THE SECONDARY SYSTEM AND IMPROVEMENTS TO ROADS NOW IN SAID SYSTEM. ON MOTION OF MR. P~LMER~

MR. BROWN ALSO APPEARED WITH REGARD TO TWO PROPOSED CHANGES IN STATE ROUTES WHICH
WOULD RESULT FROM THE CONSTRUCTION OF INTERSTATE ROUTE 6~. HE PRESENTED SKETCHES OF THESE
CHANGES TO THE BOARD. AFTER DISCUSSION THE FOLLOWING RESOLUTION WAS OFFERED BY MR. THRAVES~

WHEREAS, MR. A. S. BROWN~ RESIDENT HIGHWAY ENGINEER~ HAS THIS DAY
SHOWN THE CHANGE PROPOSED FOR THE RELOCATION OF STATE ROUTE 68A AT YANCEYS
MILL IN CONNECTION WITH THE CONSTRUCTION OF I~TERSTATE ROUTE 6A; AND
WH£REAS, IT APPEARS THAT THE RELOCATION OF SAID ROAD TO THE ~EST OF
INTERSTATE ROUTE 6~ INSTEAD OF CROSSING THE PROPOSED INTERSTATE ROUTE AND
CONNECTING WITH THE EXISTING STATE ROUTE 68A~ APPEARS TO BE MORE ECONOMICAL
AND WOULD SERVE THE PUBLIC BETTER; AND
~IEREAS, such CHANGE WOULD FOLLOW THE EXISTING STATE ROUTE 68~ TO
BE TERMINATED AT THE ~NTERSTATE RIGHT-OF-WAY;

PREL. IMINARY PLANS SHOWING THE TERMINATION OF STATE ROUTE 682 AT THE RIGHT-
OF-WAY OF INTERSTATE ROUTE 6~; AND
WHEREAS, SUCH TERMINATION WOULD ALTER THE EXISTING ROAD PATTERN OF
ROUTE 652~ THEREBY DISRUPTING THE TRAFFIC PATTERN HERETOFORE MAINTAINED ON
SAID ROAD; AND

ADEQUATELY SERVED BY THE ELIMINATION OF EXISTING STATE ROUTE
NOW, THEREFORE~ BE IT RESOLVED BY THE BOARD OF COUNTY SUPER--
VISORS OF ALBEMARLE COUNTY~ VIRGINIA~ THAT THIS BOARD ]DOES UNALTERABLY
OPPOSE THE PROPOSED CHANGE WHICH WOULD ALLOW THE TERMINATION OF STATE
ROUTE 682, RESULTING IN TWO SECTIONS OF DEAD END ROAD~ AND
BE IT FURTHER RESOLVED THAT THE VIRGINIA DEPARTMENT OF HIGHWAYS
AND THE CONSULTANTS EMPLOYED GIVE FURTHER STUDY TO THIS PROPOSED CHANGE
IN AN EFFORT TO INSURE THAT THIS PORTION OF EXISTING ROUTE 682 NOT BE
ELIMINATED,
MR o BROWN ALSO DISCUSSED WITH THE BOARD ROUTE 659~ FROM ROUTE 631 TO DEAD END~ FOR
WHICH AN ALLOCATION HAD BEEN MADE FOR WIDENING AND SURFACE TREATMENT. MRo BROWN ADVISED
THAT HIS DEPARTMENT HAD BEEN UNABLE TO OBTAIN ALL OF THE RIGHTS-OF-WAY NEEDED iN THIS
INSTANCE DUE TO THE FACT THAT SOME OF THE LANDOWNERS INVOLVED DID NOT WISH THIS ROAD TO BE
SURFACE TREATED, SOME MEMBERS OF THE BOARD EXPRESSED THE OPINION THAT '~ERHAPS THE FUNDS
ALLOCATED FOR THIS ROAD COULD BE USED WHERE THERE WAS A NEED FOR SURFACE TREATMENT.
BROWN WAS REQUESTED TO INVESTIGATE THIS MATTER AND BRING A RECOMMENDATION TO TH/ BOARD AT
ITS NEXT REGULAR MEETING.
MR. PAULETT ASKED MR. BROWN IF THE LOAD LIMIT ON THE SCOTTSVILLE BRIDGE COULD BE
INCREASED SINCE THE IMPROVEMENT OF THE BRIDGE, MR. BROWN ADVISED THAT THE BRIDGE FLOOR
WAS REPLACED BUT THIS WOULD NOT STRENGTHEN THE BRIDGE ITSELF~ HOWEVER HE WOULD INVESTIGATE
THE POSTED LOAD LIMIT.
MR. GARNETT INQUIRED REGARDING THE TERRIBLE CONDITION OF ROUTE 68~ BETWEEN ROUTES
691 AND ?88. ~R. BROWN ADVISED THAT HE WOULD CHECK THE MAINTENANCE ON THIS SECTION OF ROAD.
COMMUNICATION WAS RECEIVED FROM THE VIRGINIA DEPARTMENT OF HIGHWAYS ADVISING THAT
IN ACCORDANCE ~ITH RESOLUTION OF THIS BOARD~ DATED NOVEMBER 19~ ~96~ THE FOLLOWING ADDITIONS

IT IS REALIZED THAT EQUITABLE TAX ASSESSMENT ON REAL ESTATE AND PERSONAL PROPERTY
IS A btOST DIFFICULT dOB. THIS IS EVIDENCED BY THE FACT THAT LOCALITIES THROUGH-
OUT THE COMMONWEALTH AND THE UNtTE~ STATES ARE CONSTANTLY LOOKING FOR BETTER
METHODS OF APPRAISAL AND ASSESSMENT. IT IS NECESSARY THAT ALBEMARLE COUNTY
CONTINUE TO REVIEW ITS METHODS OF ASSESSMENT.
IN ORDER TO BETTER ~NDERSTAND THE RECOMMENDATIONS BEING MADE~ A BRIEF REVIEW OF
THE PRESENT ASSESSMENT ORGANIZATION IN ALBEMARLE COUNTY IS NECESSARY.
PRESENTLY~ THE COUNTY, AS REQUIRED BY CODE~ HAS AN ASSESSMENT EVERY SIX YEARS
WHEREBY ALL REAL ESTATE PROPERTIES ARE EVALUATED AND APPRAISED BY A [~)ARD OF
ASSESSORS. IN RECENT REASSESSMENTS~ THE BOARD OF ASSESSORS HAVE EMPLOYED
PROFESSIONAL APPRAISERS SUPPLIED BY THE STATE DEPARTMENT OF TAXATION TO
ASSIST IN THE ACTUAL FIELD WORK. THESE APPRAISERS WORK UNDER THE DIRECTION
OF THE LOCAL BOARD-OF ASSESSORS.
UPON COMPLETION OF THE REASSESSMENT~ THE BOARD OF ASSESSORS HOLD MEETINGS AT
WHICH TIME CITIZENS AGGRIEVED AT THE VALUES PLACED ON THEIR PROPERTY APPEAR
AND MAKE THEIR VIEWS KNOWN. UPON COMPLETION OF SAID HEARINGS AND CHANGES
MA~E AS A RESULT THEREOF~ THE REASSESSMENT IS CONSIDERED TO BE COMPLETE AND
THE NEW LAND BOOK IS CERTIFIED.
A LOCAL THREE MAN BOARD OF EQUALIZATION IS APPOINTED PURSUANT TO APPLICABLE
LAWS TO HEAR CONTINUING COMPLAINTS ON THE VALUES PLACED DURING THE REASSESS-
~ENT. SUCH E~UALIZATION BOARD IS APPOINTED FOR ONE YEAR BY THE BOARD OF
SUPERVISORS. THIS BOARD~ BY LAW~ HAS THE AUTHORITY TO ADdUST APPRAISED

