PURSUANT TO THE FOLLOWING NOTICE WHICH WAS FORWARDED BY CERTIFIED MAIL ON DECEMBER i2, 1963,
THE BOARD OF COUNTY SUPERVISORS OF ALBEMARLE COUNTY, VIRGINIA, MET IN SPECIAL SESSION AT 3:00 P.M. ON
THIS DATE, IN THE COUNTY OFFICE BUILDING, CHARLOTTESVILLE, VIRGINIA, WITH THE FOLLOWING MEMBERS PRESENT:
MESSRS. JOHN Wo WILLIAMS, EDGAR N. GARNETT, H. ASHBY HARRIS, AND GEORGE C. PALMER, II. ~BSENT: MESSRS
M. Y. SU~HERLAND, JRo AND ROBERT THRAVES.
"THERE WILL BE A SPECIAL MEETING OF THE BOARD OF SUPERVISORS OF ALBEMARLE COUNTY ON
MONDAY, DECEMBER 16, 1963~ AT 3:O0 P.M., IN THE COUNTY OFFICE BUILDING, TO CONSIDER
MATTERS RELATING TO INTERSTATE RT. 64.~

THE CHAIRMAN EXPLAINED THE PURPOSE OF THE MEETING~ STATING THAT THE HIGHWAY DEPARTMENT HAD
PRESENTED THE REPORT OF HAYES~ SEAY, MATTERN AND MATTERN, CONSULTANTS, ROANOKE, VIRGINIA, WITH RESPECT
TO INTERSTATE ROUTE 6~. DISCUSSION WAS GIVEN TO THE SUBdEOT BY ALL MEMBERS PRESENT.
MR. GARNETT STATED THAT HE HAD CONTACTED THE INDUSTRIES AT CROZET, VIRGI'N[A~ AND NEITHER OF
THE TWO LARGE INDUSTRIES LOCATED IN THAT AREA INDICATED ANY PREFERENCE AS TO THE LOCATION OF THIS HIGH-
WAY. HE FURTHER STATED THAT CERTAIN RESIDENTS OF THE WHITE HALL MAGISTERIAL DISTRICT GAVE PREFERENCE
AS TO THE ~NORTHERN ROUTE~ THROUGH ALBEMARLE COUNTY. HOWEVER, IT APPEARED TO BE THE SENSE OF THE
MAdORITY THAT THE "SOUTHERN ROUTEr CARRY THE RECOMMENDATIONS OF THE BOARD OF SUPERVISORS.
UPON MOTION BY MR. PALMER~ SECONDED BY MR. HARRIS, THE FOLLOWING RESOLUTION WAS ADOPTED BY
THE FOLLOWING RECORDED VOTE: AYES - MESSRS. WILLIAMS, GARNETT, HARRIS AND PALMER. HAYES - NONE.
WHEREAS, THE VIRGINIA DEPARTMENT OF HIGHWAYS HAS EMPLOYED THE CONSULTING
FIRM OF HAYES~ SEAY, MATTERN AND MATTERN TO S~UDY AND MAKE RECOMMENDATIONS ON A
CORRIDOR FOR INTERSTATE ROUTE 6~ THROUGH ALBEMARLE AND AUGUSTA COUNTIES, THIS RE-
PORT HAVING BEEN RECEIVED, AND SAID FIRM HAS RECOMMENDED LINE C, SOUTH OF CHARLOTTES-
VILLE, INSTEAD OF LINES A,' B, OR D AS SET FORTH IN THE REPORT, AND FURTHER, THE
CONSULTANTS PROdECT THAT LINE C, SOUTH OF CHARLOTTESVILLE WILL SERVE AN ESTIMATED
TRAFFIC IN t975 OF 13,/-~+0~ WHEREAS, LINE B, NORTH OF CHARLOTTESVILLE IS PROSECTE~ TO
SERVE APPROXIMATELY 12,800 VEHICLES PER DAY, THE ALBEMARLE COUNTY BOARD OF SUPERVISORS
IS AWARE OF THE PUBLIC INTEREST IN THIS MATTER AND FURTHER RECOGNIZES THAT CERTAINt
