Engineering has reviewed your plans and has the following comments:
1. (Rev.1) The professional seals need to be signed and dated (Ref. 18-32.6.1).
(Rev.2) Not addressed. Sign & date seal.
2. (Rev.1) Existing easements (access, drainage, sight, sanitary, etc.) with deed book, locations and
dimensions to be shown.

3. (Rev.1) Show all steep slopes (some are not shown), and the correct type (hatching).

4. (Rev.1) There are steep slopes in the disturbed area (lots 239 & 240) that are to be preserved
(Ref. 18-30.7.4).
Response: Note added to Sheet 3: "Limits of existing Albemarle County preserved steep slopes
have been determined to be less than 25% based on new topographic information to the
satisfaction of the county engineer, as permitted under Section 30.7(b)h.
(Rev.2) Provide signed/sealed field survey that shows the slopes are not 25% or greater.
S. (Rev.1) Plans indicate "...steep slopes shall be field verified." Verification must be provided prior
to road plan approval and shall be field verified and certified by a licensed land surveyor. Aerial
survey as a measure of improved topographic accuracy is not deemed acceptable.
Response: See comment response #4.
(Rev.2) Provide signed/sealed field survey that shows the slopes are not 25% or greater.
6. (Rev.1) The side notes state that there is no retaining wall, but a proposed wall (along back lots)
is shown in the plans.
(Rev.2) Addressed.
7. (Rev.1) The height of the retaining wall exceeds 6' in the steep slope area, and must be
staggered (Ref. 18-30.7.5).

11. (Rev.1) Refer to the following design detail/calc to make sure the required widths are met
(Design Manual, section 6) for storm line STR 6 to STR 1 (end wall):

12. (Rev.1) Streets signs needed for traffic control (shown and labeled): speed limit on all streets,
stop signs at all intersections. Street sign needed, typ. placed opposite stop sign.
(Rev.2) Confirm with VDOT that a stop sign is not needed at intersection with Fowler St.
13. (Rev.1) Street sign needed indicating "no parking" along turnaround, and sign indicating street is
not a though street (Sect. 18-32.7.2).

14. (Rev.2) Width dimensions do not match for the road R/W. 71' shown in the plans vs. 73' shown
in typ. section.
Comments are pending from the Planning division of the County, the Albemarle County Service Authority,
and VDOT, and will be forwarded along as they are received.
Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to
discuss this review.
Process;
After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate
request form and fee to the Department of Community Development. One of the plan reviewers will
prepare estimates and check parcel and easement information based on the approved plans. The County's
Management Analyst will prepare bond agreement forms, which will need to be completed by the owner
and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need
to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to
obtain all the correct signatures and forms.
Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded.
The County's Management Analyst or other staff will prepare the forms and check for ownership and
signature information. The completed forms will need to be submitted along with court recording fees.
After bonding and agreements are complete, county staff will need to enter project information in a DEQ
database for state application processing. DEQ will review the application information based on local
VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid
directly to the state. For fastest processing, this is done electronically with the emails provided on the
application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the
application, they will issue a permit coverage letter. This should be copied to the county.
After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference.
Applicants will need to complete the request for a pre -construction conference form, and pay the remainder
of the application fee. The form identifies the contractor and responsible land disturber, and the fee

remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction
conference will be scheduled with the County inspector. At the pre -construction conference, should
everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that
work may begin.
