Pursuant to the following waiver, the Board of County Supervisors of
Albemarle County, Virginia, met in special session at 1:00 P.M. on this
date, in the County Office Building, Charlottesville, Virginia, with the
following members present: Messrs. E. N. Garnett, Joseph E. Gibson, Peter
T. Way, Gordon L. Wheeler, Lloyd F. Wood,~J~., and R. A. Yancey.
We, the U~dersigned, members of the Board of County Super-
visors of Albemarle County, Virginia, do hereby waive
notice and special service thereof, of a meeting to be
held at !:00 P.M. on the 2nd day of January, 1968, for the
purpose of organization and discussion of legislative
programs, and we do hereby consent to any and all business
and the taking of such action at said meeting upon the
matters hereinabove mentioned as may be lawful, incident,
and necessary thereto.

EDGAR N. GARNETT, JOSEPH E. GIBSON, PETER T. WAY, GORDON L. WHEELER,
LLOYD F. WOOD, JR. AND R. A. YANCEY, who were on the 7th day of November,
1967, duly elected members of the BOARD OF COUNTY SUPERVISORS of the County
of Albemarle, Virginia, from the White Hall, I~.~y, Sc0ttsville, Rivanna,
Charlottesville and Samuel~iller Nagisteri~l Districts, respectively, for
the term of office of four years commencing the first day of January, 1968,
on this the 26th day of December, 1967, appeared in the Clerk's Office of
the Circuit Court of the County of Albemarle, and with the American

Motorists Insurance Company of Illinois, a corporation chartered under the laws
of the State of Illinois, their surety, entered into and acknowledged bonds
in the penalty of One Thousand ($1,000.00) Dollars each, conditioned and
payable according to law, the said surety acting by Addie Alexander, its
thereunto duly authorized agent and attorney in fact, who executed said bond
on behalf of said corporation by signing thereto its corporate name and affixing
thereto, its corporate seal. and who duly acknowledged the same.
And thereupon the said Edgar N. Garnett, Joseph 5. Gibson, ?eter T. Way,
Gordon L. Wheeler, Lloyd F. Wood, Jr. and R. A. Yancey took and subscribed
the oath of office prescribed by law as members of the BOARD OF COUNTY SUPER-
VISORS of Albemarle County.

Mr. T. M. Batchelor received nominations for Chairman of the Board. Mr.
Gibson nominated Mr. Garnett for a term of four years, which nomination was
seconded by Mr. Way. Mr. Wood offered amendment to the motion to limit the
term of Chairman to one year. The amended motion failed to carry. Mr. Edgar
N. Garnett was unanimously elected Chairman for a term of four years.
Mr. Yancey nominated Mr. Gibson as Vice-Chairman for a term of four
years, which nomination was seconded by Mr. Way. On motion of Mr. Wood,
seconded by Mr. Yancey, nominations were closed. Mr. Joseph ~. Gibson was
unanimously elected Vice-Chairm~an for a term of four years.

Mr. Wheeler nominated Mrs. June T. Moon as Olerk~ On motion of Mr.
Yancey, seconded by Mr. Wood, noF~nation~ were closed. Mrs. Moon was uns~ni-
mously appointed Clerk of the ~oard. ~
Mr. Yancey nominated Mr. T. M. Batchelor, Jr. as2Oounty Executive and
Director of Finance, which nomination was' seconded by Mr. ~ood. On motion of
Mr. Gibson, seconded by Mr. Wheeler, nominations were closed. Mr. Batchelor
was unanimously appointed County Executive and Director of Finance.
On recommendation of the County Executive, and on motion of Mr. Way,
seconded by Mr. Yancey, unanimously carried~ the following were named as
~epartment Heads with authority to appoint subordinates as provided by Section
~ ~.1-~98 of the Code of Virginia:
Mrs. Virginia S. Marks - Supt. of Public Welfare.
Mr. Lewis S~th - County Agent.
Mr. John L. Humphrey - County Planner.
Mr. W. A. Townes- Engineer and Surveyor.
Mr. Hugh F. Simms - Director, Dept. of Assessments.
The following persons were nominat'ed for appointment to the Albemarle
County School Board:
Mr. William Do~gias White by Mr. Way, Scottsvitle District.
Mr. Allan B. Kind~ick by Mr. Wheeler, Rivanna District.

On motion of ~r. Gibson, seconded by ~r. Yancey, the foregoing
persons were appointed to the School Board from the Districts indicated.
On motion of ~r. Wood, seconded by Mr. Yancey, and unanimously
carried, it was ordered that She time and place of regular meetings of
this Board be continued on the third Thursday at 9:00 A.~. in the County
Office Building.
Discussion was given to Planning CommissiOn membership and on
motion of Mr. Wood, seconded by ~r. Way, unanimously carried, it was
ordered that the membership of such Com~ssion be increased by two in
order that the Rivanna and Samual ~iller Districts might have represen-
tation on same, and the Clerk was asked to put this matter on the docket
for the regular January meeting.
At 2:00 P.~(. Senator J. Harry Michael met with the Board to discuss
legislative matters. After full discussion of each item presented for
consideration, motion was offered by Mr. Gibson, seconded by Mr. Wheeler,
and unanimously adopted, that the list of recommendations be presented
to Senator ~ichael for action he considers proper..
On motion, the meeting was adjourned.
