at the Office Building of said County on the 19th day of November, 1958.

The meeting opened with the Lord's Prayer let by Nrc N. N. Pence~
Ninutes of the meetings of October 15 and October 22, 1958, were read and approved°
The request of Orchard Acres, Inco for inclusion of Orchard Drive and Pe~ch Tree Drive in the
Secondary System was again hrought before the Board. Due to the fact that some question remained as to
the fifty per cent completion being met, the County Executive was directed to contact Nr. Amos Sweet and
request that he ~e present at the next meeting regarding this matter and action thereon was deferred
tro~til that time.
Communications were received from the Virginia Department of Highways advising that the
following sections of roads had been accepted into the Secondary System of highways as requested by this
Board:
(1) Beginning at the intersection of Route 743 and extending in a westerly
direction for 0.76 mile to dead end.
(2) From Route 691 south on High Street to Nyrtle Street, thence east on
Nyrtle Street 600 feet to ~ead end.
Petition was received requesting inclusion into the Secondary System of road beginning at
~. H. Crier mail box on Route 602 and ending at oak tree .4 mile from Route 601 on property owned by G.A
Glad, mini and J. Ho Crier. On motion of Nr. Garnett, seconded by Nr. Harris, it was ordered that this
request be referred to Viewers.
A request was received from the Greenbrier Corporation for inclusion in the Secondary System
of certain streets in Greenbrier Subdivision and Section VI of Rutledge Subdivision. Nr. H. ~. Runkle,
Resident Engineer, advised that said streets had been brought up to standards of the Highway Department.
On motion of ~r. Garnett, seconded by ~r. Thraves~ the following resolution was unanimdusly adopted:

Section VI of Rutledge Subdivision have been completed in accordance with standards
and specifications of the Virginia Department of Highways~
NO~ THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Albemarle County~ Virginia, that the Virginia Department of Highways be and is hereby
requested to accept into the Secondary System of Highways the following:
Brandy Wine Drive in the Rutledge Subdivision from its intersection
with Essex~Road to interse6tion with Yo~ To~a~ Drive~ a distance of 1300 feet.
~50 foot right of way with drainage easement dedicated and recorded in Deed Book
333 page 329 in the office of the Clerk of the Circuit Court).
York Town Drive from its intersection with Brandy~Wine Drive to its
intersection with Greenbrier Drive, a distance of approximately 340 feet.
(60 foot right of way with drainage easement dedicated and recorded in Deed Book
333, page 330 in the office of the Clerk of the Circuit Court).
Greenbrier Drive in Greenbrier Subdivision to Tarleton Drive, a dis-
tance of approximately 2~250 feet. (60 foo~ right of way along with drainage
easement dedicated and recorded in Deed Book 333, page ~30 in the office of the
Cler~ of the Circuit Court).
Tarleton Drive from its intersection with Greenbrier Drive to its
Second intersection with Greenbrier Drive, a distance of approximately 3,280
feet. (50 foot right of way with drainage easement dedicated and recorded in
Deed Book 3~5, page 331 in the office of the Clerk of the Circuit Court).
Thence along Greenbrier D~ive to its intersection with State Route No~
631, a distance of approximately 370 feet. (60 foot right of way with drainage
easement dedicated and recorded in Deed Book 3~2, page 78 in the office of the
Clerk of the Circuit Court~.
Nr. Eo L. Knight appeared and requested addition to the Secondary Sy~te~ of a section of Holmes
On motion by Er. Smith, seconded by Nr. Garnett, the following
Avenue in Albemarle Homes Subdivision.
resolution was ~uanimous!y adopted:
V~ER~AS~ that.~Section of Holmes Avenue in Albemarle Homes Subdivision
from the present corporate limits of the City of Charlottesville running in a
northeasterly direction to its present termini, a distance of approximately ~9
fee% has been completed in accordance with standards and specifications of the
Virginia Department of Highways,
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Albemarle County, Virginia, that the Virginia Departmen% of Highways be and is
hereby requested to accept the ahove mentioned street into the Secondary System
of Highv~ys
BE IT FURTHER RESOLVED that the Virginia Department of Highways be and
is hereby guaranteed a 50 foot unobstructed right of way along this requested ad-
dition, the same having been dedicated along with drainage easem~ni and recorded
in Deed Book 336, page 25 in the office of the Clerk of the Circuit Court.
Petition was received requesting inclusion in the Secondary System of Orchard Roa~ in the
liberty hills section of Bellair Subdivision. Mr. Runkle advised that this road had been completed in
accordance with specifications of the Highway Department. On motion, of ~6r. Smith, seconded by ~[r.
Sutherland, the following resolution was unanimously adopted:

from Deer Path Road to its D=es~nt~:~d~-~at cztl-de-sac~ a distance of approximately
2,030 feet, has been completed in accordance with standards and specifications of
the Virginia Department of Highways,
NOW, THERF~ORE, BE IT RESOLVED by the Board of County Supervisors of
Albemarle County, Virginia, that the Virginia Department of Highways be and is
hereby requested to accept the above mentioned street into the Secondary System
of Highways.

