at the Office Building of said County on the 21st day of ~y, 1958.
Present: Messrs. John W. Williams, Edgar N. Garnett, H. Ashby Harris, Edward L. Smith, M. Y.
Sutherland, Jr., and Robert Thraves.
~bsent: None.
Officers Pre-sent: County Executive and Commonwealth's Attorney.
The meeting opened with the Lord's Prayer led by Mr. M. M. Pence.
Minutes of the meetings of April 16 and April 29, 1958, were read and approved.
Mr. Billy Maupin appeared regarding the preservation of old records in the attic and requested
shelving for this purpose. After some discussion, the Chairman appointed Messrs. Harris, Thraves and
Sutherland as a committee to work with Mr. Maupin in this matter.
Mr. Floyd Johnson, Chairman of the County Pla~ming Commission, advised that his commission met
with the City Planning Commission as requested by this Board regarding the Subdivision Ordinamce, and
furkher, that the two bodies had agreed to the following:
(1) Page 8, Section B, SUbsection 2 - Ail pipe installed in connection with the
construction of streets shall be reinforced concrete (add) e..xcept in such
cases wh.ere special conditions exist, permission may be ~i~en~ by the Co_~
~ Commission for the use of other materials.
(2) Page 8 - Section B, Subsection 1 - The 30 foot width for surfacing to be
left as is.
Mr. Walter Fowler appeared in this regard and discussed at length his opinion that the County should hold
out for the twenty foot surfacing. Mr2 Fowler's main argument seemed to be for the preservation of self-
government. After discussion, motion was offered by Mr. Thraves, seconded by Mr. Harris, and unanimously
adopted, accepting the recommendatiors of the Planning Commission as presented by Mr. Johnson. The Common.
wealth's Attorney asked that the~ City be notified of the Board's action and also stated that he would
report on a paralleling ordinance at the next regular meeting.
Mr. H. W. Runkle, Resident Highway Engineer, reported that Orange County had recommended the
acceptance into the Secondary System of its portion of Route 777. On motion of Mr. Harris, seconded by
Mr. Garnett, action on this road was deferred Pending f~_rther .investigation by ~r. Runkle and Mr. Thraves
Mr. Runkle also appeared regarding the selection of a highway project to be constructed from
Federal Aid Secondary funds acrued and/or accruing to this County. On Motion Of ~r. Harris, seconded by
Mr. Garnett, the following resolution was unanimouEly adopted:
WHEREAS, after due~consideration and upon the recommendations of the
said Resident Engineer, it is the sense of this Board that Route 601, between
1 Mi. E. of Ins. of Rt. 665 and 2 Mi. E. of Int. of Rt. 665, including the b~dge
over Moorman,s River, is inadequate for the present day traffic and is the most
needed project on the Secondary System in this County after the construction of
those pro jects previously selected.
NON, THEREFORE, BE IT RESOLVED that this Board of Supervisors requests
the Department of Highways to take the necessary steps to have the project, as
described above, constructed and/or reconstructed as a Federal Aid Secondary
Project from funds accrued and/or accruing to Albemarle County, as soon as is
financially feasible after the financing of those projects previously selected.
With regard to pending request on Lester Drive in Arlington Heights Subdivision, Mr. Runkle ad-
vised that due to weather conditions, the road had not been completed to the point where it could be recoE
mended for acceptance. The County Executive advised that he would writerthe petitioners regarding this
matter o
Reports of the Department of Finance, Sheriff's Office and Office of the Commonwealth's Atto~ne
for the month of April, 1958, were presented, examined and on motion of Mr. Smith, seconded by Mr. Garnet~
were approved and ordered filed.

Reports of the Department of Public ~elfare for the month of April, 1958, were presented in
accordance with Section 63-67,1 and ~63-67~2 of the Code of Virginia.
Report of the County Executive for the month of April, 1958, was presented, approved, and
ordered filed.
Communication was received from the Commission of Game and Inland Fisheries advising that by
Act of the General Assembly, permissive legislation was enacted authorizing the counties of the State
to take over dog inspection and dog law enforcement activities. This matter was discussed but no action
was taken.