AND ACTING ON SPECIFIC COMPLAINTS·
THE DEPARTMENT OF REAL ESTATE ASSESSMENT IS CHARGED WITH KEEPING ALL RECORDS
AND FILES PERTAINING TO VALUES AND ASSESSMENTS, HOWEVER~ THE DEPARTMENT
CANNOT CHANGE ANY VALUES PLACED ON REAL ESTATE BY THE SIX YEAR ASSESSMENT
UNLESS THE PROPERTY IS DIVlDED~ ALTERED~ OR~ IMPROVEMENTS CHANGED. UNDER THE
PRESENT SYSTEM OF ASSESSMENT~ ONLY THE BOARD OF [qUALIZATION CAN INCREASE OR

UNDER THE PRESENT METHOD~ THE DEPARTMENT OF REAL ESTATE ASSESSMENT DOES NOT
REVIEW PROPERTIES OR GROUPS OF PROPERTIES WITHIN THE COUNTY TO DETERMINE IF
THE ASSESSMENT IS IN LINE WITH SIMILAR PROPERTIES THROUGHOUT THE COUNTY. AT
THE SAME TIME~ THE BOARD OF EQUALIZATION HAS CONFINED ITSELF TO SERVING AS A
REVIEW BOARD FOR SPECIFIC COMPLAINTS, AS A RESULT, THERE HAS BEEN A TENDENCY
FOR VALUES THAT ARE PLACED ON PROPERTIES BY THE REAL [STATE ASSESSMENT DEPART-
MENT TO BE OUT OF LINE WITH EXISTING VALUES OF SURROUNDING PROPERTIES PREVIOUSLY
ASSESSED BY THE BOARD OF.ASSESSORS. ~N A RAPIDLY CHANGING COUNTY SUCH AS
ALBEMARLE~ THE ENTIRE COMPLEXION OF AN AREA OAN EASILY CHANGE DURING A SIX
YEAR PERIOD.
THIS COMMITTEE DESIRES TO HAVE A FAIR AND EQUITABLE ASSESSMENT OF PROPERTY FOR ALL
CITIZENS. IT REALIZES THAT SOME INEQUITIES WILL ALWAYS EXIST AND METHODS OF RECOURSE
AND APPEAL SHOULD BE PROVIDED FOR THE PROPERTY OWNER. IT IS RECOMMENDED THAT THE
FOLLOWING METHOD OF APPRAISAL AND ASSESSMENT BE PROVIDEDt
THAT THE COUNTY~ AS PROVIDED BY VIRGINIA CODE~ HAVE A REAPPRAISAL OF REAL
PROPERTY EVERY SIR YEARS~ AT WHICH TIME ALL PROPERTIES BE EVALUATED. AND THE

SHOULD BE NOTIFIED OF THE CHANGE IN ASSESSMENT MADE BY THE [qUALIZATION

THE INFORMATION PRESENTED AT THIS MEETING HAD INFLUENCED HIS THINKING IN THE MATTER AND IT

THAT THE GOVERNING BODIES NOT ALTER THEIR PREVIOUS ACTION.

REQUEST WAS RECEIVED FROM WEST LEIGH PROPERTY OWNERS! ASSOCIATION FOR STREET LIGHTS
TO BE INSTALLED AT THE WEST LE~GH INTERSECTION WITH ROUTE 250 AND AT THE RAILROAD CROSSING.
IT WAS NOTED THAT VET~CO WOULD CHARGE ALBEMARLE COUNTY $199.00 FOR INSTALLATION AND ~1~OoO0
PER YEAR FOR OPERATING COSTS FOR THE TWO LIGHTS,THIS AlvtO~NT TO BE REIMBURSED BY THE ASSOCIATION.
ON RECOMMENDATION OF THE ASSISTANT COUNTY EXECUTIVE~ AND ON MOTION OF NRc KIRKSEY,
SECONDED-BY MR. PALMER, THE COUNTY WAS AUTHORIZED TO CONTRACT WITH THE VIRGINIA ELECTRIC
AND POWER COMPANY FOR THE INSTALLATION OF SAID LIGHTS AS REQUESTED, PROVIDED THE PROPERTY
OWNERSI ASSOCIATION MAKES ADVANCE DEPOSIT TO THE COUNTY COVERING THE INSTALLATION .CHARGE
AND OPERATING COSTS FOR ONE YEAR.
MR. BROWN ADVISED THE BOARD THAT HE HAD REQUESTED EACH OF THE FOUR LOCAL BANKS TO
FURNISH INTEREST RATES THEY WOULD PAY FOR VARIOUS LENGTHS OF TIME IN ORDER TO INSURE THAT
ALL FUNDS ON HAND WILL DRAW THE MAXIMUM INTEREST. HE PRESENTED THE FOLLOWING RATES RE-
CEIVED FROM SAID BANKS:

WORKING FUNDS WHICH CAN BE PLACED ON VARIOUS TIME ACCOUNTS AND RECOMMENDED THE FOLLOWING
TIME DEPOSITS BE MADE:

MR. BROWN ALSO ADVISED THAT HE PLANNED TO RECOMMEND THAT THE SERVICE AUTHORITY DESIGNATE
THE [~J~3NTIOELLO NATIONAL BANK AS ITS DEPOSITORY AND ALLOW WATER RENTS TO BE PAID AT SAID
BANK BY WATER CUSTOMERS. ON MOTION OF MR. THRAVES, SECONDED BY MR. YANCEY, THE RECOMMEN-
DATION OF MR. BROWN WAS APPROVED. ON MOTION OF MR. PALMER, SECONDED BY MR. KIRKSEY MR.
0TIS L. BROWN WAS AUTHORIZED TO SIGN TRANSFER CHECKS ON BEHALF OF THE COUNTY IN ORDER THAT
THE FOREGOING MIGHT BE ACCOMPLISHED.
MR. BROWN ADVISED THAT HE HAD BEEN APPROACHED BY THE WATER CONTROL BOARD OF THE
STATE HEALTH DEPARTMENT WITH REGARD TO THE GROWING NEED FOR SEWERAGE FACILITIES IN CROZET.
AFTER DISCUSSION OF THIS MATTER AND ON MOTION OF MR. PALMER, SECONDED BY MR. KIRKSEY~ THE
COUNTY EXECUTIVEIS OFFICE WAS AUTHORIZED TO EMPLOY ARCHITECTS TO MAKE FEASIBILITY STUDY IN
THIS REGARD.
MR. PAULETT PRESENTED TWO qUESTIONNAIRES HE 'HAD RECEIVED FROM THE STATE CHAMBER OF
COMMERCE. ON MOTION OF MR. PAULETT, SECONDE~ BY MR. KIRKSEY, THE ASST. CouNTy EXECUTIVE
WAS REQUESTED TO COMPLETE AND RETURN THESE qUESTIONNAIRES.
MR. PALMER STATED HE WOULD LIKE A REPORT ON THE STATUS OF VOCATIONAL SCHOOLS. MR.
KIRKSEY ADVISE~ THAT HE HAD BEEN IN CONTACT WITH ~tJ~R. ROSCOE ADAMS WHO HAD INDICATED THAT
A REPORT WOULD PROBABLY BE MADE AT THE NEXT MEETING OF THE BOARD. ~V~R. PAUL CALE APPEARED
WITH REGARD TO THIS MATTER AND WAS REQUESTED TO ASK MRo ADAMS FOR A REPORT AT THE MARCH
MEETING OF THIS BOARD.
NOTICE WAS RECEIVED FROM THE RAILWAY EXPRESS AGENCY ADVISING THAT PUBLIC HEARING
WOULD BE HELD AT 10:00 AcM. ON APRIL 6~ 1965~ ON THE INTENT OF SAID COMPANY TO DISCONTINUE
IT AGENCY AT RED HILL~ VIRGINIA. MR. YANCEY WAS REQUESTED TO 0ONTACT PERSONS IN THE RED
HILL AREA WITH REGARD TO THEIR FEELINGS IN THE MA¥~ER AND TO REPORT BACK TO THE BOARD AT
ITS NEXT REGULAR MEETING.