is hereby guaranteed a 50 foot unobstructed right of way along ~his requested
addition, the same h~ving been' dedicated a~ong with drainage easement and recorded
in Deed Book 302, page 102 in the office of the Clerk of the Circuit Court.
Request was received for inclusion in the Secondary System an extension of Ridge Street in
Westview Terrace Subdivision. Er. Runkle advised that this street had been completed in accordance with
State specifications. On motion of ~Ir. Thraves, seconded by ~. Sutherlmud, the following resolution was
unanimously adopted:
~EREAS, Ridge Street Extended from the present Corporate Limits of the
City of Charlottesville running in a southerly direction in Westview Terrace
Subdivision to its present end, a distance of approximately 660 feet, has been
completed in accordance with standards and specifications of the Virginia Depart-
ment of Highwmys,
NOW, TP~EREFORE, BE IT RESOLVED by the Board of County Supervisors of
Albemarle County, Virginia, that the Virginia Department of Highwzys be and is
hereby requested to accept the above mentioned street into the Secondary System
of Highways.
BE IT FURTP~R RESOLVED that the Virginia Department of Highways be and

addition, the same having been dedicated along with drainage easement and recerded
in Deed Book 325, page 95 in the office of the Clerk of the Circuit Court.
Mr. Julian Thomas appeared and requested that Route 708 be marked with a center line. He was
advised by ~r. R'makle that this project was plar~aed but would hot be done until Route 708 is completed
Mr. E. M. Frazier appeared with further regard to right of way on extension of Route 621. He
advised that the landowners who had been putting this road in condition for maintenance had been unable
to obtain right of way through the property of Mr. C. W. Phillips. After considerable discussion of this
matter, Mr. Frazidr was requested to appear at the next meeting of the B~ard and the County Exeuutive
was directed to request that Er. Phillips also attend.
Plat was received on lots 8 and 9 in the Woolen Mills Subdivision, said lot facing on Woolen
Mills Road and Chesapeake Street and the plat dividing the same. it was noted that said plat had been
approved by both the County and City Planning Commissions. On motion of Hr. Smith, seconded by Er.
Gannett, the Board authorize5, the Chairman and the Clerk to execute same on behalf of this Board.
Plat was received of Northerly Subdivision as approved by the Comuty and City Pla~ming Com-
missions. On motion of Mr. Thraves, seconded by Mr. Sutherland, said plat' was approved and the Chairman
and Clerk were authorized to sign same on behalf of this Board.
The'Director of Finance submitted statements of expenses of the Department of Finance, the
Sheriff's Office and the Office of the Commonwealth's Attorney for the month of October, 1955. On motion
of Mr. Sutherland, seconded by Mr. Harris, these Statements were e~mmined, verified mad approved.
Statement of Expenses incurred in the maintenance of the County Jail for the month of October,
195~, was submitted along with Sunmary Statement of Prisoner Days. On motion of Mr. Thraves, seconded by
Er. Smith, these Statements were examined, verified and approved.
Mr. Bernard Chamberlain appeared and thanked the Board on behalf of the Historical Sociei~):'fo~
its appropriation of ~150.O0 for the framing of portraits of Presidents ~f~dison and Eonroe to be hung in
the Court House. He also advised that total cost of this project would be in the sum of $220.00 and if
the Board wished to complete this project, an additional appropriation would be required. However, he
stated that if the Board could not see its way clear to make an additional appropriation, the Historical
Society would raise the money.. Mr. Chafi~b~lain extended an invitation to the members of the Board to
attend the unveiling of these portraits at $:00 P.M. on Decmmber 2, 1958. On motion, made by Mr.
Thraves, seconded by Mr. Garnett, rules with regard to second readings were suspended, and the following
resolution unanimously adopted;
BE IT RESUDVED by the Board of County Supervisors of Albemarle County,
Virginia, that $70.00 be and the same is hereby appropriated to complete the cost of framing
of p~rtraits of Presidents Madison and Mor~oe to be hung in the Comuty Co~t Room.
Jail Inspection Report was received from the Department of Welfare and Institutions and on
motion of Mr. Garnett, seconded by ~. Sutherland, was ordered filed.
Claim of the Jail Physician in the amotmt of $17.00 for the mont~ of October, 1955, was pre-
sented and on motion of Mr. Thraves, seconded by Mr. Sutherland, was approv~ £or ~yment.
Representatives of the Soil Conservation Service and members of the Crozet Wzter Committee met
with the Board regarding Beaver Creek Dam in connection with flood control and water storage. ~ne Com-
monwealth's Attorney advised that the Crozet Sanitary District has sufficient authority to purchase land
for water storage but he had not reached any final opinion with reference to the County's authority