ADVANTAGES PREVAIL FOR BOTH LINES B AND C. IT IS FURTHER RECOGNIZED THAT LINE B IS
LESS EXPENSIVE TO CONSTRUCT BUT THAT LINE C HAS BEEN DESIGNATED IN THE REPORT AS MORE
ADVANTAGEOUS FROM THE TRAFFIC SERVICE, ROAD USER SAVINGS, AND DESIRABLE ECONOMIC
EFFECT. NOTE 18 MADE OF THE FACT THAT LINE B WOULD CARRY THE MAOOR HIGHWAY THROUGH
AN AREA OF ALBEMARLE COUNTY WHICH IS RAPIDLY DEVELOPING AND WOULD AFFECT EITHER
DIRECTLY OR INDIRECTLY SEVERAL LARGE RESIDENTIAL DEVELOPMENTS. IT IS FURTHER NOTED
THAT LINE C WOULD TEND TO SPUR DEVELOPMENT IN AN AREA OF THE COUNTY WHICH HERETOFORE
HAS NOT DEvELOpED WITH THE INTENSITY OF THE AREAS NORTH AND WEST OF CHARLOTTESVILLE~
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY SUPERVISORS OF
ALBEMARLECOUNTY, VIRGtNIA~ THAT THE VIRGINIA DEPARTMENT OF HIGHWAYS ARE HEREBY
REQUESTEDTO APRROVE LINE C AS THE GENERAL LOCATION OF INTERSTATE ROUTE 6~ FOR THE
REASONS FOLLOWING:
1~THE BENEFITS THAT WILL ACCRUE IN TRAFFIC SERVICE, ROAD USER SAVINGS~ AND
DESIRABLE ECONOMIC EFFECT UPON THE AREAS IN WH$CH THE HIGHWAY PASSES, AND
~oTHE ADDITIONAL TRAFFIC ESTIMATED TO BE CARRIED BY LINE C BY 1975 AS COM-
. /~ PARED TO LINES ~ OR.OTHER COMBINATIONS, AND
3o LINE C WOULD NOT HAVE THE DETRIMENTAL ECONOMIC EFFECT ON THE RAPIDLY
DEVELO01NG AREAS OF ALBEMARLE TO THE NORTH OF U. S. ROUTE 250 AND WEST OF
ROUTE 29 THAT PROPOSE~ LINES TO.THE NORTH AND NORTHWEST WOULD IMPosE,
AND
THE PRESENT ROADS LEADING TO THE PROPOSED INTERCHANGES ON LINES A AND B WOULD
NOT BE SUFFICIENT IN THEIR PRESENT CONDITION TO SERVE THE INGRESS AND EGRESS
TRAFFIC AND WOULD HAVE TO BE IMPROVED WITH STATE SECONDARY ROAD FUNDS. THE
AMOUNT OF STATE SECONDARY ROAD FUNDS WOULD BE CONSIDERABLY LESS ON LiNE C
LEADING TO THE PROPOSED INTERCHANGES THAN ON LINES A OR B~ AND
[OURISTS COMING TO ALBEMARLE COUNTYIS MOST HISTORIC HOME~ MONTICELLO~ WOULD
HAVE EASE ACCESS TO AND FROM THE AREA WITHOUT HAVING TO TRAVEL THROUGH THE
CITY OF CHARLOTTESVILLE~ AND
THE BOARD OF, SUPERVISORS REALIZES THAT CERTAIN PROPERTIES WILL BE DAMAGED AND
CERTAIN PROPERTIES WILL BE ENHANCES IN VALUE BY THE LOCATION OF THE HIGHWAY~
BUT IT IS THE GENERAL REACTION OF THE BOARD THAT LESS DAMAGE WILL BE REALIZED
BY LiNE C THAN ANY OTHER ROUTES AND THE COUNTY IN GENERAL WILL BE BETTER
SERVED BY LINE C, AND
THE VIRGINIA DEPARTMENT OF HIGHWAYS IS URGED TO PROCEED AS SOON AS POSSIBLE
WITH THE CONSTRUCTION OF THIS HIGHWAY.
