Commissioner April 20, 2017 County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Attn: Rachel Falkenstein Re: Glenbrook at Foothills — Initial Site Plan SDP-2017-000 l 7 Review #1 Dear Ms. Falkenstein: The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced plan as submitted by Collins Engineering, dated 20 March 2017, and offers the following comments: 1. With proposed parking only on one side of the street the Department is concerned that this may become a source of problems for the neighborhood in the future. 2. Intersection sight distance triangles are required for all intersections, including private alley entrances. A clear right sight distance line does not available for Alley C on to Eastbrook Drive as it passes through 5 paraIlel parking stalls. 3. We recommend changing the limits of lot 66 to avoid the necessity of a sight distance easement. 4. Please revisit the provided intersection angles, particularly Field Court. 5. Plans for the tunnel and culvert beneath Eastern Avenue will need to be submitted for review by the District Structure & Bridge Department. Slope easements are required for this area as well. 6. Turnaround easements are required where public roads dead-end on to private streets or alleys. 7. The typical roadway sections are not dimensioned. 8. Note that the final subdivision/road plan must show conformance with the VDOT Road Design Manual Appendices B(l) and F, as well as any other applicable standards, regulations or other requirements.
