOOLS BE STUDIED~ IN ORDER THAT AN
INCREASED NUMBER OF DIRECTORS (WHO ARE FULLY qUALIFIED~ ACCREDITED DIRECTORS) BE EMPLOYED
SO THAT EACH STUDENT WILL RECEIVE THE MAXIMUM AMOUNT OF'ATTENTION FROM HIS RESPECTIVE
COUNSELOR BECAUSE OF THE IMPORTANCE THE ,SAID COUNSELOR PLAYS IN THE STUDENTS~ ACADEMIC AND
EMOTIONAL ADJUSTMENT.

QUALIFICATIONS SEEM TO POINT IN THE DIRECTIONS OF SPORTS AND NOT GUIDANOE'* ANOTHER COUNSE-
LOR IS PRESENT IN THE GUIDANCE OFFICEr YET HE HAS ONE-HALF A DAY OF CLASSES, AND IT DOES
NOT SEEM FAIR TO HIM OR STUDENTS UNDER HIM TO HAVE TO HAVE HIS TIME SPLIT INTO TWO SUCH
DISTINCT SECTIONS OF THE SCHOOL SYSTEM.

WE~ THE STUDENT SCHOOL BOARD OF ALBEMARLE COUNTY~ FEEL THAT THE FOLLOWING SUGGESTIONS
SHOULD BE STUDIED CAREFULLY~ THOROUGHLY, AND DELIBERATELY BY THE BOARD OF SUPERVISOR8 OF
ALBEMARLE 00UNTYo
A. THAT THE STUDY BE MADE OF OFFERING SEX EDUCATION BE PROVIDED FOR ALL STUDENTS
IN OR BEFORE THE JUNIOR YEAR OF A SENIOR HIGH SCHOOL SYSTEM; AND THAT THIS COURSE BE OF-
FERED IN CONJUNCTION WITH PHYSICAL EDUCATION AND BE PRESENTED BY FULLY QUALIFIED AND AC-
CREDITE~ TEACHERS IN SAID SUBJECT.
THAT A STUDY BE MADE OF THE TRANSPORTATION SYSTEM. IT HAS COME TO THIS BOARDtS
ATTENTION THAT MANY OF THE SCHOOL BUSES COMING INTO ALBEMARLE COUNTY SCHOOLS ARE FACED WITH
GROSSLY OVERCROWDED SITUATION.
C. THAT TEACHERS FOR ALBEMARLE COUNTY SCHOOLS BE FULLY QUALIFIED AND ACCREDITED
FOR THE SUBJECT THEY ARE TO TEACH. WE FEEL THAT THE STUDENTS OF ALBEMARLE COUNTY DESERVE
TEACHERS OF THE HIGHEST CALIBER AND WHO ARE ABLE AND CAPABLE TO DEVOTE ALL OF THEIR TIME
TO THE ONE SUBJECT INVOLVED. WE DO NOT FEEL THAT THE TEACHER CAN TEACH HIS STUDENTS TO
THE BEST OF HIS ABILITY WHEN HIS TIME MUST BE DIVIDED BETWEEN TWO OR MORE SUBJECTS AND/OR
FACETS OF SCHOOL EDUCATION OR ADMINISTRATION. ALSO BECAUSE BURLEY HIGH SCHOOL IS A dOINT
CITY-COuNTY SCHOOL.

DISCUSSION. THE COUNTY EXECUTIVE ADVISED THAT BOTH HE AND THE ENGINEERS RECOMMENDED SITE
NO. 1. HE FURTHER STATED THAT SITE NO, I WOULD BE LESS EXPENSIVE IF THE STATE HIGHWAY
DEPARTMENT RELOCATES THE HIGHWAY. SEVERAL PERSONS FROM SCOTTSVILLE~ INCLUDING MAYOR
THACKER~ MR. BRILL~ MR o WHITESlDE~ AND MR. SPANGEER~ ALL OF WHOM APPEARED TO FAVOR SITE Nco

WOULD MAKE RECOMMENDATIONS TO THE BOARD AT ITS JANUARY MEETING.
