at the Office Building of said County on the 20th day of April, 1960.
Present: Messrs. John W. Williams, Edgar N. Garnett, H. Ashby Harris, George C. Palmer,'II.,
M. Y. Suther!and, Jr.~ and Robert Thraves.

The meeting opened with the Lord's Prayer led by Mr, M. Y. Suther!and, Jr.
Minutes of the meeting of March-19, 1960, were read and approved.
Mr. William L, Maupin appeared and expressed his appreciation to the Board for-the resolution
presented to him at the last regular meeting. ~
Petition was received requesting inclusion into the Secondary System .3 mile of road off of
State Route 685 at Keswick. This petition wes ordered~.referred to Road Viewers.~ at their next armua!
meeting and the petitioners were so advised.
Several citizens appeared regarding previous request for improvement to Route 618. Mr. Runkl~
Resident Highway, advised that he had not received allocations for the next fiscal year and was ~able
to tell at this time if funds would be available for improvements to this read.
Plat was received on revision of lots 7, 8 and 9, block C, Section 2 of Hession Hills Sub-
division as prepared by Amos R. Sweet and approved by the City~ and County~ Pla.nning Commissions. On
motion of Mr. Thraves, seconded by Mr, Sutherland, this plat was approved and the Chairman and Clerk
were authorized to sign same on behalf of this. Board. .~
Plat was received on revision of Section i of Sunny Fields Subdivision as prepared by William
S. Roudabush, Jr. and approved by the City and County Plamuing Commissions. On motion of Mr. Thraves,
seconded by ~Ir. Sutherland, this plat was approved and the Chairman and Clerk were authorized to sign
same on behalf of ~his Board.
Plat was received on the redivision of lots 7 and 8 and 9 of Seminole Court Subdivision as
prepared by William S. Roudabush, Jr. and approved by the City and County Planning Commissions. On
motion of Mr. Palmer, s~conded by Mr. Garnett, this plat was approved and the Chairman and Clerk were
authorized to sign same on behalf of. this Board.
Plat was received on Section 4 of NOrthfields Subdivision as prepared by William~ S. Roudabush,
Jr. and approved by the City and county Planning commissions. On motion of ~Ir. Garnett, secondec by Mr.
Thra.ves, this plat was approved and the Chairman and .Clerk were authorized to sign same on behalf of
this Board.
Plats were reCeived on Oak Terrace Subdivision and Faulconer Construction CompanY~Shop and
Yard Property adjoining said subdivision as prepared by Amos R. Sweet and approved by the City and
County Planning Commission~. On motion of Mr. Harris, seconded by Mr, Garnett, these .plats were ap-
proved and the Chairman and Clerk were authorized to sign same on behalf of this Board.
Mr. Legh Walker appea~ed and requested that the Board give consideration to plans for the
coming hunting season with r~gard to deer hunting, particularly on the south side of the county. Mr.
Walker was advised that the Board planned to do everything possible to see that the present laws are
enforced.
Statements of Expenses of the Department of Finance, 'the Sheriff's Office, and the Office of
the Commonwealth's Attorney for the month of March, 1960, were presented, and on motion of Mr. Thraves,
seconded by Mr. Palmer, were examined, verified and approved.
Statement of Expenses incurred in the maintenance of the County Jail was submitted along with
Summary. Statement Of Prisoner Days for the month of March, 1960. On motion of Mr. Sutherland, seconded
by Mr. Harris, these Statements were examined, verified and approved.
Reports of the Department of Public ~elfare for the month of March, 1960, were presented in
accordance with Sections 63-67.1 and 63-67.2 of the Code of Virginia.
Claim of the University of Virginia Hospital in the amo~ut of $1,443.00, of which one-half is
reimbursable by the State, was presented and ~on motion of Mr. ThraEes, seconded by Mr. Palmer, was
approved for payment.
Report of the County Executive for the month of March, 1960, w, ere presented and on motion,
duly made and seconded, was approved and ordered filed.
On motion of Mr. Harris, seconded by Mr. Thraves, rules with regard to second-reading were
suspended, and the following resolution unanimously adopted:
BE IT RESOLVED by the Board of Supervisors-of Albemarle County, Virginia,
that the following appropriations be and the same hereby are made for the month of

The following resolution of the Treasury Board of the State of Virginia, as adopted by that
Board on April 8, 1960, was received:
"BE IT RESOLVED BY THE TREASURY BOARD OF THE STATE OF VIRGINIA:
1. Pursuant to Chapter 1.9.2 of Title 15 of the Code of Virginia and
the resolution of the Board of Trustees of the Virginia Supplemental Retirement
System heretofore adopted on the four~eenthday of March, 1960, pursuant to the
previsions of Section 15-111.24(b) of the Code of Virginia of 1950, the Virgimia
Supplemental Retirement System shall purchase Seven Hundred Thousand ($700.000)
~School Bondm of Albemarle County, Virginia, at par and accrued interest.
2. Said bonds shall be in coupon form without provision for registra-
tion.
3. The principal of and interest on said bonds shall be payable at
State-Planters Bank of Commerce and Trusts in Richmond, Virginia, or, at the
.option of the holder thereof, at National Bank and TrUst Company, Charlottesville,
Virgihia.
~. Said bonds shall be dated May !, 1960, shall be in the denomination
of $1,000 each, shall be numbered from 1 to 700, inclusive, shall bear interest
at the rate of 3.40 per centum per annum, payable semi-annuallyNovember 1 and
May 1,'and shall mature in n~m~erical order $35,000~bonds on May 1 in each of the
years 1961 to 1980, inclusive.
5. All resolutions or parts of resolutions in conflict herewith are
hereb~ repealed.
6. This resolution shall take effect immediately."
The following resolution of the Shhool Board, as adopted by that Board on April 14, 1960, was
also received:
"BE IT RESOLVED BY THE COUNTY SCHOOL BOARD OF ALBEMARLE COUNTY, VIRGINIA:
(1)~ The resolution of the Treasury Board of the State of Virginia,
'adopted on'the Sth day of April, 1960, certified copy of which is attached hereto
and marked Exhibit A, is hereby agreed to in all respects and the $700,000.00
Schoo~ Bonds of Albemarle Countyreferred. to in.said resolution shall be issued
in conformity~with the provisi6n ofsaidreso!ntion.
(2) A certified copy oS this resolution, having a certified copy of
said resolution of the Treasttry Board of the Stateof Virginia attached, shall be
presented to the Board of Supervisors of Albemarle County for its approval.
(3) All resolutions or parts ofresolutions~in conflict herewith are
hereby~repealed.
(4) This resolution shall take effect immediately."
After ~eceiving the foregoing resolutions from the ~Treasury Board and the School Board, the
following resolution was offered by Mr. Garnett, seconded by Mr, Palmer, and adopted~y the following
recorded vote: -~ Ayes: Messrs. Williams, Garnett, Harris, Palmer, Sutherland, and Thhaves. Nays:
None:
BE IT RESOLVED BY THE BOARD OF SUPERVISORS O~ALBE~RLE COL~ITY VIRGINIA:
(1) The resolution of the County School Board of Albemarle County,
Virgim~a, adopted on the~14th day of April, 1960, certified copy of which is
attached hereto, and the resolution of the Treasury Board of the State of Virginia,
.~dopted on the 8th day of April, 1960, certified copy of which resolution of said
Treasury Board is attached to the certified copy of said resolution of the County
School Board, are hereby approved in all respects, and the issuance of the $700,000.00
School Bonds of Albemarle County, Virginia, in accordance with the terms of such
resolution, is hereby approved.
(2) All resolutions or parts of resolutions in conflict herewith are hereby
repealed.
Communication was received from the Department of Conservation and Economic Development en-
closing outline of proposed .program in connection with preparation of land use map for Albemarle County..
An estimate~' for preparation of a base map was aleo presented in the amount of $356.00 less one-third
for planning $119.00, or a net cost to the County of $237.00. Communication w as received from the
Albemarle County Planning Commission recommending that this Board.~dept the program as outlined.
After discussion of this matter, the following resolution was offered by Mr. Palmer, seconded by Mr.
Harris, and mRanimously adopted:
BE IT RESOLVED by the Board of County Supervisors of Albemarle County,
Virginia,;~this County proceed with the preparation of a land use map for the
County as per the schedule proposed by the Department of Conservation and
Economic Development, an~
BE IT FURTHER RESOLVED that the Albemarle County Planning Commission
be and is hereby requested to assist representatives of the Department of COnse~
vation and EConomic Development in the Pursuit of this project.
Communication was received from the Albemarle County Planning Commission commending the Board
of Supervisors for passing the Trailer Park Ordinance and recommending that law enforcement officers
strictly enforce said ordinance.
RepOrt on audit of accounts of the Albemarle County Court for the fiscal year ended June 30,
1959, was received from the Auditor of Public Accounts and was ordered filed.

The Board was advised that the/cooler in the Court House would have to be replaced du~ to the
fact that the tank on same was leaking and rotting out the floor around same.. On motion ~.f Mr. Garnett,~
seconded by Mr. Harris, rules with regard to second reading were suspended and the following resolution
unanimously adopted:
BE IT RESOLVED by the Board of County Supervisors of Albemarle County,
Virginia, that $300.00 be and the same is hereby appropriated' for the purchase
and installation of a new water cooler in the Albemarle County 6ourt House.
A number o2 communications were received from the Virginia Gas Distribution Corporation with
regard to proposed rate changes and public hearing on same. On motion of 'Mr. Garnett, seconded by Mr.
Palmer, and unanimously carried, it was ordered that this correspondence be filed.
Communication was received from the Charlottesvil~ and Albemarle County Civil War Centennial
Committee requesting that the Board of Supervisors. and the City~Com~cil each appropriate the sum of
$!00.00 to meet necessary expenses, ~ith the understanding that a strict acc~0unt would be kept and that
any surplus not required for such expenses would be returned in equal parts to the ~Supervisors and the
Council. On motion of Mr. Sutherland, seconded bY Mr. Harris,"·rules with regard to second reading were
suspended and the following resolution unanimously adopted:
BE IT RESOLVED by the Board· of County SuperVisors of Albemarle County,
Virginia, that $!00.00 be and the same is hereby appropriated for neEessary ex-
penses of the Charlottesville and Albemarle County Civil War Centennial Committee.
Mr. Palmer, ~eporting for the University Parking Ticket Committee, advised that his committee
had met with the Judge and Clerk of the County Court and with the Chi~ of University Police regarding
follow-up of traffic violations on University Grounds. The committee recommended the employment of Mr.
B. B. Moon at a monthly salary of $50.00, ~b~ect to monthly review, ~to follow-up on unpaid parking
tickets. On motion of~ Mr. Palmer, seconded by Mr. Harris, rules with regard to second reading were
suspended and the following resolution was unanimously adopted:
BE IT RESOLVED by the Board of County Supervisors of Albemarle County,
Virgimia, that $50.00 be appropriated each month, said amount subject to monthly
review, for the employment of Mr. B. B. Moon to pursue the collection of unpaid
parking tickets issued on University grounds.
Pursuant to Sections 15-282(2) and 15-300 of the Code of Virginia, proposed budget for the
ordered that a synopsis of the proposed 1960-61 budget be advertised in the Daily Progress in accordance
with law and May 25, 1960, at 10:00 A.M. in the County Office Building was set as the time and place for
the public hearing on same.
Mr. Robert E. Ryan~ of the Sydnor Pump and Well Company appeared and presented application
for the approval to establish a water system in Albemarle Co,3nty in and about subdivision known as
~oodbrook along with outline of plans for said system. After discUSsion of this application withMr.
Ryan, motion was offered by Mr. Palmer, seconded by Mr. Harris., and unanimously carried, giving pre-
liminary approval'to the foregoing, subject to final approval by the State Health Department.
Claim against the Dog Tax F%u~d was received from Mr. R. H. Marsh for one rooster and one hen
killed by dogs. On motion of Mr. Suther!and, seconded by Mr. Harris, Mr. Marsh was allowed $0.50 for
each of these chickens.
Claim a~ainst the Dog Tax Fuad was received from Leon Dure for one lamb and one ewe killed by
dogs. On motion of Mr. Harris, seconded by Mr. Suthe~land, Mr. D~re was allowed $20.00 for this lamb
and $~8.00 for the ewe.
Claim against the Dog Tax Fund was receiVed from Mr. R. H. Haney for two ewe lambs and one
buck lamb killed by dogs. On motion of Mr. Harris, seconded by Mr. Suthertand, Mr. Haney was allowed
$30.00 for the two ewe lambs and the claim for the buck lamb was denied for lack of sufficient evidence.
Claim against the Dog Tax Fund was received from Renate ToshNoc for one ewe killed by dogs.
On motion of Mr. Harris, seconded by Mr. Sutherland, $22.50 was allowed for this ewe.
Claim against the Dog Tax Fund was received from Mr. R. J. Bates Smith for one b~ll calf
claimed to have been killed by dogs. On motion of Mr. Harris, seconded by Mr. Palmer, this claim was
denied on the basis of insufficient evidence.

On motion of Mr. Sutherland, seconded by Mr. H~is, Mr. Via wa~ allowed $25.00 for these lambs.

killed by dogs. On motion of Mr. Sutherland, seconded by Mr. Harris, Mr. Chilsholm was allowed $18.00
for the ewe and $10.00 for the lamb.
Claim against the Dog Tax Fund was received from Mr. John Thraves forgone pullet and two
ducks killed by dogs and for fifteen pullets missing. On motion of Mr. Sutherland, seconded by Mr.
Harris, Mr. Thraves was allowed $0.90 for the pullet killed and $0.50 for each of the ducks.
Claims against the Co-~uty amounting to $579,082.23 were presented, examined, and allowed and
certified to the Director of Finance for payment and charged against the following funds:
