Subject: SUB-2017-57 Wade . Crawford- Boundary Line Adjustment
The County of Albemarle Planning Division will grant or recommend approval of the
Final Plat referenced above once the following comments have been addressed: [Each
comment is preceded by the applicable reference, which is to the Subdivision/Zoning
Ordinances unless otherwise specified.]
1. [14-302(A)(10)] Right of further division of proposed lots. Revise note "D" on the
coversheet to include the 31-Acre Rule wording. The new wording of the note
might be "The residue of T.M 32-24 retains four development rights and when
further divided it shall not consist of more than 27.41 acres."
2. [14-303(C)(D) & (E)] Boundary Lines;Acreage of lots; Dimension standards and
information on all lots, streets, alleys, easements, and shared driveways. The
western boundary line of T.M. 32-24W does not appear to match the boundary
shown in deed book 1582 page 350, deed book 867 page 212 or the online GIS.
Although the difference to each of the plats is within 20' the difference with online
GIS is over 200'. Please provide documentation for the property line length
shown in the proposed plat and/or clarify why the property line shown on the
other sources are incorrect.
3. [14-303(C)(D) & (E)] Boundary Lines;Acreage of lots; Dimension standards and
information on all lots, streets, alleys, easements, and shared driveways. The
plat attached to deed book 867 page 212, in note 10, states "Lot 1 is to be joined
to the David W. Hines property, parcel 24W and is not a separate building lot."
The proposed plat shows the 12' wide section, connecting to Pritchett Lane,
being part of T.M. 32-24 and not T.M 32-24W. If the plat attached to deed book
867 page 212 was correct provide documentation for when the 12' wide area was
transferred from T.M. 32-24W to T.M. 32-24. If the plat attached to deed book
867 page 212 was not correct please provided information and/or documentation
explaining as w t at recorded plat is incorrect.

Subject: SUB -2016-141 Kuttner - Boundary Line Adjustment
The County of Albemarle Planning Division will grant or recommend approval of
the Final Plat referenced above once the following comments have been
addressed: [Each comment is preceded by the applicable reference, which is to
the Subdivision/Zoning Ordinances unless otherwise specified.]
[14-302 (A)(5), (15), 14-303 (E) & (L)] Public easements, Identification of all
owners and certain interest holders; Dimension standards and information on all
lots, streets, alleys, easements and shared driveways; Public utility, drainage and
sight distance easements. For the "Approximate location of perm. construction &
drainage easement" provide the easement deed book and page number and
identify its owner(s). If it is not owned by a public entity, such as VDOT, then
provide the owner's address.
Rev. 1: Comment not addressed. If you have access to the deed book and
page number for the "Approximate location of perm. construction &
drainage easement" that is shown on the plat include them, along with the
identify its owner(s), as a note on the plat or as part of the label on the
easement.
2. [14-302 (A)(9)] Building sites on proposed lots. Update the provided building site
note to specify "Residue Parcel A -1-A" instead of "Lot 1" and "section 4.2.1"
instead of "section 4.2".
Rev. 1: Comment Addressed.
3. [14-302 (A)(16)] Dam Break inundation zones. Provide on the plat the limits of
both the state and federal dam break inundation zones.
Rev. 1: Comment Addressed.
4. [14-302 (13)(5)] Zoning classification. Add the Steep Slopes Overlay District to the
Zoning list in the notes section.
Rev. 1: Comment Addressed.
5. [14-302 (13)(7)] Reservoir watershed; agricultural -forestal district. Add notes that
specify whether the land is within an Albemarle County and/or City of
Charlottesville water supply watershed and/or an agricultural -forestal district.
Rev. 1: Comment not addressed. Add a note that specifies that "Residue
Parcel A -1-A is not within an Albemarle Countv or Citv of Charlottesville
water supply watershed."
6. [14-303 (A)] Statement of consent of division. Update your two consent to
division notes to fix a typographical errors and to precisely follow the wording
specified in the checklist. The word "consent" is misspelled. The wording for the
majority of the note should be "... is with the free consent and in accordance with
the desire of the undersigned owners, proprietors and trustees, if any."
Rev. 1: Comment; Addressed.
7. [14-303 (0)] Signature panels. Add the signature area for the County's agent.
Rev. 1: Comment Addressed.
8. [Comment] The setbacks provided on the plat are no longer correct. Update the
setbacks to be those currently specified in the zoning ordinance. R-4 setbacks
are found in Chapter 18, Section 4.19 (Setbacks and Stepbacks for Residential
Districts). This is not considered an "Infill" site and therefore specify the "Non -
Infill: Setbacks" found on page 18-4-63 of the zoning ordinance.
Rev. 1: Comment not fully addressed. Setbacks are not required to be
included in a Boundary Line Adjustment (BLA) plat. However, if they are
shown then they must be shown accurately. Although some information
has been updated for the setback it is not complete and is therefore not
accurate. So either removed the setbacks note from the BLA plat or revise
what is shown to state the following (as stated in in Chapter 18, Section
4.19 on page 18-4-63 for Non -Infill Setbacks)
Front Minimum — 5 feet
Front Maximum — 25 feet
Garage Minimum:
If front loaded - 18 feet
If side loaded - 5 feet
Garage Maximum — None
Side Minimum & Maximum — none -
Rear Minimum - 20 foot

9. [Comment] Update the owner information for T. M. 47A-150 to specify the current
owners. The Charlottesville GIS specifies "Lochlyn Properties IX, LLC".
Rev. 1: Comment Addressed.
10. [Comment] Because of the proposed P.U.E. dedication a copy of the plat has
been sent to ACSA for their review. This boundary line adjustment cannot be
approved until ACSA completes their review and grant their approval.
Rev. 1: Comment Addressed.
11. [NEW COMMENT] The label for "New Property Line" was removed from the
plat. Revise the plat to show this label again.
12. FNEW COMMENTI Remove the line and label for the "50' Septic Setback"
from the plat. If it is felt that this information is correct and necessary call
the plan reviewer to discuss. Septic is not allowed within the 100' Stream
Buffer.