and further advised that he had an appointment with the Attorney General on Friday to discuss this matter
After considerable discussion of this matter by those present, action on this matter was deferred.
Miss Carolyn Alsop, Home Demonstration Agent, appeared smd introduced to the Board Mrs. Jean
Echols Wilson, new Asst. Home Demonstration Agent.
Reports of the Department of Public Welfare for the month of October, 1958, were presented in
accordance with Sections 63-67.1 and 63-67.2 of the Code of Virginia.
Report of the County Executive for the month of October, 1955, was presented, approved and
ordered filed.
On motion of Mr. Garnett, seconded by Mr. Sutherland, rules with regard to second readings
were suspended and the following resolution unanimously adopted:
BEITRESOLVED by the Board of County Supervisors of Albemarle County,
Virginia, that $94,627.40 be and the same is hereby appropriated for operating
expenses of the School Board for the month of December, 1955.
Communication was received from Niront Corp. advising that at the suggestion of the Comuty
Executive, valve connections were installed in Niront throughout its wholewater system to permit future
installation of fire hydrants. THe communication further stated that ~iront is willing to buy and in-
stall the hydrants if the County will accppt ownership and assume maintenance of the hydrants. This
matter was discussed at length and on motion of Mr. Harris, seconded by Nr. Sutherland, it was ordered
that the Covmty not require the installation of fire hydrants.
Claim against the Dog Tax Fund was received from Mr. Robert E. Shifflett for onel3~ ewe and
one 150# ewe killed by dogs. On motion of Mr. Harris, seconded by Mr. Sutherland, Mr. Shifflett was
allowed $10.00 for the smaller ewe and $18.00 for the larger ewe.
Claim against the Dog Tax Fund was received from Mr. B. F. D. Runk for one buck lamb and two
ewe lambs killed by dogs. On motion of Mr. Sutherland, seconded by Mr. Harris, Mr. Runk was allowed
$20.O0 for each of these lambs.
Claims against the Dog Tax Fund were received from Mr. E. J. Oglesby for four ewes and three
bucks killedby dogs. On motionof Mr. Harris, seconded by Mr. Sutherland, Mr. Oglesby was allowed
$18.00 for each of the ewes and $15.00 for each of the bucks.
Claim ag~nst the Dog Tax F-~nd was received from Mr. E. R. Sutherland fortwo lambs and one ewe
killed by dogs. On motion of Mr. Harris, seconded by Mr. Sutherland, Mr. Sutherland was allowed $20.00
for the lambs and $18.00 for the ewe.
Claim against tha Dog Tax Fund was received from Mr. R. T. Davis for ~u~ewes killed by dogs.
On motion by Mr. Garnett, seconded by Mr. Thraves, Mr. Davis was allowed $20.00 for each of'these ewes.
Claim against the Dog Tax Fund was received from ~r. ~. Y. Sutherland, Jr. for ~we ewes killed
On motion of Mr. Harris, seconded by Mr. Garnett, Mr. Sutherland was allowed $25.00 for this
by dogs
ewe.
Claim against the Dog Tax Fund was received from Mr. J. A. Hall for three ewes killed by dogs.
On motion of Mr. Harris, ~econded by Mr. Garnett, ~ Hall was allowed ~22.50 for each of these ewes.
Claim against the Dog Tax Fund was received from Mr. Theodora Bleecker for four lambs and eight
ewes killed by dogs. On motion of Mr. ~arris, seconded by Mr. Garnett, ~dr. Bleecker was allowed ~lO.00
for each of the lambs and $20.00 for each of the ewes.
Claim against the Dog Tax Fund was received from ~r. Earl A. Clark for one ewe killed by dogs.
On motion, made by ~ir. Garnett, seconded by Mr. Thraves, Mr. Clark was allowed $20.00 for this ewe.
Report on audit of accounts of the County Court for the £i~ca!~ year:ended June ~0, 195~, was
received from the aUditor of public accounts and was ordered filed.
Con~unication was received from the Crozet Fire Company confirming in writing its request for
additional street lights at Crozet. Authorization for such lights was made at the last regular meeting
of this Board.
Communication was received from Mr. T. O. Scott submitting his resignation as County Agent
effective Becember 31, 1958. On motion, duly made and seconded, the follo~vmng resolutmon was unanmmously~
adopted:
BE IT RESOLVED by the Board of Count7 Supervisors of Albemarle County~
Virginia, that the resignation of Mr. T~ O. Scott as County Agent for the County
of Albemarle be and is hereby accepted with deep regrets, and
BE IT FUR~ER RESOLVED THAt this Board ~oes hereby express to Mr. Scott
its sincere and deep appreciation for the valuable services which he has rendered
to the County over the past thirty-one years. His devotioh to duty and sincere
interest in his field of work will be keenly missed by this Board and the citizens
The Board adjourned to executive session to discuss with Nr. Carson~ District F~mAgent,
the resignation and replacement of Nr. Scott.
Back in open~'~session, the chairman appointed-Mr. Sutherland and Nr. Garnett as a committee to
screen applicants for the position of County Agent with authority to act.
Claims against the County amounting to $218,~89.67, were presented, examined and.allowed, and
certified to the Director of Finance for payment and charged against the following funds:
