A regular meeting of the Board of County Supervisors of Albemarle County, Virginia, was held
at the Office Building of said County on the 21st day of October, 1959.
Present: Messrs. John W. Williams, Edgar N, Garnett, H. Ashby Harris, Edward L. Smith, M. Y.
Sutherland, Jr. and Robert Thraves,
Absent: None.
Officers present: County Executive and Commonwealth's Attorney.
The meeting opened with the Lord's Prayer led by Mr. M. M. Pence.
Minutes of the meetings of September 16 and October 14, 1959, were read and approved.
Petition was received requesting paving of Route 618 from Kidd's Store to 'Woodridge, Virginia.
Mr. H. W. Runkl'e, State Resident Engineer, advised those petitioners present that there were no con-
struction improvement funds available. After considerable discussion of this matter, Mr. Runkle was re-
quested to machine this road although he stated that due to the condition of the road, this wou~d reliev
the situation for only a short time.
-Mr. Lamed Randolph appeared and requested that road into Bellfield School be accepted into
the Secondary System. Mr. Randolph was advised that this road would have to be viewed by viewers and
was given a formal ~pplication for this purpose,
Petition was presented by $~r. C. C. Wsodson, signed by a number of land o~mers, and request-
ing the abandonment of a certain section of Lynchburg Road which was replaceddby the present U. S. Route
29 in 1928 and which has not been used as a road since that time. After due consideration of this re-
quest, the folloWing resolution was offered by Mr. Harris., ~seconded by Mr. Thraves, the following reso-
lution was unanmm~usly adopted:
~EREAS, petition was received from landoWners on that section of
Lynchburg Road from the most-northerly corner of the Williams property to' the
present intersection of the North Garden Road at Cross Roads, requesting aban-
donment of sams, and
WHEREAS, this section of Road was replaced by the present U.S. R°ute
29 in or about 1928 and~ has not been used~ as a road since that time, and
WHEREAS, all property on this road has an entrance to U. S. Route 29,
NOW, THEREFORE, RE IT RESOLVED by the-Board of .County Supervisors of
Albemarle County, Virginia, that the above described section of L~hc ourg Road
be and the same is hereby abandoned, as provided by Section 33-76.21 of the
1950 Code of Virginia, as amended.
Mr. H. W. Runkle, Resident Highway Engineer, presented petition signed by landowners on RoUte
715 from a point ~about .08 miles north of Route 723 and extending ~u a Southeastern direction for .07
mile to dead end, ~iving easement rand right' of way over their lands for the improvement of such section
of road, said improvement having been recommended by viewers and approved by this Board. On motion by
Mr. Harris, seconded by Mr. Suther!and, it was ordered that this petition be recorded in the office of
the Clerk of the Circuit Court in accordance wits .law,
The County Executive called the Board's attention to numerous calls he had received from
residents in Green!eaf Subdivision regarding holes in that section of Rose Hill Drive and Oak Leaf Lane
which lies in the County of Albemarle. He explained that the major portion of these Streets is in the
City of CharlotteSville and has been maintained by that body. Mr. H. W. Runkle, Resident Engineer,
advised that these streets are up to State standards and recommended accepta_nce into the Secondary

BE ET RESOLVED by the Board of Comuty Supervisors of Albemarle County,
Virginia, that the State Department of Highways be and is hereby recommended to
accept into the Secondary System that section of Rose Hill Drive from the p~esent
of Oak Leaf Lane from its intersection with Rose Hill Drive to the present
Corporate Limits of the City of Charlottesville, a total distance of approxi-
mately ~50 feet.
BE IT EURTHER RESOLVED that the State Department of Highways be and
is hereby guaranteed a:~50~fbot:~unobstructed right of way along this requested
addition, including drainage easements, shown in Deed Book 312, page ll, and
De~d'Book 284~ page 103~ in the office of the Clerk of the Circuit Court.
Communication was received from the Department of Highways advising that as requested by reso-
lution of this Board dated August 19, 1959, .Route 621 beginning at end of present maintenznce and extend-
ing in a southeasterly direction for 0.60 mile was accepted into the Secondary System.
Communication was received from. Greenbrier Corporation request~_ug acceptance int~o the Secondary
System of that section of Banbury Street which lies within Section III of Greenbrier Subdivision. Mr.
RunkIe advised that the ditches in this section do not meet State specifications and action on this
matter~ was deferred.
On motion of ~r. Sutherland, seconded by Mr. Thraves, Statements of Expenses of the Department
of Finance, the Sheriff's Office and the Office of the Commonwealth's Attorney for the month of September
1959, were e~mmined, verified and approved.
Statement of Expenses incurred in the maintenance of the County Jail was submitted along with
Summary Statement of Prisoner Days for the month of September, 1959. On motion of Mr. Thraves ~ seconded
by ~r. Harris, these Statements were examined, verified and approved.
Reports on inspection of the County Jail were received from the Department of Welfare and
Institutions and on motion of Mr. Garnett, seconded by Mr. Smith, were received and ordered filed.
Reports of the Department of Public Welfare for the month of September, !959, were presented
in accordance with Sections 63-67.1 and 63.67.2 of the Code of Virginia and were approved. On motion
of Mr. Thraves, seconded by Mr. Harris, it was ordered that the Department of Public Welfare furnish each
Board member with a copy of those persons receiving welfare assistance in their respective districts in
order that the same might be reviewed by this Board.
Claim of the University of Virginia Hospital in the amount of $6~7.50, of which one-half is re~
imbursable by the State, was received and on motion of ~. Harris, seconded by Mr. Garnett, was approved
for payment.
Report of the County Executive for the month of September, 1959, was presented, approved and
ordered fi!e~.
On motion of Mr. Sutherland, seconded by Mr. Harris, rules with regard to second readings were
suspended and the following resolution nnanimously adopted:
BE IT RESOLVED by the Board of Sapervisors of Albemarle County, Virginia,
that the following appropriations be and the same are hereby made for the month of
November, 1959, from the funds and for the functions or purposes indicated:

Communication was received from the State Compensation Board advising that subject to con-
eurrence by this Board, .request for an additional allowance of $898.28 for repairs to office furniture
and equipment was approved for the office of the Director of Finance. On motion of ~Ir. Garnett,
BE IT RESOLVED by the Board of C0unty Supervisors of Albemar.!e County,
Virginia, that $898.28 be and is hereby appropriated as additional allowance for
repairs to office furniture and equipment of the Department of Finance, and
BE IT FURTHER RESOLVED that the State Compensation' Board be and is
hereby requested to participate in its proportionate share of this additional
allowance.
Notices were received from the State Corporation Commission of public hearing to be held on
November 23, 1959, on proposal to change station hours of the Chesapeake and Ohio RailWay Company at
Keswick, Troy, Greenwood and Afton statio~s.
Communication was received from Mr. Webb Midyette, Chief of Law Enforcemen~ Division, Commiss~o
of Game and Inland Fisheries, advising that his department would be unable to assist Albemarle County
in an effort to check all dogs in the county for tags until the hunting, fishing and trappLng pressure
is s~'ack, which would be some time in the spring.
The Board was advised that Mr. Bruce Penn, who lives on Route 618, and whose property was partl
in Albemarle County and partly in Fluvanna County, desired to be assessed wholly by one county or the
other. It was brought out that Mr. Penn's dwelling and about two-thirds of this property were situated
in Albemarle County. After considerable discussion of this matter, the County Executive was directed to
write Mr. Penn, with a copy going to the Clerk of Fluvanna County Board of Supervisors, in an effort to
see if this property could be assessed wholly in Albemarle or Fluvanna County.
Communication was received from the National Bank and Trust Company requesting substitution
in certain securities held in escrow to secure the County's account in said bank. On motion of Mr.
Smith, seconded by Mr. Sutherland, the following resolution was umafiimously adopted:
~FEREAS, the National Bank and Trust Company of Charlottesville,
Depository, has requested the substitution of certain securities held by the
State,Planters Bank of Commerce and Trusts, EscrOw Agent, in accordance with
Escrow Agreement be and between 'the National Bank and Trust Company, the
'State-Planters Bank of Commerce and Trusts, M. M, Pence,. Director of Finance
of Albemarle County, and the Board of Supervisors of Albemarle County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors
of Albemarle County, Virginia, that the National Bank and Trust Company be and
is hereby authorized to pledge the following securities:
$20o,o0o.o0 u. s. Bonds, due 2/15/6 .
AND, upon th~ pledge and delivery of the foregoing, the State-Planters Bank of
Commerce and Trusts is hereby authorized to release the following:
$200,000.00 U.S. Certificate of Indebtedness,
3-3/8%, due 11/15/59.
BE IT FURTHER RESOLVED that copies of this resolution be forwarded to
the National Bank and Trust Company and to the State-Planters Bank of Commerce
t~ar~ Trusts.
Claim against the DoE Tax Fund was received from Mr. John Anderson for eight hens and one
rooster killed by dogs. On motion of Mr. Harris, seconded by Mr. Sutherland, Mr. Anderson was allowed
$1.00 for each of these hens and $0.50 for the rooster.
Claim against the Dog Tax F~nd was r~ceived from ~ro E. D. Davis for one ewe killed by dogs.
On motion of Mr. Sutherland, seconded by Mr. Garnett, Dr. Davis was allowed $17,00 for this ewe.
Claim against the Dog Tax Fund was received from Mr. Russell Davis for two ewes and four lambs
killed by dogs. On motion of Mr. HarriS, seconded by M~. Sutherland, Mr. Davis was all~wed $15.00 for
each of the ewes and $0.20 pe~ pound for the lambs.
Claim against the Dog Tax Fund. was received from Dr. H. C. Chase for one buck lamb killed by
dogs. On motion of Mr. Harris, seconded by Mr. Sutherland, Dr. Chase was allowed $22.00 for this lamb.

these sheep.
At 1!:00 A.M. the Chairman called for bids for the construction of approximately ~000 feet
of 8" water line in Crozet in accordance with notice published in the Daily Progress on October 13,
1959. The following bids were received and read:

After receiving the above bids, motion was offered by Mr. Garnett, seconded by Mr. Smith, and unanimousl
carried referring same to the engineer and the CroZet Water Committee for tabulation and the County
Executive was authorized to award the contract for this project to the successful bidder.
Representatives of Travelers Insurance Company appeared and explained to the Board terms and~
conditiOns of contract for g~uup insurance for County employees. After due consideration of this matter
the following resolution was offered by Mr. Garnett, seconded by Nr. Sutherland, and unanimously
adapted:
BE IT RESOLVED by the Board of County Supervisors of Albemarle County,
Virginia, that this Board negotiate with Travelers Insurance Company for group
life, hospitalization and major medical insurance on County employees as pro-
vi~ed by Section 51-I14 of the 1950 Code of Virginia, as amended.
On motion of Mr. Sutherla~hd, seconded by Mr. Garnett, the following resolution was unanimously
adopted:
BE IT RESOLVED by the Board of County Supervisors of Albemarle County,
Virginia, that it does hereby express its appreciation for the aid rendered during
the recent tornado disaster to the American Red Cross for the several thousand
dollars spent by them and the services rendered by the Civil Defense, the National
Guards, the various fire organizations and such other groups that participated in
the helping of those victims.
Claims against the County amounting to $291,944.76 were presented, e×amined, and allowed~ and
