~o ~HILE A GREAT DEAL OF MONEY HAS BEEN SPENT ON THE INTERSECTION AND THE INTERSECTION
IS FAR FROM OOMPLETE~ IT SEEMS THAT THE PRESENT TIME IS THE IDEAL TIME TO MAKE THE
NECESSARY CHANGES FOR THE SAFETY OF THE PEOPLE AND THE POSSIBLE SAVING OF A LIFE OR
LIVES.
THERE ARE NO SIGNS TO TELL PEOPLE THAT THEY ARE COMING TO THE INTERSECTION NOR ARE
THERE ANY SIGNS DESIGNATING WHAT ROAD OR INTERSECTION TO TAKE AT THIS POINT°
MR, PALMER FURTHER ADVISED THAT MR. KESTNER HAD AGREED TO RESURVEY THIS PROJECT AND WOULD
REPORT TO THIS BOARD. THE CLERK WAS DIRECTED TO FORWARD COPY OF THE ABOVE NOTES TO
KESTNER.
THE FOLLOWING COMMUNICATION~ SIGNED BY WALTER Bo SALLEY~ CHAIRMAN OF THE ALBEMARLE
COUNTY SCHOOL ~OARD, WAS READ=
"THE ALBEMARLE COUNTY SCHOOL BOARD HAS BEEN PETITIONED BY THE M~INTIRE
ELEMENTARY SCHOOL P.ToA. TO ALLEVIATE THE SERIOUS TRAFFIC HAZARD AT THE
SCHOOL ENTRANCE AT THE iNTERSECTION OF BIRDWOOD ROAD AND THE U. S. 250
BY-PAss. THE SHERIFFtS OFFICE HAS=TRIED TO COOPERATE IN THIS MATTER
BUT THERE SEEMS TO BE A PROBLEM OF SUFFICIENT PERSONNEL. ~T HAS BEEN
SUGGESTED THAT A TRAFFIC LIGHT AT THIS POINT BE OPERATED ONLY AT THE
BEGINNING OF THE SCHOOL DAY AND AT THE CLOSE OF THE SCHOOL DAY AS A
POSSIBLE SOLUTION. YOUR CONSIDERATION OF THIS PROBLEM WILL BE GREATLY
APPREC t ATEDo~
ON MOTION OF ~Ro KIRKSEY~ SECONDED BY MR. PALMER~ AND UNANIMOUSLY CARRIED~ IT WAS ORDERED
THAT THIS COMMUNICATION BE FORWARDED TO CITY COUNCIL WITH REQUEST THAT THIS MATTER BE
GIVEN CONSIDERATION BY THAT BODY.
COMMUNICATION WAS RECEIVED FROM MR. W, S. BUTLER~ SUPERINTENDENT OF THE CHESAPEAKE
AND 0HIS RAILWAY COMPANY WiTH REGARD TO REQUEST OF THIS BOARD FOR THE INSTALLATION OF STOP
AND GO SIGNALS ON THE RAILROAD CROSSING AT WEST LEIGH, MR, BUTLER ADVISED THAT SINCE THIS
CROSSING IS NOT A PART OF THE STATE SYSTEM, NO PUBLIC FUNDS ARE AVAILABLE TO PAY FOR SUCH
AN INSTALLATION. IT WAS ORDERED THAT COPY OF THIS LETTER BE FORWARDED TO THE LANDOWNERS
ASSOCIATION OF WEST LEIGH.
MR, REUEL WlEBELL APPEARED AND PRESENTED AUDIT REPORT FOR THE FISCAL YEAR ENDED
dUNE 30~ lC)~ AND ALSO REPORT ON TURNOVER AUDIT FOR FOUR MONTHS ENDED 0CTOBER 31,
WlEBEL ALSO SUBMITTED THE FOLLOWING RECOMMENDATIONS AND COMMENTS FOR CONSIDERATION:
(1) STORES INVENTORY:
IN OUR PREVIOUS AUDIT REPORTS WE RECOI~JENDED PROCEDURES FOR OBTAINING ADEQUATE
ACCOUNTING CONTROLS I. CONNECTION WITH STORES INVENTORY. OUR RECENT EXAMINATION
DISCLOSED THAT THESE PROCEDURES HAVE NOT BEEN EFFEC~E'D.
(2) TEXTBOOK FUND:
YELLOWING OUR AUDIT 'FOR THE YEAR ENDED dUNE 30, 1C~5 WE RECOMMENDED CERTAIN
CHANGES REGARDING THE TEXTBOOK FUND, THESE CHANGES HAVE RECENTLY BEEN IMPEE-
MENTED AND WILL PROVIDE FOR BETTER CONTROLS IN ACCOUNTING FOR SALES OF TEXTBOOK8
AND FOR INVENTORIES OF UNSOLD TEXTBOOKS HELD ON CONSIGNMENT FROM THE PUBLISHERS
BY THE TEXTBOOK AGENT.
