THE MEETING OPENED WITH THE LORD'S PRAYER LED BY MR. GARNETTo
MINUTES OF THE MEETING OF SEPTEMBER 16, 1965, WERE APPROVED AS SUBMITTED.
MRo A, S. BROWN, RESIDENT HIGHWAY ENGINEER, ADVISED THE BOARD THAT CERTAIN STREETS
IN QUEEN CHARLOTTE~ NORTHFIELDS AND CEDAR HILLS SUBDIVISIONS WHICH WERE RECOMMENDED FOR AC-
CEPTANCE INTO THE SECONDARY SYSTEM HAD NOT BEEN ACCEPTED DUE TO THE FACT THaT BONDS HAD NOT
BEEN POSTED WITH HIS OFFICE. THE COUNTY EXECUTIVE ADVISED THAT HE WOULD FORWARD LETTERS TO
THE DEVELOPERS OF THESE SUBDIVISIONS URGING THAT BONDS BE POSTED.
COMMUNICATION WAS RECEIVED FROM MONTAGUE, MILLER ~ COMPANY~ REQUESTING ACCEPTANCE
INTO THE SECONDARY SYSTEM OF CERTAIN SECTIONS OF STREETS IN ~OODBROOK SUBDIVISION. ON MOTION
OF MR. KIRKSEY, SECONDED BY MR. PALMER, THE FOLLOWING RESOLUTION WAS UNANIMOUSLY ADOPTED:

COMMONWEALTHIS ATTORNEY ADVISED MR. VIA THAT HE IS_PLANNING A MEETING OF THIS ~OAR~ WITH

THE HUNTING COMMITTEE RECOMMENDED CERTAIN CHANGES IN THE ~UNTING ORDINANCE IN AN
EFFORT TO IMPROVE THE B~TING SITUATION IN ALBEMARLE COUNTY. THE COUNTY EXECUTIVE ALSO
SUGGESTED THAT THE COMMISSION OF ~AME AND ~NLAND FISHERIES BE REQUESTED TO FURNISH AD--
DITIONAL ASSISTANCE IN ALBEMARLE COUNTY DURING THE HUNTING SEASON~ WHICH RECOMMENDATION

WHEREAS, THE EDUCATIONAL NEEDS IN VIRGINIA ARE PLACING A
FINANCIAL STRAIN ON VIRGINIA~S LOCALITIES; AND
WHEREAS, IT IS CONCLUDED BY THIS BOARD THAT VIRGINIA SHOULD
BEAR A GREATER SHARE OF THE BASIC INSTRUCTIONAL COSTS OF OUR ELEMENTARY
AND SECONDARY SCHOOL SYSTEMS; AND
'WHEREAS, THE SO-CALLED ~ONNAHOE SALES TAX PLAN HAS BEEN MADE
PUBLIC WHICH ATTEM!~TS TO DEVELOP AN INCENTIVE FORMULA AND ALSO ALLOWS
LOCALITIES TO RETAIN A ONE PERCENT LOCAL SALES TAX~ AND
WHEREAS, THIS DOES NOT APPEAR TO BE AN EQUITABLE PLAN TO

AS A MEMBER OF THE ALBEMARLE COUNTY SERVICE AUTHORITY DUE TO THE FACT THAT HE HAD MOVED

NOW, THEREFORE, BE IT RESOLVED THE TOWN COUNCIL OF~E TOWN
OF SCOTTSVILLE, VIRGINIA~ REQUESTS THAT THE ALBEMARLE COUNTY BOARD OF
SUPERVISORS AUTHORIZE ITS CONSULTING ENGINEERING FIRM TO MAKE A STUDY
OF THE TOTIER CREEK WATERSHED AS A POSSIBLE RAW WATER STORAGE RESERVOIR
SITE IN THE SOUTHERN END OF ALBEMARLE COUNTY WITH THE OBdECTIVE THAT
SUCH A RESERVOIR BE A MULTI-~URPOS/ FACILITY TO SERVE AS A SOURCE OF
RAW WATER FOR THE TOWN OF SCOTTSVlLLE AND THE SURROUNDING AREA~ TO
SERVE AS A RECREATIONAL AREA~ AND TO SERVE AS A SOURCE OF SUPPLY FOR
FUTURE WATER NEEDS.t~
