Office Building at 9:00 A.N. on June 17, 1960, with the following present: Nessrs~ John W~ Williams~
Edgar N~ Garnett, H~ Ashby Harris, George C. Palmer, II~ ~. Y. SUtherland, Jro ~ and Robert Thraves.

The meeting opened with the Lord's Prayer led by Nr~ N~ ~o Pence~
Ninutes of the meetings of April 20, Nay 15 and ~ay 25~ 1960~ were rea~d and approved.
Nr. C. G~ A~len appeared and requested acceptance of certain roads in the Blenaire Subdivision
into the Secondary System. ~r. Ho W. R~makle, Resident Highway Engineer~ advised that these roads had
been completed in accordance with Highway standards and specifications and Nr~ Allen advised that more
than fifty per cent of cOHstruction had also been completed. On motion of Nrc Garnett~ seconded by
Harris~ the following resolution was unanimously adopted:
~EREAS, the following sections of road in Glenaire Subdivision, Albemarle
Co~uuty, Virginia, have been completed in accordance with standards and specifications
of the Virginia Department of. Highways,
NOW, THEREFO.RE, BE IT RESOLVED by the Board of County Supervisors of Albe~
marle Co~anty, Virginia~ that the Virginia Department of Highways be and is hereby
requested to acce~t into the Secondary System of Highways the following sections of
road in Glenaire Subdivision:
Allendale Drive from Route 6~6 to Glenaire Drive, a distance of
2~61~ feet~
GlenaireDrive from Allendale Drive to Route 676~ a distance of
7~ ~.~ feet~
BE IT FURTPF~ RESOLVED that the Virginia Department of Highways be and is
hereby g~aaranteed a 50 foot unobstructed right of way along this requested addition,
the same having been dedicated along with drainage easements and recorded in Deed
Book 326, page 252~ and Dee~ Book 330, page 5~, in the office of the Clerk of the
Circuit Court.
The County Executive advised that he had received word that the proposed work on Route 708 by
the State Highway Department would be charged to the Count?s secondary allotment whereas he had been le~
to believe in conversations with the State Highway Commissioner that said improve~ents would come from
special fun~ ~ ~i~r~-di~,ussion of~this matter, the County Executive was directed to follow up on this
'matter ~
Nr~ O~ R. Randolph appeared with regard to Raymond Road and advised that said road was an
isting lan~ of 20 feet bordered on one side by residents who are willing to give an additional l0 foot
right~of~way and bordered on the other sid~ by land owned by Nr. Nick Bailey. He further advised that in
the event Nr. Bailey should at some future time decide to subdivide his land~ he would be required to giv
a 20 foot right of way~ After discussion of this matter, in which it was brought out that Viewers had
recommended acceptance of said road into the Secondary System when right~of~way was cleared~ Nr. Rmndolph
advised that he wo~d proceed to prepare plat on same~
On motion of Nr. Garnett, seconded by Nr. Harris, the following resolution was unanimously
adopted¢
BE IT RESOLVED by the Board of County Supervisors of Albemarle
Virginia~ that the Virginia Department of Highways be and is hereby requested to
accept into the Secondary System of Highways and to proceed with improvements just
as soon as fuud~ are available the following roads:
(1) That section of Jarman Gap Road~ Crozet, Virginia, extending
in a northwesterly direction for approximately I/2mile.
(2) Road beginning at Route 712 and extending~in.an~rtherlydi~
rection to the property of Charlie Burton~ a distance. Of
approximately 1/5 mile]-when such road has complied with the
recommendations as listed in Viewers~ Report.
Interstate and primary construction allocations for the fiscal year 1960-61 were received from
the State Department of Highways and were ordered filed°
Plat as prepared by ~r~ N. T~ Decker on proposed business site at Sumuyfields and approved
by the City and County Planning Commissions.was received. On motion of Nr. Sutherland~ seconded by Nr.

Nr. Phil Jones appeared and requested the Board to adopt a resolution requesting power eom=
parties in Albamarle Co~uty to keep their rights of way cleared in an effort to prevent forest fires.
After Considerable discussion of this matter, the County Executive was directed to write letters to the
power companies on behalf of this Board with respect to this request, motion being made by Nr. Sutherland
and seconded by Nro Thraves. Also on motion of Nr. Harris, seconded by Nr. Garnett, the matter of
approaching the Forestry Division in an effort to obtain legislation with regard to public utility rights
Mr. Jones also requested that this Board write all colleges and universities in the State of
Virginia with regard to emphasis on educating boys and girls of imagination, perseverance and ingenuity~
After discussion of this matter, the same was taken under advisement on motion of Mr. Garnett, seconded
by Er. Harris.
Statements of Expenses of the Department of Finance, the Sheriff's Office and the Office of
the Commonwealth's Attorney for the month of May, 1960, were presented, and on motion of ~. Sutherland~
seconded by Mr. Harris, were examined~ verified and approved.
Statements of Expenses incurred in the maintenance of the County Jail was submitted along with
$~m~ary Statement of Prisoner Days for the month of May, 1960~ On motion of Mr. Harris~ seconded by
Garnett~ these Statements were examined, verified and approved.
R~port on inspection of the County Jail was received from the Department of Welfare and Insti~
tutions, and on motion of Nr~ Harris, ~i~conded by Mr. Garnett~ was ordered filed.
Reports of the Department of Public Welfare for the month of May, 1960, were presented in
accordance with Sections 63-67.1 and 63-67.2 of the Code of Virginia, and on motion, duly made and
seconded, were accepted and ordered filed.
Communication was received from the Department of Welfare and institutions with regard to
membership of the Welfare Board in Albemarle County. After considerable discussion of this matter~
action thereon was deferred on motion of Mr. Sutherland, seconded by~. Thraves.
Contract for the hospitalization of indigent patients fromAlbemarle County was received from
the University of Virgimia Hospital in the amount of $19.50 per day. On motion of Mr.. Thraves, seconded
by Mr. G~rnett, this contract was approved and the Chairman was authorized to execute same on behalf of
this Board.
Claim of the University of Virginia Hospital in the amount of $906.50, of which one-half is
reimbursable by the'Stat% was presented and on motion of Mr. Thraves, seconded by Mr. Garnett, was ap~
proved for ~a~ent.
Report of the County Executive for the month of May, 1960, was presented, and on motion~ duly
made and seconded, was approved and ordered filed.
Reports on test of weighing and measuring devices in Albemarle County were received from the
Division of Markets of the Department of Agriculto~e and Immigration and were ordered filed.
On motion of Mr. Harris~ seconded by Mr. Thraves~ rules with regard to second reading were
suspended, and the following resolution unanimously adopted:

~om Nr O. R. Randolph proposing to do- the necessary surveying,
preparation of plats~ etc. in connection with the Beaver Creg~ Dam Project~ After discussion of this
proposal, the same was referred to the Beaver Creek Committee for study with Mr. Randolph and the Soil
Conservation Service.
The matter of group life insurance for cotuuty employees under the State Retirement System was
discussed and it was brought out that since all county employees~ with the exception of the Joint Health
Department, are covered ~uder the County's own plan, this County would not be interested in going under
the State plan. However, on motion of Mr. Garnet$~ seconded by Nr. Harris~ ~pproval was given~.~to~par~
ticipation of JOint Health Department Employees in tDe State life insurance plan, subject to approval
and participation by the City of Char!otte~villeo
The Board's attention was called to the fact that the Community Rest Room, to which the County
has been contributing $25~00 per mont~, was being closed due to the fact that Er~ George Hom~f~ secretary,
has been uuable 'to obtain someoue to take care of same~
The Board's attention w~s called to the fact that Mrs~ Amos Sweet~s term on the Library Board
expires as of June 30, 1960. On motion of Mr. Thraves~ seconded by Nr. Sutherland, Nfs. Swe~t was re-
appointed to the Lib=ary Board for a three-year term, expiring June 30', 1963o
Notice was received from the Railway Express Agency advising of public hearing in Richmond on
June 21, 1960, b~fore the State Corporation Commission on application of that agency to discontinue the
express a~ency at Esmont~ Virginia~
Mr. Sutherland, reporting for the Legislative Committee on its study of the present building
permit ordinance, stated that his committee felt that the maximum fine in such ordinance for failure to
obtain a building permit should be raised to $25.00. After discussion of this matter~ motion was made
by Mr. Suther!and~ seconded byMr. Harris, and unanimously carried, instructing the Clerk to advertise
The matter of a county ordinance to impose a local tax on wills was again discussed and it
was the expressed feeling of the Board that this matter be dropped for the time being.
Mr. Williams stated that he felt that a co~muty ordinance sho~ald be enacted to control the
sale of magazines in the county and suggested that such ordinance require such salesman to register with[I
the Sheriff's Office and pay a fee of $25.00 per day. This matter was _eferrem to the Commonwealth's
Attorney for investigation and report.
Er. Palmer reported that his committee had met with ~rs. B~eeker with regard to the contract
fore care of Couuty dogs by the S.P.C~A. He stated that he was advised tb~at the County is not being
billed for small puppies. On motion of }~r. ~almer~ seconded by ~r. ~arnett, an~ unanimously carried,
it was ordered that the present contract be continued another six months and that the County committee
keep in close contact wi%h the
Claim against the Dog Tax Fuud was received from Nfs. A. F. DeNilia for one lamb, 25 lbs, one
l~-mb AO lbs~, and one lamb,A5 lbs., killed ~y dogs. On motion of Nr. Harris~ seconded by Nr. Tb~aves~
Nrs~ De--ilia was allowed ~12~00, $15.00 and $16.00~ respectively, for these lambs.
Claim against the Dog Tax Fund was received from Nr. J. T. Via for two ewes killed by dogs.
On motion of I~r. Harris, seconded by Nr. Palmers' Nr. Via was allowed $20.00 for each of these ewes.

N~ Williams advised the Board that the Albemarle Development Society would be holding public
meetings with regard to the proposed annexation at Cismont, S~ottsvil~e~ Earlysville~ Red Hill and
Crozet in the very near fut-~e and desired the Board of Supervisors to attend these meeting~ It was
th~ expressed feeling of the Board that all members should attend these meetings~
The matter of bringing the County's Ordinances up to date was discussed at length and on motio~
of Nr. Garnett~ seconded by Nr~ Harris, and ~nanimously carried~ this matter wms referred to the Legis~
lative Committee for study and reco~tmendation.
