at the Office Building of said County on the 17th day of August, 1960.
Present: Messrs. Edgar N. Garnett, H. Ashby Harris, M. Y. Sutherland, Jr. and Robert Thraves
Absent: Messrs. John W. Williams and George C. Palmer, II.
. Officers present: CoUnty Executive.
The meeting opened with the Lord's Prayer led by Mr. M. M. Pence.
Minutes of the meeting of July 20, 1960, were read and approved,
Communication was received from the Virginia Department of Highways requesting resolution
approving certain additions and abandonments on Route 709 due to relocation and construction. On
motion, of Mr. Harris, seconded by Mr. Garnett, the following resolution was unanimously adopted:
WHEREAS, certain changes are necessary due to the relocation and con-
struction of Route 708, Project 0708-002-101, B1., Albemarle CoUnty,
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Albemarle County, Virginia, that the follow~g abandonments and additions be and
the same are hereby approved:
ABANDONMENTS:
(1) That section Of old Route 708 beginning at the intersection of Route 20
thence north te the intersection of Route 717, a distance of 0.13 Silo;
thence 0~0 mile west of intersection Route 717, a distance of O.lO mile.
(2) That section of old Route T17 beginning at the intersection of Route 708
thence north to the intersection of Route 20, a distance of 0.05 mile.
ADDITION:
(1) That section of Route 708 beginning at the intersection of Route 20 and
ending 0.08 mile west of the intersection of Route 20, a distanc~.~of
0.08 mile.
Communication was received from Mr. William P. Moore, Jr., President of Bellair Association,
with regard to certain drainage problems confronting the residents of Bellair Subdivision. Mr. H.
Runkle, Resident Highway Engineer, advised that not~ing coul~d be done about this matter until after
completion of the Route 250 project but that he would call the matter to the attention of Mr. Faulconer
Action on this matter was deferred until the September board meeting.
The following plats which had been approved by the City and County Planning Commissions were
presented, and on motion of Mr. Harris ~ seconded by Mr. Thraves, were approved and the Chairman and
Clerk were authorized to sign same on behalf of this Board:
(1) Plat prepared by William S. Roudabush, Jr., redivision of lots ll and 12, Block
E, Forest Hills Subdivision, to straighten lot lines.
(2)Plat prepared by William S. Roudabush, Jr., redivision of parcel b, property of
Alonza Bell, located on Route 781
(3)Plat prepared by William ~S. Roudabush, Jr., division of lot lying on south side
of Route 29, South, belonging to Charles W. H~rt, to broaden entrance.
The following plats which had been approved by the City and County Planning Commissions, but
which had not been signed by the City, were presented, and on motion of Mr. Thraves, seconded by Mr.
Harris, were approved and the Chairman and Clerk were authorized to sign same of behalf ef this Board,
subject to signatures by the City Planning Commission:
(1) Section 7 - Rutledge S~bdivision as prepared by Amos R. Sweet.
(2) Section 2 - Oak Hill Subdivision as prepared by Amos R. Sweet.
Statements of .Expenses of the Department of Finance, the Sheriff's Office and the Office of
the Commonwealth's Attorney for the month of July, 1960, were presented, and on motion of Mr. Garnett,
seconded by Mr. Harris, ~hese Statements were examined, verified and approved.
Statements of Expenses incurred in the maintenance of the County Jail were submitted along
with Summary Statement of Prisoner Days for the month of July, 1960. On motion of Mr. Harris, seconded
by Mr. Garnett, these Statements were examined, verified and approved.
Report on inspection of the County Jail was received from the Department of Welfare and

Reports of the Department of Public Welfare for the month of July, 1960, were presented in
accordance with Sections 63-67.1 and 63-67.2 of the Code of Virginia, and on motion of Mr. Thraves,
seconded by Mr. Garnett, were approve~.
Claim of the University of Virginia Hospital in the amount of $487.50, of which one,half is
reimbursable by the State, was presented and on motion of Mr. Harris, seconded by Mr. Thraves, was ap-
proved for payment.
Report of the County Executive for the month of July, 1960, was presented and on motion of
Mr. Harris, ~ seconded by Mr. Thra~e~,~ was approved and ordered filed.
On m~tion of Mr. Harris, seconded by Mr. Garnett, rules with regard to second reading were
suspended, and the following resolution unanimously adopted:
BE IT RESOLVED by the Board of Supervisors of Albemarle County, Virginia,
that the following appropriations be and the same hereby are made for the month of
September, 1960, from the funds and for the functions or purposes indicate:

On motion of Mr. Garnett, seconded by Mr. Harris, rUles with regard to second reading were
suspended and the following resolution unanimously adopted:

The County Executive advised that due to the fact that Federal funds had not been received
on the construction of the terminal building at the Joint Airport, that a special appropriation from
this Board would be necessary in the amount of $25,000,00, to be matched by the City, with the under-
standing that this amount be repai~ the local governing bodies when received from'the Federal Government
After discussion of this matter, the following resOlution was offered by Mr. Thraves, seconded by Mr.
Harris, and unanimously adopted, rules with regard to second reading being suspended:
BE IT RESOLVED by t~e Board of County Supervisors of Albemarle County,.
Virginia, that a temporary loan of $25,000.00 be and is hereby approved from the
General Revenue Fund to the Joint Airport to be used for the construction of the
terminal building at the Airport, this loan .to be repaid when funds are received
from the Federal Government.
Communication was received from Nansemond County Board of Supervisors acknowledging receipt
of resolution adopted by this Board at its last regular meeting with regard to mew Welfare regulations.
At 10:O0 A.M. the Chairman called for public hearing as per the following notice which was
published in the Daily Progress on August 2 and August 9, !960:
"Notice is hereby given that at a regular meeting of the Board of County Supervisors
of Albemarle County, Virginia, to be held on August 17, 1960, it is intended te
adopt an ordinance requiring the registration of salesmen and solicitors of magazines
and other periodicals, and public hearing on same has been set for lO:00 A.M. on said
date.
By Orde~ of the Board of County Supervisors."
The County Executive read the proposed Ordinance, and recommended that the fine for violation of said
0~dinance be set at $100.00. After disuussion of this matter, and on motion of Mr. Garnett, seconded
by Mr. Harris, the recommendation of the County Executive was accepted. On motion of Mr. Harris,
seconded by Mr, Garne~, said ~rdinance was adopted as follows and was ordered published in the Daily
Progress in accordance with law by the following recorded vote: Ayes - Messrs. Edgar N. Garnett, H.

AN ORDINANCE TO REQUIRE MAGAZINE SALESME~
TO REGISTER ~ITH THE SHERIFF S OFFICE FOR
THE PURPOSE OF IDENTIFICATION
BE IT ORDAINED, by the Board of Supervisors of Albemarle County, Virginia;
that
It shal~be unlawful for any person to sell magazines in Albemarle County
of Albemarle County.
Any person violating the provisions of this ordinance shall, upon con-
viction, be fined $100.00 for each offen~e or may be confined to jail for a period
of time not exceeding 30 days either or both.
School children of Albemarle County are exempt from the requirements of
this ordinance.
Communication was received from the Department of Welfare and Institutions acknowledging re-
ceipt of resolution of this Board with regard to new Welfare regulations, and advising that same would
be considered by that body at its next meeting.
Communication was received from The Peoples National Bank requesting substitution in certain
securities held~ in escrow~to seeure~'the County's account. On motion of Mr. Garnett, seconded by Mr.
Harris~ the following resolution was unanimously adopted:
WHEREAS, the Peoples National Bank of Charlottesville, Depository, has
requested the substitution of certain securities held by the Treasurer of Virginia,
Escrow Agent, in accordance with Escrow Agreement by and between the Peoples
National Bank, the Treasurer of Virginia, M. M. Pence, Director of Finance of'
Albemarle County, and th~ Board of Supervisors of Albemarle County,
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Albemarle County, Virginia, that the Peoples National Bamk be and is hereby
authorized to pledge the following securities:
$400,000.00 U. S. Treasury Notes, 1-1/2% due 4/1/62,
#52/55 @ 100M each.
AND, upon the pledge and delivery of the foregoing, the Treasurer ef Virginia is
hereby authorized to release the following:
$400,000.00 U. S. Treasury Bonds, 2-3/4% due 9/15/61.
Report on Audit of accounts of the Clerk of' the Circuit Court for the calendar year 1959 was
received from the Auditor of Public Accounts, and on motion of Mr. Harris, seconded by Nr. Thraves, was
ordered filed.
The County Executive reported that the privilege of dumping after supervised hour~s at the
Charlottesville Dump had been greatly abused. He stated that people were dumping just inside the entranc~
and along the rmad rather tB~n following signs to the dumping area. He suggested that a seven foot fence
with gate be constructed in order that the dump be locked after hours and further that a special deputy
be employed for a time to see that there is no dumping outside the gate. Mr. Pence further advised that
he had obtained an estimate of $1,650.OOffer the construction of such a fence. This matter was given con,
siderable discussion after which motion was offered by Mr. Harris, seconded by Mr. Thraves, directing the
County Executive to employ a special deputy for a time to police this dump after hours in am effort to
correct this situation.
Report of the S. P. C. A. for the month of July was received, and on motion of Mr. Harris,
seconded by Mr. Garnett, was approved.
The County Executive advised that he had received notice from the Auditor of Public Accounts
that it is mandatory to transfer surplus funds from the Dog Fund to the General Fund at the end of each
year and recommended that dog claims be deferred at this time. On motion of Mr. Harris, seconded by Mr.
Garnett, the County~Ex~cutive' s recommendation was accepted.
Claims against the County amounting to $228,268.15 were presented, examined, and allowed, and
certified to the Director of Finance for payment and charged against the following funds:
