THE ADJOURNED MEETING OF JULY 16, 1964, WAS HELD AT ~:30 P.M. IN THE COUNTY OFFICE
BUILDING ON THIS DATE WITH THE FOLLOWING MEMBERS PRESENT: MESSRS. F. E. PAULETT, EDGAR N.
GARNETT, GARRETT W. KIRKSEY~ ROBERT THRAVES AND R. A. YANCEY, ABSENT: MR. GEORGE C. PALMER.
OFFICERS PRESENT: COUNTY EXECUTIVE AND ASSISTANT COUNTY EXECUTIVE.
ALSO PRESENT: CITY MANAGER, CITY DIRECTO~ OF FINANCE AND MEMBERS OF CITY COUNCIL.
MR. LOUlE L. SCRIBNER, CHAIRMAN OF JOINT LIBRARY COMMITTEE APPOINTED JULY 16~ PRE-
SENTED REPORT OF SAID COMMITTEE WHICH INCLUDED THE FOLLOWING RECOMMENDATIONS:
1. THAT THE LIBRARY BOARD SHOULD BE REQUESTED TO SUBMIT ITS PROPOSED BUDGET TO A dOINT
(INFORMAL) MEETING OF THE TWO BODIES (OR A SUB-COMMITTEE OF THE TWO BODIES) NOT LATER THAN
THE FIRST OF MARCH EACH YEAR. THIS~ IT IS HOPED~ WILL ENABLE CITY AND COUNTY OFFICIALS TO
JOINTLY DISCUSS THE PROPOSED BUDGET AND RESOLVE DIFFERENCES PRIOR TO ITS ADOPTION BY EITHER
BODY AND AVOID A REOCCURANCE OF THE DIFFICULTIES WE HAVE JUST EXPERIENCED.
2. THAT OPERATIONAL COSTS OF THIS JOIN~ FACILITY BE ASSESSED TO COUNTY AND TO CITY ON THE
BASIS OF PERCENTAGE OF CIRCULATION FOR THE PRECEDING YEAR. THIS ITEM WAS GENERALLY AGBEED
UPON BY BOTH PARTIES AT THE dOINT MEETING ON JULY 16, 1964,
3o THAT OPERATIONAL FUNDS RECEIVED FROM FEDERAL AND/OR STATE GOVERNMENTS SHOULD CONTINUE TO
BE, LIKE THE ITEM OF ~FINESI~, CREDITED ON THE SAME CIRCULATION PERCENTAGE BASIS.
4. THAT THE BOARD OF SUPERVISORS BE REQUESTED TO ADOPT PARALLEL LAWS TO CITY ORDINANCES
SECTION 16-9 AND 16-10~ WHICH HAVE REFERENCE TO DESTROYING OR INJURING BOOKS AND FAILURE TO
RETURN BOOKS, ETC.
5. THAT SINCE FULL TIME EMPLOYEES OF ~THE LIBRARY SYSTEM ARE CLASSIFIED AS ~CITY EMPLOYEES"
- AND AS SUCH ARE ELIGIBLE FOR THE CITYlS RETIREMENT PROGRAM -- AND THAT COST OF SUCH RETIRE-
MENT PAY FOR LIBRARY EMPLOYEES ALSO BE SHARED ON THE CIRCULATION PERCENTAGE BASIS. AT THIS
TIME THERE IS ONE RETIRED EMPLOYEE OF THE LIBRARY DRAWING SUCH RETIREMENT PAY ALL OF WHICH
HAS BEEN PAID BY THE CITY. THIS SHOULD BE CORRECTED.
6o THAT THE JANITORIS SALARY SHOULD BE SHARED ON THE CIRCULATION PERCENTAGE BASIS. THE
CITY HAS BEEN PAYING THE FULL COST OF THIS ITEM,
?o THAT THE MEMBERSHIP ON THE LIBRARY BOARD BE CHANGED TO HAVE FOUR MEMBERS FROM THE COUNTY
AND FOUR FROM THE CITY.
THAT THE DEPRECIATION FUND FOR BOOKMOBILE SHOULD NOT BE HELD BY THE CITY - BUT SHOULD BE
MANAGED BY THE 0OUNTY.
~, THAT THE JOINT OPERATIONAL AGREEMENT~ DRAFTED IN 1947, FOR EFFECTIVE DATE IN 1948, SHOULD
BE REWRITTEN AND BROUGHT UP TO DATE TO INCLUDE THE M~NY ADDITIONAL ITEMS CREATED BY THE
GROWTH OF THE LIBRARY PROGRAM.