(3)' A0COUNTING FOR MATERIALS:
~N OUR PREVIOUS AUDITS WE HAVE MADE RECOMMENDATIONS CONCERNING CONTROLS OVER THE
PURCHASE AND RECEIPT OF MATERIALS. IN THE PAST TWO YEARS WE HAVE NOTED CON-
SIDERABLE IMPROVEMENT IN THIS REGARD; HOWEVER, WE FEEL THAT ADDITIONAL CONTROLS
ARE DESIRABLE. WE HAVE DISCUSSED THE DETAILS OF THE COUNTYtS P~RCHASlNG PRO-
CEDURES WITH MR. ~ATCHELOR AND IT IS OUR UNDERSTANDING THAT HE INTENDS TO SUBMIT
PROPOSALS IN THIS REGARD.
MR.
VEHICLE LICENSES=
OUR EXAMINATION DISCLOSED THAT NO ACTION HAS BEEN TAKEN CONCERNING OUR RECOMMEN-
DATION THAT SPECIAL STICKERS BE DESIGNATED FOR USE AS TRANSFERS AND DUPLICATE
ISSUES OF VEHICLE LIOENSESo UNDER THE PRESENT SYSTEM NO DISTINCTION IS MADE
BETWEEN ORIGINAL ISSUES AND THOSE ISSUED AS DUPLICATES AND TRANSFERS EVEN THOUGH
A MUCH LOWER FEE IS CHARGED FOR THE DUPLICATES AND TRANSFERS. IN ORDER TO EFFECT
BETTER CONTROL IN THIS AREA~ WE RECOMMEND THAT A SPECIAL NUMERICAL SERIES OF
STICKERS BE DESIGNATED FOR USE AS TRANSFERS AND DUPLICATE ISSUES AND THAT THE
FACE OF THESE STICKERS BE PRE--STAMPED WITH THE WORD n~UPLICATE~.
i02
(5) ALBEMARLE 00UNTY SERVICE AUTHORITY~
~$ S~A~ED IN OUR AUDIT REPORT, ALL FINANCIAL RECORDS, CASH AND PHYSICAL ASSETS OF
THE ALBEMARLE COUNTY SERVICE AUTHORITY WERE COMPLETELY SEPARATED FROM THE
COUNTYtS RECORDS EFFECTIVE OCTOBER 1, 10~5. OUR EXAMINATION REVEALED, HOWEVER,
THAT THERE WAS STILL A RECEIVABLE FROM THE SERVICE AUTHORITY AS OF dUNE ~0~ 1~6
IN THE AMOUNT OF $1,221.53o' ~E RECOMMEND THAT THIS AMOUNT BE COLLECTED AND
CLEARED FROM THE COUNTYI8 RECORDS.
(6) CEDAR RUST ERADICATION WARRANTs:
THE COUNTYtS RECORDS CONTAIN ACCOUNTS FOR UNCOLLECTED 0EDAR RUST ERADICATION
WARRANTS AMOUNTING TO ~0.31. THIS AMOUNT HAS REMAINED UNCHANGED SINCE dUNE
~0, 1~8 AND WE RECOMMEND THAT THE BOARD AUTHORIZE THE W~ITE-OFF OF THESE
ACCOUNT8 AGAINST THE GENERAL REVENUE FUND SURPLUS.
(?) D£rERRED ACCOUNT - DIRECTOR OF FINANCE:
As SHOWN ON EXHIBIT A IN OUR REPORT ON TURNOVER AUDIT AT OCTOBER 31, t9~6~ THE
ACCOUNTS INDICATED A CASH SHORTAGE OF $111.~ CHARGED AGAINST OTIS L. BROWN,
OUTGOING ~IRECTOR OF FINANCE. THIS AMOUNT SHOULD BE COLLECTED OR OTHERWISE
SETTLED AND "E RECOMMEND THAT PROMPT ACTION BE TAKEN I, THIS REGARD.
(S) CONCLUSlO.:
WE BELIEVE THAT THE CHANGES A~OPTED ~URING THE PERIOD UNDER .EVlEW HAVE CON-
TRIBUTED TO I~PROVEMENT A.D MORE EFFECTIVE CONTROL I. THE ACCOU.TING SYSTEM.
T.E ~OREGOING R£COMMENDATIO.$ WERE DISCUSSE. LATER I. THE MEETING. T.E COU.T~
EXECUTIVE ADVISED THAT T.E RECOMME.DATION WIT. REGARD TO AUTOMOBILE LICENSES COULD BE
HANDLED BY SETTING A SERIES OF NUMBER8 ASIDE TO SE DESIGNATED FOR TRANSFERS AND ~JPLICATES
ONLY. HE ALSO ADVISED THAT THE AMOUNT OWES THE 0OUNTY BY THE SERVICE AUTHORITY WOULD BE
COLLECTED. IT WAS ALSO DECIDED THAT CEDAR RUST WARRANTS WOULD SE WRITTEN OFF AS SOON A8
THE AUDITORS RECEIVE AUTHORIZATION FROM THE AUDITOR OF PUBLIC ACCOUNTS IN WRITING. THE
FOLLOWING MOTIONS WERE ADOPTED IN CONNECTION WITH THE FOREGOING MATTER:
(1) ON MOTION OF MR. PALMER, SECONDED BY MR. PAULETT, IT WAS ORDERED THAT THE
CASH SHORTAGE OF $111,99 CHARGED AGAINST 0TIS L. BROWN~ OUTGOING DIRECTOR OF FINANCE~ BE
WRITTEN OFF.
(2) ON MOTION OF MR. PALMER, SECONDED aY MR. YANCEY, THE COUNTY EXECUTIVE WAS RE-
qUESTED TO SURVEY ITEMS ~1 AND ~ ABOVE AND MAKE REPORT TO THIS BOARD.
MRg LEGH ~ALKER APPEARED WITH REGARD TO THE REASSESSMENTo HE STATE9 THAT SENATOR
E. 0. McCuE, dR. WAS TO SPEAK FOR THE DELEGATION PRESENT TODAY. HOWEVER, BECAUSE OF THE
SNOW, HE WAS UNABLE TO BE PRESENT. MR. WALKER REQUESTED THE BOARD TO HEAB MR. M~CuE AND
THOSE FROM THE DELEGATION WHO WISHED TO SPEAK ON ANOTHER DATE. SEVERAL PERSONS SPOKE
BRIEFLY IN REGARD TO THE REASSESSMENT BUT IT WAS DECIDED THAT A DATE WOULD BE SET FOR A
HEARING AS REQUESTED AND THOSE PRESENT WERE ADVISED THAT PUBLIC NOTICE WOULD BE GIVEN OF THE
DATE SELECTED.
MR. PAULETT SUBMITTED A REQUEST FROM THE ALBEMARLE SOUTHS-IDE ASSOCIATION FOR THE
PUBLICATION IN THE DAILY PROGRESS OF THE OLD AND NEW AgeRAISALS OF ALL PARCELS OF LAND IN
THE COUNTY. HE ADVISED THAT THE PROGRESS HAD GIVEN AN ESTIMATE 0F-$~,750,00 TO PUBLISH
SUCH LIST. AFTER DISCUSSION OF THIS REQUEST, MOTION WAS OFFERED BY ~R. PALMER~ SECONDED BY
MR. YANCEY, AND UNANIMOU8LY CARRtED~ THAT THE SAME BE DENIED DUE TO THE PROHIBITIVE COST
INVOLVED AND THE CLERK WAS DIRECTED TO ADVISE THE ASSOCIATION OF THIS ACTION.
THIS~MATTER WAS GIVEN FURTHER DISCUSSION LATER IN THE MEETING AND ON MOTION OF MR.
KIRKSEY~ SECONDED BY ~R, PALMER~ AND UNANIMOUSLY CARRIED~ IT WAS ORDERED THAT DR. R, CLAUDE
GRAHAM~ CHAIRMAN OF THE BOARD OF ASSESSORS~ BE REQUESTED TO SUBMIT TO THIS BOARD TOTAL

SAME. ON MOTION OF UR. PALMER, SECONDED BY MR. KIRKSEY, THE FOLLOWING RESOLUTION WAS
UNANIMOUSLY ADOPTEDt

'WHEREAS; THERE ARE THREE WELL TRAVELED HIGHWAYS GOING THROUGH ALBEMARLE COUNTY~ 29 NORTH
AND SOU;Hy 250 EAST AND WEST AND ROUTE 20.
WHEREAS, SHENNANDOAH NATIONAL PARK SUFFICIENTLY FILLS THE NEED FOR SUCH WAYSIDE FACILITIES
ON ROUTE 2.~;0 WEST.
WHEREAS~ THE OTHER HIGHWAYS ARE IN GREAT NEED OF WAYSIDE FACILITIES.
THE STUDENT PLANNING COMMISSION RESOLVE THAT FOUR ~AYSlDE AREAS BE ESTABLISHED,
SPECIFIC AREAS AND THE ACTION TO BE TAKEN WITH THE AREAS IS AS FOLLOWS=
PROJECT I
A PLOT OF LEVEL LAND ON RT. 29NORTH OFF THE NORTH BOUND LANE. tT IS IN THE VICINITY NORTH
OF SECTION 32~ OF ALBEMARLE COUNTY. THERE ARE NO OBSTRUCTIONS TO THE SIGHT OF A VEHICLE
PULLING INTO OR OUT OF THIS WAYSIDE AREA, THIS IS A PARTICULARLY ACCESSIBLE PLOT FOR BOTH
LANES OF TRAFFIC; AND THERE IS A CROOK IN THE REAR OF THE LOT. SUGGESTIONS FOR THE USAGE
OF THIS PLOT~
ONE SHELTER TO BE BUILT WITH FIRE PLACE.
TWO PICNIC TABLE8 INSIDE THIS SMELTER AND TWO OUTSIDE.
A NUMBER OF CANS TO LATER BE DETERMINED~ SUFFICIENT ENOUGH TO PREVENT LITTERING,
THIS PLOT COULD SERVE A8 A STOP-OVER FOR A MAXIMUM OF TWO TRAILERS,
WATER FOUNDATIONS SHOULD BE CONSTRUCTED.
PRGJECT II
,A PLOT OF LEVEL LAND IS ON 29 SOUTH~ OFF THE NORTH BOUND LANE APPROXIMATELY TWO MILES BEFORE
THE TURNOFF TO RED HILL IF YOU ARE TRAVELING SOUTH, IT tS LOCATED IN THE VICINITY OF SECTION
~. THERE ARE NO OBSTRUCTIONS TO THE SIGHT OF A VEHICLE PULLING INTO OR GOING OUT OF THIS
WAYSIDE AREA. THE ACCESSIBILITY IS GOOD AND THERE IS NO NATURAL WATER SUPPLY ON THIS PLOT.
SUGGESTIONS FOR THE USAGE OF THIS PLOT=
1. Two SHELTERS BUILT WITH A FIRE PLACE IN EACH.
2, Two PICNIC TABLES INSIDE THE SHELTER AND TWO OUTSIDE,
3. A NUMBER OF CANS TO LATER BE DETERMINED~ SUFFICIENT ENOUGH TO PREVENT LITTERING.
~. THIS PLOT COULD BE SERVED AS A STOP--OVER FOR A MAXIMUM OF FOUR TRAILERS,
PROJECT !1.1
A PLOT OF LEVEL LAND JUST BELOW THE INTERSECTION OF RT, ?05 AND RT, 20. THERE ARE NO OB-
STRUCTIONS TO THE SIGHT OF A VEHICLE PULLING OUT OF OR INTO THIS AREA. THE ACCESSIBILITY IS
GOOD AND THERE IS A GOOD NATURAL WATER SUPPLY. SUGGESTIONS FOR THE USAGE OF THIS AREA'=
1. Two OR THREE PICNIC TABLES,
2. TRASH CANS TO BE DETERMINED LATER,
~. COULD ACCOMODATE TWO OR THREE TENTS FOR CAMPING.
~, WATER FOUNDATIONS TO BE CONSTRUCTED (NATURAL WATER;~SU~PLY),
PROJECT IV
A PLOT ON 2~C) EAST APPROXIMATELY ~ OF A MILE 'BEFORE THE BOYD TAVERN SIGN ACROSS FROM SMALL
GAS S[ATION IF YOU ARE TRAVELING EAST. IT IS LOCATED IN THE VICINITY OF SECTION ?9, THERE
ARE NO OBSTRUCTIONS TO THE SIGHT OF A VEHICLE PULLING INTO OR GOING OUT OF THIS WAYSIDE
AREA. THE ACCESSIBILITY IS GOOD. THERE IS NO NATURAL SUPPLY. SUGGESTIONS FOR THE USAGE
OF THIS PLOT:
1. ONE SHELTER TO BE BUILT,
2. Two PICNIC TABLES ON THE INSIDE AND TWO ON THE OUTSIDE,
A NUMBER OF TRASH CANS TO LATER BE DETERMINED) SUFFICIENT ENOUGH TO PREVENT
LITTERING,
~. THIS PLOT OF LAND WOULD MAKE AN EXCELLENT PICNIC AREA,
105
THIS COMMISSION SUGGESTS THAT THE PICNIC AREA ON 29 SOUTH APPROXIMATELY ~ MILE BEYOND
THE CROSSROAD (TURNOFF TO KEEN) GOING SOUTH~ BE ELIMINATED, IT IS HIGHLY UNSAFE AND
INACCESSIBLE DUE TO TWO HIGH MOUNDS OF GROUND THAT BLOCK THE VIEW OF VEHICLES PULLING
OUT OF THE AREA. THIS PICNIC AREA I$ ON SECTION 87.
WE, THE S;UDENT PLANNING COblMISSION~ FEEL ;HE PRESENT PLANNING COMMISSION SHOULD BRING
tt BEFORE THE HIGHWAY DEPARTMENTt THAT IN THE PLANS FOR INTER-STATE 64 PLANS SHOULD BE
MADE FOR PICNIC AREAS AND CAMPING AREAS. THIS WOULD PREVENT LATER PROJECTS SUCH AS THE
PRESENT ONE.
