THE FOLLOWING REPORT WAS RECEIVED FROM THE EQUALIZATION BOARD~

19~ DECIDED TO REQUEST THE BOARD OF SUPERVISORS TO STRENGTHEN THE 0OUNTY
BUILDING PERMIT REQUIREMENTS.
THE BOARD OF EQUALIZATION WAS INFORMED BY THE REAL ESTATE OFFICE THAT
IN MANY CASES CONSTRUCTION WAS WELL UNDER WAY PRIOR TO OBTAINING A BUILDING
PERMIT AND IN SOME INSTANCES BUILDINGS WERE COMPLETED PRIOR TO OBTAINING THE
PERMIT. IT WAS FEET THAT TOO MUCH TIME WAS BEING REQUIRED BY THE REAL ESTATE
OFFICE STAFF TO ESTABLISH THE OWNERSHIP AND THE CONTRACTOR OF BUILDINGS WHERE
NO RECORD WAS FOUND OF A BUILDING PERMIT BEING ISSUED. THE BOARD OF E~UALI-
ZATION FELT THAT ¢2~.00 WAS NOT SEVERE ENOUGH TO ENCOURAGE CONTRACTORS AND
OWNERS TO OBTAIN A PERMIT. ALSO~ THE BOARD OF EQUALIZATION FELT THAT THE
INITIAL FINE SHOULD BE INCREASED WITH AN ADDITIONAL PER DAY PENALTY.
THE BOARD OF EQUALIZATION REQUESTED THE REAL ESTATE OFFICE TO ESTABLISH
A POLICY WHEREBY THE FINAL COST FIGURE WOULD BE RETURNED TO THE REAL ESTATE
OFFICE BY THE CONTRACTOR AFTER COMPLETION WHEN THE PERMIT IS ISSUED ON AN
ESTIMATED BASIS. THE BOARD OF EQUALIZATION FOUND THAT THE FINAL COST OF SOME
OONSTRUCTION WAS IN SOME OASES TWICE THE ORIGINAL ESTIMATE ON THE PERMIT.
T~E REAL ESTATE OFFICE STAFF PRESENTED TO THE BOAR9 OF EQUALIZATION
AREAS IN WHICH MANY CONSIDERATIONS HAD TAKEN PLACE IN ~9~ AND 19~5 THAT FAR
EXCEEDED THE APPRA~SED VALUES. HUGH F, SIMMS~ JR. AND RAY Bo JONES WERE IN-
STRUCTED BY THE BOARD OF EQUALIZATION TO NOTIFY OWNERS OF THE NEW VALUES
ESTABLISHED BY THE APPRAISERS OF THE AREAS. LANDOWNERS WILL BE GIVEN ~0 DAYS
TO APPEAL TO THE BOARD OF EQUALIZATION ON THE NEW VALUES PRIOR TO BEING PUT
ON THE RECORDS.

HE URGED RIGID ENFORCEMENT OF THE PRESENT LAWS WITH REGARD TO BUILDING PERMITS AND SUGGESTED
THAT THOUGHT BE GIVEN TO RAISING THE AMOUNT OF PENALTY~ PERHAPS ON A PER DAY BASIS~ FOR NON-
COMPLIANOEo HE ALSO URGED THAT THE REAL ESTATE OFFICE BE FURNISHED WITH A COUNTY-OWNED OAR
WHICH WOULD NOT HAVE TO BE SHARED WITH OTHER DEPARTMENTS,

WHEREAS, UPON FINAL AUDIT OF THE FINANCIAL RECORDS OF ALBEMARLE
COUNTY ON MARCH 31, 19~5, IT WAS DETERMINED THAT THE DEFERRED CREDIT
ACCOUNT OF THE FORMER DIRECTOR OF FINANOE WAS IN THE AMOUNT OF
THIS AMOUNT HAVING BEEN ACCUMULATED OVER A PERIOD OF TWELVE YEARS FROM
THE HANDLING OF COUNTY AN~ STATE FUNDS BY THE PERSONNEL IN THE DEPARTMENT
OF FINANCE; AND
WHEREAS, IT APPEARS TO THIS BOARD THAT THIS AMOUNT REPRESENTS AN
AVERAGE YEARLY SHORTAGE OF ~13o00, BEING DERIVED FROM THE HANDLING OF CASE
FUNDS WITH THE PUBLIC BY EMPLOYEES OF THE DEPARTMENT OF FINANCE; AND
WHEREAS, iN JUNE, 1~55, THIS DEFERRED ACCOUNT SHOWE~ AN OVERAGE
IN THE AMOUNT OF ~370o~ WHICH WAS ACCUMULATED DURING THE TENURE IN OFFICE
OF THE FORMER DIRECTOR OF FINANCE AT THAT TIME~ THIS AMOUNT HAVING BEEN
CREDITED TO THE GENERAL FUND OF SAID COUNTY ON JUNE 30,
NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF COUNTY SUPERVISORS
OF ALBEMARLE COUNTY HEREBY ASSUMES IT TO BE dUST AND E~UITABLE THAT SAID
SHORTAGE~ WHICH iS NOW CHARGED TO THE DEFERRED CREDIT ACCOUNT OF MR. M°
PENCE, FORMER DIRECTOR OF ~INANCE, SHOULD BE CHARGED, PURSUANT TO SECTION
15.1-555~ CODE OF VIRGINIA 1~50, AS AMENDED, TO THE GENERAL FUND OF SAID
COUNTY~ AND UPON THE COUNSEL AND ADVICE OF ATTORNEY FOR THE COMMONWEALTH,
THIS BOARD DOTH HEREBY ORDER THAT SAID AMOUNT BE SO CHARGED.
THE COUNTY EXECUTIVE ADVISED THAT HE HAD BEEN INFORMED BY MR. PAUL H. CALL,
SUPERINTENDENT OF SCHOOL~ THAT HIS DEPARTMENT HAD BEEN RESPONSIBLE FOR THE DEATH OF A
COW BY SPRAYING POISON FOR KILLING WEEDS AROUND SCHOOL BOARD PROPERTY. THE TOTAL AMOUNT
OF LOSS WAS IN THE SUM OF $202.00. ON MOTION OF MR. KIRKSEY, SECONDED BY MR. PAULETT,
RULES WITH REGARD TO SECOND READING WERE SUSPENDED AND THE FOLLOWING RESOLUTION UNANI-
MOUSLY ADOPTED=

COUNTY~ VIRGINIA, THAT $202.00 BE AND THE SAME IS HEREBY APPROPRIATED
TO PAY MR. FRED Co GIBSON FOR THE LOSS OF ONE COW AS A RESULT OF POISON
SPRAYED AROUND SCHOOL BOARD PROPERTY BY AN EMPLOYEE OF THAT DEPARTMENT,
CLAIMS AGAINST THE COUNTY AMOUNTING TO $692,5~O.36 WERE PRESENTED, EXAMINED AND
A~LLOWED AND CERTIFIED TO THE DIRECTOR OF FINANCE FOR PAYMENT AND CHARGED AGAINST THE