THIS COMMITTEE RECOMMENDS THAT THE REVISED AGREEMENT INCLUDE A FORMULA FOR THE DIVISION OF THE
BOOKS AND ALL JOINT ASSETS WHICH WILL BE USED IN THE EVENT OF A TERMINATION OF THE LIBRARY AS
A JOINT FACILITY.
ATTACHED HERETO IS THE PROPOSED BUDGET FOR THE MOINTIRE PUBLIC LIBRARY FOR 1964-65, REVISED
JULY 23~ 1964, WHICH THE COMMITTEE UNANIMOUSLY RECOMMENDS TO THE BOARD OF SUPERVISORS AND CITY
COUNCIL FOR ADOPTION. ATTACHED TO THIS PROPOSED BUDGET IS A SUMMARY SHEET EXPLAINING THE
CHANGES FROM THE ORIGINAL PROPOSED BUDGET OF APRIL~ 1964.
THE FOLLOWING IS A BRIEF SYNOPSIS OF RECAPITULATION MENTIONED IN THE LAST PARAGRAPH

ADOPTED:
BE tT RESOLVED BY THE BOARD OF COUNTY SUPERVISORS OF ALBEMARLE COUNTY,
VIRGINIA, THAT $5,000°00 BE AND THE SAME IS HEREBY APPROPRIATED TO COVER THE
COUNTY'S PROPORTIONATE SHARE OF REVISED BUDGET OF THE MClNTIRE PUBLIC LIBRARY.
THE COUNTY EXECUTIVE PRESENTED PROdECT AGREEMENT RECEIVED FROM THE SOIL CONSERVATION
SERVICE COVERING SEEDING SITE 1, BEAVER CREEK WATERSHED, TO BE EXECUTED BY THE CHAIRMAN AND
THE COUNTY EXECUTIVE IN ORDER THAT BIDS FOR SAME MAY BE RECEIVED. ON MOTION OF MRo KIRKSEY,
SECONDED BY MR. QARNETT~ AND UNANIMOUSLY CARRIED, THE COUNTY EXECUTIVE AND CHAIRMAN WERE
AUTHORIZED TO SIGN THIS PROdECT AGREEMENT AND PROCEED WITH ADVERTISEMENT FOR BIDS ON SAME.
THE FOLLOWING RESOLUTION WAS OFFERED BY MR. THRAVES, SECONDED BY MR. GARNETT, AND
UNANIMOUSLY ADOPTED:
WHEREAS, OUR SOVEREIGN LORD IN HIS ENDURING GRACIOUSNESS DID CALL LEWIS
CRANK HUFF TO HIS EVERLASTING HOME ON SATURDAY~ ~ULY 25~ 196~; AND
WHEREAS, LEwis CRANK HUFF DID SERVE BEYOND THE CALL OF DUTY IN A dUST
AND PRIDEFUL MANNER IN THE PEBFORMANCE OF ALL DUTIES ENTRUSTED TO HIM ON THIS
EARTH; AND
WHEREAS, LEwiS CRANK HUFF WAS A MEMBER OF THE BOARD OF PUBLIC WELFARE
SINCE ITS INCEPTION IN 1938, UNTIL THE TIME OF HIS PASSING, BEING CHAIRMAN OF
SAID BOARD FOR A GREAT NUMBER OF YEARS; AND
WHEREAS, THE BOARD OF SUPERVISORS FEELS SORELY THE PASSING OF AN OUT-
STANDING PUBLIC SERVANT WHO WAS HELD IN HIGH ESTEEM BY HIS FELLOW CITIZENS;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY SUPERVISORS, ALBE-
MARLE COUNTY, VIRGINIA, THAT THE SORROW OF THE INDIVIDUAL MEMBERS OF THIS
BOARD BE CONVEYED TO THE MEMBERS OF THE FAMILY OF LEWIS CRANK HUFF AND A COPY
OF TH~S RESOLUTION BE SPREAD UPON THE MINUTES OF THIS MEETING.
AFTER COMPLETION OF MATTERS ON THE DOCKET, THE BOARD WENT INTO INFORMAL SESSION WITH
CITY COUNCIL AND REPRESENTATIVES FROM SURROUNDING COUNTIES FOR A DISCUSSION OF ~HE FEASIBILITY
OF THE ESTABLISHMENT OF A dUVENILE DETENTION HOME TO SERVE THE CENTRAL VIRGINIA AREA.
CLAIMS AGAINST THE COUNTY AMOUNTING TO $172,863.31 WERE PRESENTED, EXAMINED, AND
ALLOWED AND CERTIFIED TO'~THE DIRECTOR OF FINANCE FOR PAYMENT AND CHARGED AGAINST THE FOLLOWING
FUNDS:
