A meeting of the Board of County Supervisors of Albemarle County,
Virginia, adjourned from April 17, 1969, was held at 7:00 P.E. on Nay 8,
1969, in the County Court House.
Present: ~essrs. E. N. Garnett, Joseph E. Gibson, Peter T. Way,
Gordon L. Wheeler, Lloyd F. Wood, Jr., and R. A. Yancey.
Absent: None.
Officers present: County Executive a~d Asst. Director of Finance.
Pursuant to notice published in the Daily Progress on ~ay i, 1969, in
accordance with law, the Chairman called for public hearing on the proposed
1969-70 Budget. Mr. Garnett annmunced that the public would be heard at
this meeting and final action would be taken at the regular Lay meeting.
The County Executive presented the Budget message and gave a brief
su~naz.~y of proposed revenues and expenditures.
Communication was read from Mr. Homer G. Kennamer, President of Citi-
zens for 'Superior Albemarle Schools, advising that Mr. Jo~nz Smith would
appear on behalf of said organization and al~ congratulating those who
prepared the budget report so that it is more easily understood by laymen.
Mr. ~Tillie French, Executive Director of Community Action Organization,
appeared with a number of his staff and requested an appropriation in the
proposed budget of $~,000~00 to help support three child development centers.
Mr. ~¥ench explained that the need resulted from cut-back in Federal funds.
He also gave a summary of the program aud its merits.
Mr. John Smith of the Citizens for Superior Albemarle Schools asked
several questions with regard to the school budget which were clarified by
Mr. Bay Jones. He also stated that his group is particularly interested in
the kindergarten program.
A resident of the l~ivanna District questioned the Community Action 0r-
ganization and aLmked why the County was in the water business. The County
Executive respo~d to these questions.
Dr. Alfred DeNAlia of ~ee Union commented on' his concern regarding high
land taxes on persons of retirement age. He stated that he felt these people
faced a real hardship in meeting this obligation.
A Mr. Cunningham of Esmont stated that he thinks the Board is throwing
money away.
Mr. F. E. Paulett inquired regarding the status of the Totier Creek Pro-
ject. The County Executive advised that final plans have just been received
from the Engineers and plans are being made for work to start this summer.
Er. Walter Young of Greenwood stated that he objected, to the Community
College appropriation and also the purchase of Burley School and feels the
budget should be cut. ~r. Young endorsed the request of Community Action
Organization.
Er. F. E. Paulett question*%he status of appropriation for the Com-
munity College site. The County Executive explained that payment will be
made from the current budget but appropriation is in the proposed budget to
repay the amount expended.
~r. l~aymon Thacker, -Eayor of the Town of Scottsville, stated that he
did not feel the County should have gone into the purchase of the Shoffner
site so quickly. He advised that a consulting engineer had advised him that
water and sewer facilities at this location would be less expensive but con-
struction costs would be more more expensive.
Nfs. ~argaret Jones, who stated she was a new comer, stated that the
County .is lucky to have as good teachers as we do at salaries being paid and
she does not think taxes here are high compared to other places.
Er. Roy Patterson of Crozet endorsed kindergartens and stated that the
County is not going fast enough on education and watersheds.
Nr. l~ay Kidd of Scottsville stated that salaries need to be kept up to
keep capable personnel. He also stated that he could not understand the
Board .going ahead with purchase of the Community College site when so many
citizans are opposed to the site chosen.
Er. Pierson Scott of Scottsville District stated he felt a referendum
should be held on the Community College site. He stated that he felt the
Federal gover~nnent would certainly give consideration to the site selection
in approving funds for the college.
Er. Allen Jackson of Charlottesville District commended both Boards on
headway in education but stated that much more needs to be done, particularly
in the fields of music and physical education.
Nr. Henry Page and Nr. Sam Page of North Garden appeared in opposition
to the proposed rate of levy on real estate. Er. Sam Page stated that it
was a severe burden on the farmer with limited income to support the pro-
posed budget. He urged the Board to consider a local income tax whereunder
services could be paid for by those persons financially able to bear the
burden.
Er. N. Y Sutherland of North Garden supported Nr. Page's comments and
asked the Board to give deep study to the tax structure.
Claims against the County ~nb. unting to $874,801.29 were presented,
examined, and allowed, and certified to the Director of Finance for payment
and charged against the following funds:
