Co~auty on the 19th day of March, 1960.
Present: N~ssrs. John W~ Williams, Edgar N. Garnett, H. Ashby Harris~ George C. Palmer~ II,
~ Y. Sutherland, Jr. and Robert Thraves.
Absent: None.
Officers present: County Executive and Commonwealth's Attorney.
The meeting opened with the Lord's Prayer led by Nr. ~. N. Pence.
Ei~utes of the meetings of February 17, February 23 and February 29, 1960, were read and ~o~
proved.
Communication was received from the Virginia Department of nzohways advising that consideratio~
would be given to this Board's request for allocation of primary funds for the improvement of Route 53
across Montzce_lo Mountain at the next meeting of the Highway Commission.
Commuuication was received from the Virginia Department of Highways advising that the follow~
ing addition to the Secondary System wa~ approved effective February 2~, 1960:
Beginning at a point on Route 715, 0.$0 mi. north of Route 723, thence in a south-
eastern direction to dead end. Length - 0.70 mileo
Plat was received as prepared by Mr~ WilliamsS~ Roudabush on additions and revisions of Blocks
E, F~' and G~ Northfields Subdivision, which had been approved by the City and County Planning Comnission~e
On motion of Nr. Thraves, seconded by Mr. Palmer, th~s plat was approved and the Chairman and Clerk were
authorized to sign same on behalf of this Board°
Plat was received as prepared by Mr. William S. Roudabush on the redivision of lots I and 2,
Block l, Section 3~ of the Neadows Subdivisibn, which had been approved by the City and County Planning
Commissions. On motion of Mr. Sutherland, seconded by Mr. Thraves, this plat was approved and the
Chairman ~ud Cleric were authorized to sign same on behalf of this Board.
Statements of Expenses of the Department of Finance, the Sheriff's Office, and the Office of
the Commonwealth's Attorney for the month of February, 1960, were presented, and on motion of Mr. Garnet~
seconded by Nr. Palmer, were examined, verified and approved~
Statement of Expenses incurred in the maintenance of the County Jail was submitted along with
Summary Statement of Prisoner Days for the month of February, 1960. On motion of Mr. Sutherland,
seconded by Nr. Garnett.~ these Statements were examined, verified and approved.
Reports of the Department of Public Welfare for the month of February~ 1960, were presented
in accordance with Sections 63~67.1 and 63-67.2 of the Code of Virginia, and on motion of ~r. Sutherland
seconded by Nrc Thraves, were approved.
Claim of the University of Virginia Hospital in the amount of $1~720.50, of which one-half is
reimbursable hy the State~ was presented and on motion of Mr° Harris, seconded by Mr. Sutherland, was
approved for payment.
Report of the County Executive for the month of February, 1960~ was presented, .and on motion of
Mr. Palmer, seconded by Mr. Garnett, was approved for payment°
On motion of Nrc Harris, seconded by Nr. Sutherland~ rules with regard to second reading were
suspended, and the follow'n_ - g resolution unanimously adopted:

The Chairman recommended the appointment of Nr. William Smith of the Rivanna District to serve
on the EqualiZation Board for 1960. On m6tion of Mr. Palmer, seconded by Mr. Harris~ and unanimously
carried, Mr. William Smith was appointed as a member of the Equalization Board for the year 1960.
The Coomty Executive advised that his attention had been called to the problem of damage
caused by BB guns and rifles in subdivisions and had discussed the possibility of andordinance prohibiti:
same v~lth the Commonwealth's Attorney. The Commonwea!th~s Attorney advised that in his opinion, the

Notice was received from the Railway Express Agency advising of State Corporation Commission
Hearing on April 5, 1960, for application of said agency to discontinue its agency at Covesvilleo No
action was taken on this matter~
The following report was received from the Committee on the Beaver Creek Dam Project:
"Your comaittee appointed regards the Beaver Creek Dam Project begs to advise that
the initial draft of the subject project has been received.
After a cursory study of the plan~ the committee feels that the initial draft plan
should be approved in general by the Board of Supervisors as the sponsor of the
~roject. This approval is necessary prior to preparation of the final draft of the
plan. Consequently, it is recommended that the following resolution be adopted:
BE iT RESOLVED by the Board of Supervisors of Albemarle County~
Virginia, that Watershed Protection (PoL.566) ~ Beaver Creek
Watershed Work Plan Draft be and the same is hereby approved
in general.

The County Executive recommended the adoption of the foregoing resolution with the addition of "and that
the Soil Conservation Service be requested to proceed with preparation of final plans.~ On motion of
~r~ Palmer, seconded by Nr. Garnett, the following resolution was unanimously adopted:
BE IT RESOLVED by the Board of Supervisors of Albemarle County, Virginia,
that Watershed Pro~ection (P.L.566) - Beaver Creek Watershed Work Plan Draft be and
the same is hereby approved in genera], and that the Soil Conservation Service be re-
quested to proceed with preparation of final p~ns.
In connection with the for~ping, the Baard~s attention was also called to Public Hearing of the Thomas
Jeffersoh Soil Conservation District Board on Narch 30, 1960, at IO:00A.E~ in the Board Room.
Report of the S.P.CoA. for the months of January and February, 1960, was presented and dis~
cussed.
The following resolution was received from the School Board:
"BE IT RESOLVED by the County School Board of Albemarle Co~mty, Virginia,
a~ follows:
I, it is hereby determined that it is necdssary .and expedient that the
County School Board of Albemarle County contract to borrow money, pursuant to
Chapter 19.2 of the Code of Virginia, 1950, as amended, from the Virginia Supple-
mental Retirement System in the amount of Seven Hundred Thousand DOllars ($700~000.00)
in order to construct schools in Albemarle County, Virginia at Ivy, Esmont,
Cismont, Albemarle High School, Crozet, Greenwood, Red Hill~ Broadus Wood, Neri~
wether Lewis and Stony Point. Such borrowing~ if any, shall be evidenced by
negotiable bonds in the denomination of $1,000.00 each, issued by this School
Board in the name of Albemarle County. As maybe agreed upon by this School Board
and the Board of Trustees of the Virginia Supplemental Retirement System, the bonds
(a) may be in coupon or registered form, or both~ (.b) shall bear interest at a rate
or rates as agreed upon~ not exceeding six per Centum (6%) per armum, payable semi-
annually, (c) shall be serial bonds with maturities and amounts as agreed ~oon, but
the first maturity date shall not be longer than two years from the date of such
bonds, and the maximum maturity date shall not be longer than thirty years from the
date of such bonds, and (d) shall be pa~ble as to principal an5. interest at such
place or places of payment as agreed upon,
2. In the evend that this School Board borrows the said sum of Seven
Hundred Thousand Dollars (~700~000o00) in the manner provided for in paragraph 1
hereof, a tax shall be levied and collected annually, at the same time and in the
same manner as other taxes of the County are assessed, levied and collected, upon
all locally taxable property within said County over and above all other taxes
authorized or limited by law, sufficient to pay the principal and interest, as the
same respectively become due and payable, on any bonds issued pursuant to paragraph
I hereof.
3. A copy of this resolution, certified by the Clerk of this School Board~
shall be presented by said Clerk to the Board of Supervisors of Albemarle County,
Virginia, for its approval or rejection. If this resolution is approved by said
Board of Supervisors, the Clerk of this School Board sb~ll present a copy of this
resolution~ certified by him, together with evidence of approval thereof by the
Board of Supervisors of Albemarle County, Virginia, to the Board of Trustees of the
Virginia Supplemental Retirement System for their consideration~ and this School
Board may then endeavor to negotiate an agreement with the said Board of Trustees
for the borrowing of such money."
On motion of Er. Palmer, seconded by Mr. Garnett, the following resolution was offered and
adopted by the following vote: Ayes: Messrs. Wi!liams, Garnett, Harris, Palmer~ Suther!and, and %b~aves
Noes: None.
BE IT RESOLVED by %he Board of Supervisors of Albemarle County, Virginia:
1. The reso!u~ion of the County School Board of Albemarle County, Vir~
ginia, adopted, on the 10th day o£ March, 19~0~ a certified copyof which is attached.

System.
Claim was received from the G~eral Adjustment Bureau, inc, on behalf of Helen and Alfred
De~iilia for two ewes killed by dogs on October 9, 1958 and ~n December 21, 1955. On motion of Nr. Gar-
nett~ seconded by Er. Sutherland, said claim was denied due to the fact t_hat it was not submitted to thi~
Board of consideration within ninety ~ays from date of damage.
Claim against the Dog Tax F~nd was received from E~ma Frances Baber for t.hree geese killed by
On motion of ~r. ~rris, seconded by Nr. Thraves, ~rs. Baber was allowed ~o00 for each of these
dogs°

Claim against the Dog Tax F~ud was received from Fred Lo Ivory for three roosters claimed to
have been killed by dogs. On motion of Nr. Harris, seconded by Nr. Sut~erland~ this claim was denied
on the basis of lack of evidence~
Claim against the Dog Tax Fund was received from Nr. Anderson Wood for one lamb killed by
dogs. On motion of Nr. Sutherland~ seconded by ~r. Harris, Er. Wood was allowed ~12.00 for this lamb.
Claim against the Dog Tax F~nd was received from Nr~ Robert B. Sweeney for one ewe killed by
dogs. On motion of Nr. Sutherland, seconded by Nrc Harris~ Er.~ Sween~y was allowed $20.00 for this ewe.
Claim against the Dog Tax Fund was received from Nrs. Elizabeth Sweeney for one turkey killed.

sow killed by dogs. On motion of Nr. Harris~ seconded by Mro Sutherland, ~i~r. Nahanes was allowed $10o00

The following statement was formally made by Mr. Tbraves:
"The City of C_harlottssville has filed a suit against us in which it proposes to take
from Albemarle County some of its most valUable properties~ This Board has been made
the defendant.
I move that we act without delay to marshal our defense~ and in addition to th~ attor~
and give them an opportunity to be heard before the court which will be appointed to
sit in ~uagm nt on this matter of annexatioh by the City of Charlottesville of Albe-
marle County properties.
I have prepared a list of names of representative~citizens of Rivanna District by
precincts who will testify and I move that each member of our Board do likewise in
his district.
Our Commonwealth Attorney (if he cares to take part in the Comnty's defense) can
direct the testimony of the various districts. If not~ I ask that we employ a local
attorney for this pu~pose~"
After discussion of the foregoing, motion was made by Mr~ Garnett, Seconded by Nr. Palmer, and unani-
mousiy carried, that this matter be referred to the Co~uty's attorneys for advice.
The following resolution was presented to Ur. William L~ Maupin and ordered spread in the
minutes of this meeting:
~HEREAS, ~illiam L. Naupin has labored long and faitkfully as one of the
outstanding Clerks of the Circuit Courts of the Commonwealth of Virginia;
WH~EAS, the services of Wil!iam L. Naupin to the Comuty of Albemarle
have been too numerous to enumerate during the past forty-three years~ but include
amon~ many other outstanding services as Clerk to the Board of Supervisors from 1916
to 1934 and as either Deputy Clerk or Clerk of the Albemarle Co~ty Cimcuit Court
from 1916 to 1959;
~i~i~EAS~ it is fitting and proper that we should recognize such untiring
labors and selfless devotion to the County of Albemarle; now therefore be it
RESOLVED~ by the Albemarle Board of County Supervisors that we hereby
