OFFICE BUILDING, ON THIS DATE WITH THE FOLLOWING MEMBERS PRESENT= MESSRS. F. E. PAULETT, EDGAR N.
GARNETT, GARRETT W. KIRKSEY~ GEORGE C. PALMER, II, ROBERT THRAVES AND R. A. YANOEY. ABSENT: NONE.
THE CHAIRMAN EXPLAINED THAT THIS WAS THE TIME AND THE DATE FOR CONSIDERATION OF PASSAGE OF
AN ORDINANCE ENTITLED "AN ORDINANCE TO PROVIDE FOR THE LICENSING OF CONTRACTORS, ELECTRICAL CON-
TRACTORS, PLUMBERS~ STEAMFITTERS~ AND SPECULATIVE BUILDERS, AND PUNISHMENT FOR FAILURE TO OOMPEY
WITH SAME". AFTER READING OF THE ORDINANCE, THE CHAIRMAN ASKED FOR PUBLIC DISCUSSION OF THE
SAME. A NUMBER OF PEOPLE SPOKE FOR AND AGAINST SUCH ORDINANCE. AMONG THOSE OPPOSING THE ORDI-
NANCE WERE BLUE RIDGE HOME BUILDERS GROUP, MR. WILLIAM H. CHISHOLM, MR. NORMAN GILLUM, MR. RAY
LONG AND MR. LEROY BRUTON. THOSE SPEAKING IN FAVOR OF THE PROPOSED ORDINANCE. WERE MR. WILLIAM
H. THACKER, SECRETARY-TREASURER OF PIEDMONT BRANOH~ ASSOCIATED GENERAL CONTRACTORS OF AMERICA,
WHO PRESENTED A PETITION BEARING TWENTY-SEVEN SIGNATURES~ MR. ROBERT HARRIS, CHARLOTTESVILLE GLASS
AND MIRROR COMPANY, MR. RICHARD OLIVA OF OLIVA AND LAZZURI~ INC., MR. EDWARD VANLA~R AND MR. JOSEPH
BIRCKHEAD. MR. ROBERT SWIFT, REPRESENTING S-SQUARE CONSTRUCTION, MADE THE STATEMENT THAT HE THOUGHT
THAT SUCH TAX WOULD BE GOOD BUT BELEIVED THAT IT SHOULD BE A BLANKET TAX TO COVER ALL BUSINESSES
AN~ PROFESSIONS.
MR. RAY LONG, REPRESENTING LONG CONSTRUCTION COMPANY~ STATED THAT HE WAS UNDER THE BELIEF
THAT ANY OUT-OF-STATE CONTRACTORS AWARDED CONTRACTS FOR PROdEOTS ON STATE PROPERTY WOULD BE RE-
LIEVED FROM ANY PAYMENT OF SUCH LICENSE TAX BY POSSIBLE MEANS OF RECIPROCITY BETWEEN STATES. THE
COMMONWEALTHIS ATTORNEY ASKED MR. LONG FOR AUTHORITY OF HIS BELIEF AND AFTER FURTHER DISCUSSION,
THE COM~t~)NWEALTHIS ATTORNEY STATED THAT A ~URSORY EXAMINATION OF THE 0ODE DID NOT APPEAR TO EXEMPT
ANY OUT-OF-STATE CONTRACTORS FOR STATE WORK DONE ON STATE PROPERTY. INASMUCH AS MR. LONG HAD PRE-
SENTED A POINT, THE BOARD OF SUPERVISORS VOTED TO CARRY OVER THE MATTER OF THE ADOPTION OF SAID
ORDINANCE TO THE REGULAR MEETING OF APRIL 16, 1964, TO ENABLE THE COMMONWEALTH'S ATTORNEY TO GIVE
FURTHER STUDY TO THE MATTER.
A MATTER WITH RESPECT TO A RESOLUTION SIGNIFYING THE INTENTION OF THE BOARD OF SUPERVISORS
TO CREATE A WATER AND SEWER AUTHORITY WAS PRESENTED. A RESOLUTION WAS READ AND ON MOTION OF MR.

1950, SECTION 15-764ol TO SECTION ~5-76~.32, INCLUSIVE) FOR THE PURPOSE OF ACqUIR-
ING, 'FINANCING, CONSTRUCTING, OPERATING AND MAINTAINING ONE OR MORE WATER SYSTEMS
AND ONE OR MORE SEWER SYSTEMS, OR ANY COMBINATION THEREOF, AND FOR THE PURPOSE OF

THE GOVERNING BODY OF THE COUNTY OF ALBEMARLE, VIRGINIA, TO CREATE A WATER AND SEWER AUTHORITY
UNDER THE VIRGINIA WATER AND SEWER AUTHORITIES ACT, AS AMENDED (CODE OF VIRGINIA, 1950, SECTION
15-76~.1 TO SECTION 15-76~o32, INCLUSIVE) FOR THE PURPOSE OF ACQUIRING, FINANCING, CONSTRUCTING,
OPERATING, AND MAINTAINING ONE OR MORE WATER SYSTEMS AND ONE OR MORE SEWER SYSTEMS, OR ANY COMBI-
NATION THEREOF, INCLUDING PIPE LINES AND OTHER PROPERTY AND FACILITIES INCIDENTAL THERETO FOR THE
PRIMARY PURPOSE OF FURNISHING WATER AND SEWER FACILITIES, OR BOTH, TO RESIDENTS AND PLACES OF