The commonwealth's Attorney reported that he has been working with the City Attorney on the
proposed Recordation Tax Ordinance and requested that the same be placed on the June docket.
The Director of Finance requested the exoneration of 1956 and 1957 real estate tax in the name
of James, Edgar and Henry Douglas. He stated that this property was purchased for the Holy Trinity Chur~ h
and ta~t the time of transfer, decree ordering tax exoneration was overlooked. The total amount of tax
involved is in the amo~mut of $0.84. Sn motion of Mr. Garnett, seconded by Mr. Sutherland, the Following
resolution was unanimously adopted:
BE IT RESOLVED by the Board of Supervisors of Albemarle County, Virginia,
that the Director of Finance be and is hereby directed to exonerate 1956 and 1957
real estate tax in the name of James, Edgar and Henry Douglas, the amount of tax for
each year being in the sum of $0.Z2, due to the fact that said property was puzchased
for the Holy Trinity Church which is tax-exempt.
The Director of Finance also requested refund of taxes in the amount of $3.38 to Sadie B.
Mahanes to correct error in crediting tax of H. G. Mahanes. On motion of Mr. Sutherland, seconded by Mr.
Garnett, this request was approved.
Communication was received from the State Compensation Board advising that increazes in salarie
in the Sheriff's Office were approved in accordance with request of this Board.
On motion of Mr. Garnett, seconded by Mr. Thraves, rules with regard to second readings were
suspended, and the following resolution unanimously adopted:
BE IT RESOLVED by the Board of County Supervisors of Albemarle County,
Virginia, that $74,267.48 be and is hereby appropriated for operating expenses of
She School Board for the month of June, 1958.
~he proposed budget of the Charlottesville-Albemarle Public Library in the total sum of
$12,515.96 (County's Share~ for the year 1958-59 was presented s~ud on motion of Mr. Harris, seconded by
Mr. Thraves, was approved unanimouwly.
The Chairman requested that the Sanitation Ordinance Committee mare report at the next regular
meeting.
Mrl Garnett advised the Board that the Committee on Water Sheds wished the Board's endorsement
of i~s application for water shed project in Albemarle County. On motion of Nr. Garnett, seconded by Mr.
Suth~rland, and unanimously carried, the Chairman and Clerk were authorized to sign the application for
said water sheds on behalf of this Board.
Claim against the Dog Tax Fund was received from Dr. E, D. Davis for one sheep killed by dogs.
On motion of Mr. Sutherland, seconded by Mr. Harris, Dr. Davis was allowed $30.00 for this sheep.
On motion of Nr. Thraves, seconded by Er. Harris, the Board adjourned for an executive session
regarding the acquisition of land.
Claims against the County amounting to $~81,744.30 were presented, examined, and allowed, and
certified to the Director of Finance for payment and charged against the following funds:

Officers present: County Executive and Commonwealth's Attorney.
~. Gilbert Campbell, Chairman of the Highway Committee of the Chamber of Commerce, appeared
before the meeting and gave the background concerning the Route 250 Interstate Highway. He advise8 tha'
a comparative study had been made with Route 60 and that such study revealed Route~250 to be the proper
location for this portion of the Interstate System. However, other interest had appeared and another
study was now under way to route the Interstate System by and Roanoke. ~r. Campbell pre-
sented a resolution which had been adopted by the Highway Committee of the Chamber of Commerce and re-
quested that the two governing bodies give approval to same. After discussion, and upon motion by Mr.
Smith, seconded by Mr. C~arnett, the following resolution was unanimously adopted:
WHEREA~S, the Virginia Department of Highways, the Federal Bureau of Public
Roads and United States Department of Defense, after years of planning and study,
have selected the locations of interstate and defense highways in Virginia; and
WHEREAS, the U. S. Highway 250 has been selected as the proper location of
the East-West Interstate Highway from Richmond to intersect with U. S. Highway ll,
another interstate highway, in the vicinity of Staunton, an~
-¥ WHEREAS, competent consulting engineers have concurred in the decision
that U. S. 250 is the logical location for such interstate highway, and
