Pursuant to the following waiver, members of the Board of County Supervisors of Albemarle
Couuty, Virginia, met in special session on this date in the County Office Building, Charlottesville,
Virginia, at 9:00 A.M. with the following present: Messrs. Edgar N. Garnett~ H. Ashby Harris, Edward L.
Smith, M. Y. Sutherland~ Jr. and Robert Thraves. Absent: Nr. John W. Williams.
We, the mudersigned, members of the Board of County Supervisors of Albemarle County,
Virginia, hereby waive notice and special service thereof, of a meeting to be held
at 9:00 A.M. on the eighth day of August, 1957, in the County Office Building, Char-
lottesville, Virginia, for the purpose of considering_the matter Of-'drsught
~nd.~.we do hereby consent to the transaction of any and all business and the' taking
of such action at said meeting upon the matter hereinabove mentioned as May be law-

Mr T. O. Scott, County Agent, appeared before the Board and presented reasons why
County should be designated as a "disaster area". He advised that the drought this summer was one of
the most severe this area had experienced and recommended that the Board take steps to request the
Governor to designate Albemarle County for such relief as may be forthcoming. Considerable discussion
was given to this matter and an opportunity was given to those of the public present to speak. After
the discussion and on motion of Mr. Thraves, seconded by Mr. Garnett, the following resolution was unani
mously adopted:
~HEREAS, Albemarle County is experiencing a severe and prolonged drought,
with consequent reduction in corn for grain and ensilage and with no prospects for
mid-summer and fall cuttings of hay; and
WHEREAS, pastures are no longer furnishing any grazing on many farms and
only about fifteen per cent of normal in the rest of the county; and
WHEREAS, dairy cattle, beef cattle and some sheep flocks are on full winter
feed and are rapidly consuming the smmll supply of hay and ensilage on hand with no
visible prospect for additional harvest; end
~gHEREAS, under these conditions 2he breeding herds will have to be partially,
in some cases completely, dispersed for slaughter, muless governmental aid is made
available.
THEREFORE, BE IT RESOLVED, by the Board of Supervisors of Albemarle County,
Virginia, that the Honorable Thomas B. Stanley, Governor of Virginia, be, and is hereby,
requested to designate Albemarle County as a Disaster Area~, as a result of the drought,
and, that governmental aid be made available to the livestock b~eeders of Albemarle
County, in order to prevent destruction of breeding herds that are essential to the
future production of cattle and sheep in the said county.
On motion, the meeting adjourned.
