SOP for Review of Proposed Development in a Dam Break Inundation Zone (DBIZ)
The County's DBIZ regulations define development as any lot or lots developed or to be developed under single
ownership or unified control which is to be used for a business or industrial purpose or that is to contain 3 or
more dwelling units.
1. DBIZ regulations only apply to parcels that fall within a state regulated DBIZ that has been mapped by
the County. These maps are accessible in GIS-Web and are linked to parcel information in CountyView
(see instructions for accessing this information below). South Fork Dam is the only federally regulated
dam in the County and is not subject to the state DBIZ regulations.The application submittal form will
indicate whether or not the parcel lies within a state regulated DBIZ. If it does, proceed to step 2.
2. If any portion of the proposed development falls in a DBIZ, the applicant must show the DBIZ on the
preliminary and final plat or plan. Once the application is received, staff has 10 days to forward it on to
DCR. Our DCR Region 5 contact is Rob VanLier(robert.vanlier@dcr.va.gov, (434) 244-0653). Staff is also
required to notify the dam owner of the application. Contact information for dam owners can be found
in Sharepoint or by contacting DCR.
3. Once the application is received, DCR has 45 days to review and provide comments on whether or not
the proposed development will affect the dam's spillway design flood standards. If DCR does not
provide comments within 45 days, the application may be processed normally. If DCR makes a
determination that the spillway standards will be affected, the County may not approve the application
unless the applicant redesigns the development outside of the DBIZ or proceeds with steps 4& 5.
4. If the applicant opts to proceed with the proposed development, an engineering study must be
submitted prior to site plan or plat approval providing contract-ready cost estimates for dam upgrades
that are necessary because of the development. DCR must verify that the engineering study conforms to
state standards.
5. Prior to development, the developer will be required to contribute 50%of the cost of the required dam
upgrades plus an administrative fee to the Dam Safety, Flood Prevention & Protection Assistance Fund.
These funds will be submitted to the County but made out to the Virginia Resources Authority.
6. Once development is complete,the developer is required to provide the County with information
necessary to update the DBIZ map it has on file.
Finding out if a property lies in a DBIZ using GIS-Web
1. In the Legend, click on the Overlays layer to expand the menu options.
2. Check the Dam Inundation Zones layer& click refresh.The DBIZ layer will appear as a yellow hatched
area as pictured below.

Finding out if a property lies in a DBIZ using CountyView
1. In CountyView, open the Parcel Property Maintenance tab.
2. Scroll down to Additional Property Information. If the Dam Inundation Zone field is checked, some
portion of the parcel falls within a DBIZ.
