Please note that a determination has been made that a separate Road Plan is not required for this project. Please incorporate these comments into the Final Site Plan for future review. The fee for the Road Plan application will be refunded to the applicant. 2. Provide copies of USACOE permits for stream disturbances. 3. VDoT approval of Broadway Street connection required prior to County approval. 4. Guardrails are required for all walls adjacent vehicular areas, loading areas, or hammerhead turnarounds. Include guardrails details with wall designs. Guardrail to be located at top of slope embankment where shown currently at wall #7 & #8. Add guardrail on downhill side of Ford Road from entrance to STA 12+50 approx. 5. Provide retaining wall designs (not generic manufacturer's details) and computations where walls support critical infrastructure (travelways, hammerhead turnarounds, emergency access ways, etc.). Contact Robbie Gilmer for emergency vehicle load information [Design Manual, Section 8]. 6. Provide AutoTurn (or equal) turning movements at the Moores Creek Lane entrance to confirm vehicles can enter/exit site within paved areas. Also, provide a breakdown of the anticipated truck traffic trips and the types of trucks expected. 7. Provide CG-6 at the end of Stockyard Lane instead of roll-top curb. 8. Streets signs needed for traffic control (shown and labeled): stop signs at all intersections with stop bars and crosswalks (add stop sign at first parking lot off of Belle Monte Ave). Street name signs are also needed, typ. placed opposite of stop sign. Provide "No Parking" signs at all hammerhead turnarounds and at the end of Stockyard Lane (across from the perpendicular parking area). Provide a sign at each entrance indicating street is not a though street (Sect. 18-32.7.2). 9. Provide dimension between Moores Creek Lane entrance and Franklin Street. 10. Show sidewalks and crosswalks (CG-12). Adjust sign locations outside limits of sidewalks where needed. 11. Show limits of sawcut and pavement restoration within Broadway Street and Moores Creek Lane. Tie-in shall extend to CL of each street. 12. Provide minimum 20-ft radius on inside curve of Moores Creek Lane entrance. 13. Add stationing of intersecting streets on profiles. 14. Provide pavement crown at both entrances. 15. Drainage along Franklin Street continues in a ditch around the Moores Creek Lane intersection and must be maintained across the Moores Creek Lane entrance. Provide culvert under the Engineering Review Comments Page 2 of 2 intersection of Moores Creek Lane and provide drainage on each side of entrance to allow drainage to exit travelway. 16. Provide gutter pan at inlet #12. 17. Intersections (VDoT, Append B (1), Sect. E): a. Angle of intersection — Streets should intersect at right angles; however, intersecting angles between 60 and 90 degrees are allowed. b. Spacing — Intersections or intersecting streets on the same or opposite side shall be spaced 200' (Min). Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process; After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin.
