PRIORITY NO. 5. THIS REQUEST FOR AN ADDITION INTO THE STATE SECONDARY SYSTEM OF
COMMERCIAL PROPERTY IN CROZET IS ACTUALLY A REQUEST FOR IMPROVEMENT TO HIGHiSTREET.
THERE IS MUCH TRAFFIC ON THIS ROAD~ SERVING THE M~NICIPAL PARK AND SWIMMING POOL,
WITH A NEED FOR THIS PROBLEM TO BE RECTIFIED. HOWEVER, CERTAIN RIGHTS-OF-WAY
STILL HAVE TO BE STRAIGHTENED OUT BEFORE THE BOARD OF VIEWERS FEELS THAT IT CAN BE
RECOMMENDED FOR INOLUSION OF ANY OF THESE ROADS IN THE NEAR FUTURE. THEREFORE,

SOME USERS OF THE HIGHWAYS AND CITIZENS ALIKE DISREGAR~ THE PLEA FOR CLEANLINESS
AND UNMARRED ROADSIDES BY CONTINUING TO DUMP TRASH AND GARBAGE ON THE ROADWAYS~ BY
THROWING CONTAINERS AND PAPER FROM MOVING AUTOMOBILES~ AND BY ABUSING THE USE OF
TRASH CONTAINERS AVAILABLE IN PICNIC AREAS,
THE HIGHWAY ~EPARTMENT EXPENDS OVER ~00 ANNUALLY IN COLLECTING L~TTER AND'WASTE
IN ALBEMARLE COUNTY, ~T SHOUL~ BE NOTED THAT THIS AMOUNT IS GREATER THAN THE FUNDS
' AVAILABLE FOR THE INCLUSION OF NEW'RoADS INTO THE SECONDARY SYSTEM~ ~'T HAS BEEN
ESTIMATED THAT AN AMOUNT FIVE TIMES AS GREAT AS NOW PROVIDED IS NEEDED TO KEEP THE
ROADS AND HIGHWAYS CLE~N,
VIRGINIA LA~ PROHiBITS'PLACING TRASH ON THE ~TATE HIGHWAY RIGHT--OF-WAY, HOWEVER~
IT IS DIFFICULT TO APPREHEND AND TO CONVICT OFFENDERS, VIRGINIA LAW ALSO ALLO~S
COUNTIES TO FURTHER REGULATE HOW TRASH~ GARBAGE~ AND OTHER WASTE MATERIALS ARE
DISPOSED. IT IS RECOMMENDED THAT THE COUNTY OF ALBEMARLE TAKE STEPS TO RIGIDLY
REGULATE THE DUMPING OF RUBBISH AND TRASH~ AND~ AT THE SAM£ TIME~ TO LAUNCH AN IN-
TENSIVE DRIVE TO APPREHEND VIOLATORS,
THE COUNTY OF ~LBEMARLE SPENDS ANNUALLY OVER ~0~000 TO PROVIDE SANITARY FACILITIES
FOR THE DISPOSAL OF W~STE AND GARBAGE MATERIAL, THBBE FACILITIES ARE AVAILABLE
THROUGHOUT THE COUNTY FOR USE BY RESIDENTS~ AND A FOURTH LOCATION HAS BEEN PLANNED.
IN ADDITION~ THE COUNTY ALLOWS CITIZENS TO DUMP IN THESE SPECtPIED AREAS AT ~NY TiME
DURING THE WEEK AND ON ~EEKEN~S. ~T HAS BECOME APPARENT THAT CERTAIN CITIZENS FROM

DIFFICULT. IN THE PAST EVERY EFFORT HAS BEEN MADE TO PROVIDE SERVICE TO THE CITIZENS
OF THE COUNTY. SINCE A SMALL NUMBER REFUSE TO ABIDE BY THE REGULATIONS IT APPEARS
TO BE NECESSARY THAT THE HOURS OF OPERATIO~ BE RESTRICTED.

THAT AN INTENSIVE DRIVE BE MADE BY THE POLICING AUTHORITIES IN THE COUNTY TO
APPREHEND'VIOLATORS OF BOTH THE STATE LAW AND COUNTY ORDINANCES.
THAT AN EDUCATIONAL PROGRAM BE INITIATED IN THE COUNTY~ ESPECIALLY IN THE COUNTY
~CHOOL SYSTEM~ IN AN EFFORT TO BRING THE PRESENT SITUATION TO THE ATTENTION OF THE

On motion of Mr. Palmer, seconded by Mr. Garnett, th~ following resolution was unanimously
adopted:
WHEREAS, the following sections of road in Sherwood Farms Subdivision,
Albemarle County, have been completed in accordance with standards and specifica-
tions of the Virginia Department of Highways,
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Albemarle County, Virginia, that the Virginia Department of Highways be and is
hereby requested to accept into the Secondary System of-Highways road beginning
at_Route 29, South, .7 mile south of ROute 702, continuing east for 187 feet to
western boundary of the Southern Railroad property line, and a continuation of
the same road beginning at the eastern property line of Southern Railroad and
contin~ing 1.10 miles into Sherwood Farms Subdivision. It should be noted that
this recommendation does not include the 105 feet of the Southern Railroad
BE IT FURTHER RESOLVED that the Virginia Department of Highways be and
is hereby guaranteed a fifty foot unobstructed right-of-way along this requested
additioni~ the same having been dedicated along withjdrainage easements and re-
corded in Deed Book 377, page 335, in the Office of the Clerk of the Circuit
Cottrt.
Mr. William H. Brown, Attorney, appeared with regard to request received from the Council of
the Town of Scottsville for a $40,000.00 loan fromtthe County for the construction of a sewer lagoon
and intercepta lines, said loan proposed to be repaid over a twenty-year period, $2,000.00 per year with
out interest. Mr. Brown was advised that advice from the Commonwealth's Attorney indicated that the
County was not legally authorized to make such a loan to the Town. After some discussion, the Chairman
requested the Utilities committee, consisting of Messrs. Sutherland, Harris and Pence, along with the
Commonwealth's Attorney, to meet with the Scottsville Town Council in an effort to work out a solution
to the problem.
