HomeMy WebLinkAbout1956-10-17 A regular meeting of the Board of County Supervisors of Albemarle County, Virginia, was held at the Office Building ef said County on the 17th day of October, 1956. Present: Messrs. H. Ashby Harris, Edgar N. Garnett, Edward L. Smith, M. Y, ~utherland, Jr., Robert Thraves and John W. Williams. Absent: None. Officers present: County Executive. The meeting opened with the Lord's Prayer led by Mr. M. M. Pence. Minutes of the meetings of September 19, 1956 and October 9, 1956, were read and approved. Communication was received from Mr. W. W. Shields, Resident Highway Engineer, advising that Willard Drive in Green Valley Subdivision had been brought up to the standards and specifications of the State Highway Department. In furtherance to action of this Board of June 20, 1956, the following resolution was offered by Mr. ~utherland, seconded by ~r. Thraves, and unanimously adopted: WHEREAS, Wi!lard Drive in Green Valley Subdivision has been brought up to standards and specifications of the Virginia Department of Highways, NOW, THEREFORE, BE IT R~ESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that the Virginia Department of Highways be and is hereby requested to accept into the State Secondary System Willard Drive from the Corporate Limits of the City of Charlottesville to its intersection with Harris Road, a distance of approximately 1,340 feet. BE IT FURTHER RESOLVED that the Virginia Department of Highways be and is hereby guarantted a 50 foot unobstructed right of way in connection with the above mentioned road° Communication was received from the State Department of Highways advising that the Annual Highway Conference would be held at Lexington on November 14, 1~ and 16, 1956, and inviting the Board and County Officials to attend. Mr. W. A. Lewis appeared before the Board, advising that some time ago petition had been pre- sented to the Board requesting hard surfac~ of Route 708 from Route 29 to Route 637, which road connects~ Red Hill with Ivy. He further stated that this road was not receiving proper maintenance.' Some dis- cussion was given to this Route and Mr. Shields advised that he would 16~k into the matter. The matter of roads in the Rutledge Subdivision was discussed and ~he following resolution was offered by Mr. Williams, seconded by Mr. Smith, and unanimously adopted: roads in WHEREA~,/Ptat 1 and Plat 2 in Rut!edge Subdivision have been brought up to standards and specifications of the Virginia Department of Highways, NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of ALbemarle County, Virginia, that the Virginia Department of Highways be and is hereby requested to accept into the State Secondard System Yorktown Drive and Kenwood Lane, (Plat 1 and Plat 2), in the Rutledge Subdivision. BE IT FURTHER RESOLVED that tk~ Virginia Department of Highways be ~d is hereby guaranteed a 50 foot unobstructed right of way in connection with the above mentioned r°adso Mr. Easter appeared regarding the acceptance of Apple Tree Road into the Secondary System. He stated that said road was in a subdivision as of 1936 although construction started only recently. After considerable discussion of this matter, Mr. Easter was advised that plat of Apple Tree Road shoul~ be presented to the County and City Planning Commissions for approval, and after receiving approval of both bodies, should be brought before this Board. Dr. S. D~. Sturkie, Joint Health Director, appeared along with several members of his staff and presented the following recommendations of the Health Department affecting County sewage disposal: 1. In the case of subdivisions it should be required that a plat of the subdivision be submitted to the Health Department prior to the sale of individual lots. (Pur- ~ w~l J ~ +~ n~m~t th~ Health Deoartment to inspect the lots as to suitabil- 2. Any community sewage disposal system should be subject to the appzoval of the Health Department~ 3. The County ordinance for building permits should be amended to require that approval of the septic tank plan by the Health Department should be prerequi- site for the obtaining of a building permit. 4, The county septic tank ordinance should be strengthened to enable the Health Department to fix the minimum number of linear feet of tile in a septic tank field. Dr. Sturkie advised that he would be willing to work with the Planning Commission in the development of relations or an ordinance with regard to the foregoing recommendations. On motion of Mr. Williams, seconded by Mr. Sutherland, and unanimously carried, it was ordered that this ma~tter be referred to the Planning Commission and Dr. Sturkie for recommendation to this Board. Mr. M. M. Pence, Director of Finance, submitted Statement of Expenses of the Department of Finance for the month of September, 1956, of which one-half is to be borne by the State. On motion, dul~ made and seconded, this Statement was examined, verified and approved. Mr. M. M. Pence, Director of Finance, submitted Statement of Expenses of the Sheriff's Office for the month of September, 1956, of which two-thirds are to be borne by the State. On motion, duly mad~ and seconded, this S~atement was examined, verified and approved. Mr. M. M. Pence, Director of Finance, submitted Statement of Expenses of the Commonwealth's Attorney's Office for the month of September, 1956, of which one-half is to be borne by the State. On motion, duly made and secondedi~ this Statement was examined, verified and approved. Statement ~of expenses incurred in the maintenance of the County Jail for the month of Septem- ber, 1956, was submitted along with Summary Statement of Prisoner Days. Oh motion, duly made and seconde these statements were examined, verified and approved. Claim of the Jail Physician in the amount of $5.00 for the month of September, 1956, was pre- sent~d and on motion of Mr. Garne~t, seconded by Mr. Smith, was approved for payment. Reports of the Department of Public Welfare for the month of September, 1956, were presented in accordance with Sections 63'67.1 and 63-67.2 of the Code of Virginia, Claim of the University~of Virginia Hospital in the amount of $1,920.00, of which one-half is reimbtu-sable by the State, was presented and on motion of Mr. Smith, seconded by Mr. Garnett, was ap- proved for payment. Report of the County Executive for the month of September, 1956, was presented, approved and ordered filed. Communication was received from Waynesboro Community Hospital with further r~ference to pro- posed S.D.H. Contract with Albemarle County. Mr. Pence read to the Board reply to the Waynesboro Com- munity Hospital in which he advised that said communication would be presented to the Board and also in which he set forth the various reasons for this County not wishing to enter into an agreement at this time. It was the expressed feeling of the Board that it concurred in the action taken by Mr. Pence in his answer to the Waynesboro Community Hospital. Claim against the Dog Tax Fund was received from Curtis Thacker for twenty, three pheasants killed by dogs. On motion of Mr. Smith, seconded by Mr. Sutherland, Mr. Thack~ was allowed $1.50 for each of these pheasants. Claim against the Dog Tax Fund was received from Donald C. Keane for two ewes and six lambs killed by dogs. On motion of Mr. Sutherland, seconded by Mr. Thraves, Mr. Keane was allowed $10.00 for one ewe, $15.00 for one ewe and $~7.00 for each lamb. Claim a~ainst the Dog Tax Fund was received from Mr. S. N. Harris for two turkey hens killed b dogs. On motion of Mr. Garnett, seconded by Mr. Thraves, Mr. Harris was allowed $6~.~0 for each of these turkeys. Claim against the Dog Tax Fund was received from Mr. C. H. Yost for four turkey hens and five turkey toms killed by dogs. On motion of Mr. Smith, seconded by Mr. Su-hherland, Mr. Yost was allowed 28~?per pound for the hens and 25¢ per pound for the toms. Claim against the Dog Tax Fund was received from Mrs. S. O. Sweeney 'for two turkeys killed by dogs. On motion of Mr. Garnett, seconded by Mr. Smith, Mrs. Sweeney was allowed $1.50 for each of these turkeys. Claim against the Dog Tax Fund was received from Mr. R. L. Heath for one ewe and three lambs killed by dogs. Oh motion of Mr. Sutherland, seconded by Mr. Garnett, Mr. Heath was allowed $15.00 for this ewe and $5.00 for each of the lambs. Claim against the Dog Tax Fund was received from Mr. Frank L. RobinSon for ten pullets killed by dogs. On motion of Mr. Sutherland, seconded by Mr. Smith, Mr. Rives was allowed $15.00. for each of the ewes and $5.00 for the lamb. Claim against the Dog Tax Fund was received from Mr. Anthony Rives for one ewe and one lamb killed by dogs. On motion, made by Mr. Sutherland, seconded by Mr. Thraves, Mr. Rives was allowed $15.£ for the ewe and $20.00 for the lamb. Due to the increasing problem ef d~mping facilities in the county and roads in subdivisions and the like, motionwas offered by Mr. Williams, requesting the Chairman to appoint a committee to study the matter of establishing a Department of Public Works. After considerable discussion, the Chair~ man appointed a Public Utilities Committee consisting of Mr. Williams, Mr. Sutherland and Mr. Pence to investigate this matter and make recommendation to the Board. On motion of Mr. Thraves, seconded by Mr. Williams, rules with regard to second readings were suspended and the following'~resolution unanimously adopted: BE IT RESOLVED by the Board of County Supervisors of Albemarle County, Virginia, that $75,153.55 be and is hereby appropriated for operation of schools for the month of November, 1956. Mr. M. M. Pence advised the Board that plans and specifications had been completed for certain alterations and additions to the Jail Kitchen and had been gone over by the Jail Committee and the Jailor, and requested that the Board ~uthorize publication of invitation for bids on same. On motion of Mr. Thraves, seconded by Mr. Sutherland, the County Executive was authorized to publish invitation for bids on the above mentioned work to be received by the Board at Noon on October 30, 1956. Hess Jones John Walker, Jr. Mr. Robert Thraves, Chairman of the Rabies Inoculation Committee, offered motion, seconded by Mr. Sutherland, changing the policy in the Department of Finance with the regard to the issuance of dog tags to the extent of suspending the requirement of presenting rabies inoculation certificate as a prerequisite to obtaining dog tags. The motion was unanimously carried. Letters of appreciation to the Board for its aid toward the improvements to Cismont School were received from the Cismont PTA and from the Plumbing and Heating Committee of the Cismont School. Plat of Montview Subdivision was received bearing approval of the City and County Planning Commissions. On motion of Mr. Garnett, seconded by Mr. Williams, the foregoing plat was approved and the Chairman and Clerk were authorized to sign same on behalf of the Board. The matter of dumping areas was discussed and it was the expressed feeling of the Board that the County Executive should proceed with negotiations for obtaining suitable dump sites in order th~ operation of dumps could be started when the new law becomes effective. October, 30, 1956 The adjourned meeting of October 17, 1956 was held at 12:00 Noon, EST, this date with the following members present: Messrs. H. Ashby Harris, Mr. Edgar No Garnett, Mr. Edward L. Smith, M. Y. Sutherland, Jr., Robert Thraves and John W. Willaims. Absent: None. The County Executive advised that in accordance with advertisement published in the Daily Progress, this was the time and place for opening of bids for alterations and additions to the kitchen at the County Jail. Upon asking whether any more bids were to be received, he proceeded with the open- ing of the bids at hand. The following bids were received: Edward VanLaer and Company, Inc. W. E. and J. F. Bishop $9,843.00 9,850.00 After due consideration, it was moved by Mr. Williams, seconded by Mr. Sutherland, and unani- mously carried, that the Board accept the bid. of Edward VanLaer and ComOany, Inc.~ in the sum of $9.8A3.00 and that the Chairman be authorized to e~ecute contract. Mr. W~ W. Shields, Resident EngLueer, appeared before the Board and presented a sketch of Appletree Road which lies on the north side of Route 29South. He stated that this road was d&dicated in 1936 from Route 29 South to Stadium Road. However, only a portion of Apple Tree Road had been grade
