A SPECIAL MEETING OF THE BOARD OF COUNTY SUPERVISORS OF ALBEMARLE OOUNTY WAS HELD ON
THIS DATE IN ACCORDANCE WITH THE FOLLOWING WAIVER;
WE~ THE UNDERSIGNED~ MEMBERS OF THE BOARD OF COUNTY SUPERVISORS OF ALBEMARLE
COUNTYt ¥1RGINIA~ DO HEREBY WAIVE NOTICE AND SPEOIAL BERVICE THEREOF~ OF A
MEETING TO BE HELD ON APRIL 1~ 1967~ FOR THE PURPOSE OF CONSIDERING MATTERS
PERTAINING TO THE ~AMEB RIVER BASIN~ AND WE DO HEREBY CONSENT TO ANY AND ALL
BUSINESS AND THE TAKING OF SUCH ACTION AT SAID MEETING UPON THE MATTER HERE-

· ATER qUALITY STANDARSS FOR THE STREAMS OF VIRGINIA IN CARRYING OUT THE
TENT OF THE ~ATERQUALITY AOT OF 1965;
~EREAS, THE STATE ~ATER ~NTROL BOARD HAS CONDUCTED PUBLIC HEARINGS
THROUGHOUT THE STATE IN ORDER TO ASCERTAIN THE FEELING OF THE PUBLIC AND OF
THE GOVERNING BODIES AND OTHER RESPONSIBLE AGENCIES IN THE POLITICAL SUB--

OF ALBEMARLE ~ES ADDRESS THE FOLLOWING STATEMENT TO THE STATE ~ATER ~NTROL
~ARD AND CAUSE THE SAME TO BE PRESENTED AT THE PUBLIC HEARING AFORESAIg:
TO ~IT:
APPROXIMATELY ~00 PERCENT OF ALBEMARLE ~OUNTY LIES IN THE ~AMES RIVER
WATERSHED. ~T IS DRAINED PRIMARILY BY SEVERAL MAJOR RIVERS WHICH ARE TRIBUTARIES TO
THE ~AMES RIVER AND CONSIST OF HARDWARE RIVER; RiVANNA RIVER~ MECHUM RIVER~ II~JORMONS
RIVER~ DOYLE RIVER~ ANY THE LYNCH RIVER. ALONG THE REACHES OF SEVERAL OF THESE
STREAMS ARE TO BE FOUND A NUMBER OF MAJOR INDUSTRIAL ESTABLISHMENTS. THESE INCLUDE
MORTON FROZEN FOODS~ INC.~ ACME VISIBLE RECORDS~ INC.~ U, S, RUBBER COMPANY~ STROM-
BERG-CARLSON CORPORATION~ THE SPERRY PIEDMONT COMPANY~ INC,~ AND OTHERS.
IN THE AG~REGATE~ THESE INDUSTRIES AND OTHER ALLIED BUSINESSES AFFORD EMPLOY-
MENT TO APPROXIMATELY 5~OOO PERSONS9 AND COIdPRISE THE LARGEST ELEMENT IN THE ECONOMY
OF ALBEMARLE COUNTY~ REPRESENTING ?8 PERCENT OF THE COVERED EIdPLOYMENTo
IN APRILj 1C~ THE ~)ARD OF SUPERVISoRs CREATED THE ALBEMARLE ~A:)UNTY SERVICE
AUTHORITY UNDER THE VIRGINIA ~ATER AND SEWER AUTHORITIES ACT OF 1990, AND EMPOWERED
IT TO TAKE SUCH STEPS AS WERE NECESSARY AND COULD BE TAKEN TO PROVIDE PUBLIC FACILITIES
FOR THE COLLECTION AND TREATMENT OF DOMESTIC AND INDUSTRIAL WATER-BORNE WASTES GENERATED
IN ALBEMARLE ~K)UNTY~ AND TO UNDERTAKE THE PROVISION OF PUBLIC WATER SUPPLY IN ALBEIdARLE
COUNTY,
B/CAUSE THE PREPONDERANCE OF THE INDUSTRIAL DEVELOPMENT REFERRED TO IS IN THE
RIVANNA RIVER VALLEY AND BECAUSE AN ACCOMPANYING INTENSIFICATION OF RESIDENTIAL AND
COMMERCIAL DEVELOPMENT HAVE'OCCURRED THERE~ THE AUTHORITY TURNED ITS ATTENTION TO THAT
AREA WHICH INCLUDES CROZET AND THE NORTH CHARLOTTESVILLE AREA.
THE AUTHORITYIS FIRST PROJECT WAS TO PROVIDE IMPROVED WATER TREATMENT AND DIS-
TRIBUTION FACILITIES FOR THE UNINCORPORATED COMMUNITY OF CROZET~ AND THAT AREA NORTH
OF AND DIRECTLY ADJACENT TO THE CITY OF CHARLOTTESVILLE~ VIRGINIA. THE AUTHORITY IS
CURRENTLY PROCEEDING WITH THE DEVELOPMENT OF WATER FACILITIES FOR THE TOWN OF ~COTTS-
VILLE AND ITS ENVIRONS. ~?,ONSTRUCTION OF SEWERAGE FACILITIES IN THIS SAME AREA HAS
SUBSTANTIALLY BEEN COMPLETED°
~N ADDITION~ THE AUTHORITY IS CURRENTLY PROCEEDING WITH FINAL ENGINEERING
STUDIES OFr SEWERAGE AND SEWAGE TREATMENT IN THE CROZET AREA. ~T IS CONTEMPLATED THAT
FACILITI, ES FOR THESE SERVICES WiLL BE FINANCED BY THE PROCEEDS OF A REVENUE ~OND SALE
OF THE AUTHORITY,
THE ACCOMPLISHMENTS OF THESE UNDERTAKINGB AS THEY PERTAIN TO THE SEWERAGE IM-
PROVEMENTS WILL RESULT IN A SIZEABLE REDUCTION OF UNTREATED WATER-BORNE WASTES
ENTERING THE VARIOUS TRIBUTARIES OF THE dAMES RIVER FROM WITHIN ALBEMARLE COUNTY.
THE DEGREE OF TREATMENT CONTEMPLATED IN THE~DESIGN OF THE NECESSARY PLANTS WILL PROVIDE
AN ~ PERCENT B.0oDo REDUCTION. THE TREATED EFFLUENTS WILL BE DISCHARGED INTO THESE
TRIBUTARIES OF THE ~AMES RIVER.
THE BOARD OF SUPERVISORS ARE FULLY COMMITTED TO THE PROVISION OF PUBLIC SEWERAGE
AND SEWAGE TREATMENT AND~TO THE MITIGATION OF POLLUTION OF THE WATERS OF THE dAMES
RIVER AND ITS TRIBUTARIES WHICH DRAIN ALBEMARLE COUNTY. THEY DESIREr IN THE INTEREST
OF THE PEOPLE OF ALBEMARLE COUNTY AND OF VIRGINIA! TO SEE THAT THE ~UALITY OF THE RIVER
WATERS IS MAINTAINED TO THE HIGHEST POSSIBLE STANDARD. THEY ARE CONTENT TO LEAVE THE

ESTABLISHMENT OF THIS STANDARD TO THE JUDGEMENT OF THE STATE WATER CONTROL BOARD.
THEY KNOW THAT THiS JUDGEMENT WILL TAKE ACCOUNT OF THE FOLLOWING ClRCUMSTANCESt
A. THE INDUSTRIAL~ COMMERCIAL AND RESIDENTIAL DEVELOPMENT AS THEY EXIST
ALONG THE JAMES RIVER TRIBUTARIES IN ALBEMARLE COUNTY HAVE BEEN OF GREAT SIGNIFI-
CANCE IN TNE ECONOMY OF THE COUNTY~ AND THEIR CONTINUED DEVELOPMENT IS ESSENTIAL
TO THE PUBLIC INTEREST,
B. UNDER THE POLlCY~ WHICH THE COUNTY IS FIRMLY COMMITTED TOj OF PROVIDING
WATER AND SEWER SERVICES AS CONTEMPLATED IN THE VIRGINIA WATER AND SEWER AUTHORITIES
ACT OF 1950, SUCH SERVICES CAN BE PROVIDED ONLY ON A SELF-LIqUIDATING BASIS WITH THE
CONNECTED USERS PAYING THE ENTI~E COST THROUGH SERVICE CHARGES,
C. THIS BEING THE CASE~ THE OVER-ALL PUBLIC INTEREST IN STREAM PURIFICATION
WILL BE GREATLY BENEFITED AT THE EXPENSE OF A LIMITED SEGMENT OF THE POPULATION.
NO CAUSE IS SEEN TO ANTICIPATE ANY UNWILLINGNESS ON THE PART OF THIS--SEGMENT TO PAY
FOR PUBLIC SEWERAGE WITHIN REASONABLE AND TOLERABLE LIMITATIONS. BUT IN ORDER TO
PRESERVE SUCH LIMITATtONj IT WILL BE NECESSARY THAT THE JAMES RIVER qUALITY STANDARD
BE NO HIGHER THAN THAT WHICH CAN BE MAINTAINED WHILE USING IT AS A RECEIVING STREAM
FOR SEWAGE TREATMENT PLANT EFFLUENTS WHICH HAS BEEN TREATED BY CONVENTIONAL PRIMARY
AND SECONDARY TREATMENT TO APPROXIMATELY ~ PERCENT ~,0.D. REDUOTION AND HAVE~ IN
ADDITIONj BEEN GIVEN APPROPRIATE CHEMICAL TREATMENT.
ON MOTIONj THE MEETING WAS ADJOURNED.
