at the Office Building of said County on the 19th day of October, 1960.
Present: Messrs. John W. Williams, Edgar N. Garnett, H. Ashby Harris, George C. Palmer, II,
M. Y. Sutherland, Jr. and Robert Thraves.
Absent: None.
Officers present: County Executive and CommonwE~alth's Attorney.
The meeting opened with the Lord'sPrayer led byMr. M. M. Pence.
Minutes of t~e me~tings of September 21, 1960 and October 6, 1960, were read and approved.
Mr. David Wood, Jr., appeared with regard~to Route 676, Tilman's Road, on which request was
received for hard surface.several months ago and which was taken under advisement because of lack of
fuhds. Mr. Wood advised that the road is practically impassable and requested that the same be put in
usable condition until funds are available for hard top. Mr. H. W. Runkle, Resident Highway Engineer,
advised that the budget contains a small allocation for regular maintenance of Route 676 but that such
allocation would' by no means cover the requested work. After discussion of t~his matter,.Mr. Runkle ad-
vised that he would invemtigate the condition of this road along with Mr. Palmer and Mr. Wood,
Communication was received from Leroy A. Bruton Realty & Building Company requesting acceptance
into the Secondary System of Bland Circle in.~Longview Subdivision. Mr. Runkle, Resident Engineer, ad-
vised that this street had been constructed in accordance with standards and specifications of the
Virginia Department of Highways. On motion of Mr. Harris, seconded' by Mr. ~lraves, the following
resolution was unanimously adopted:

Highways,
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Albemarle County, Virginia, that the Virginia Department of Highways be and is
hereby requested to accept into the Secondary System of Highways Bland Circle
extending 300 feet northeast from its intersection with End Street and located
in Longview Subdivision.
BE IT FURT~RESOLYED that the Virginia Department of Highways be and
is hereby guaranteed a 50-foot unobstructed right of way a~ong this requested ae-
dition, the same having been dedicated along with drainage easement and recorded
in Deed Book 358, page 99, in the office of the Clerk of the Circuit Court.
Communication was received from the virginia Department of Highways advising that Deerpath
Road in Bellair Subdivision had been accepted into the Secondary System effective September 22, 1960.~
The Board's attention was called to the fact that road begir~uing at Old Ivy Road and extending
to Belfield School had now been brought up to State standards and rights of way had been cleared , and
further that report of Viewers' under date of March 22, 1960, had becommended acceptance into the Secon-
dary System when said road met these conditions. On motion of Mr. Sutherland, seconded by Mr. Harris,
the following resolution was unanimously adopted:

with standards and specifications of the Virginia Department of Highways,
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of
Albemarle County, Virginia, that the Virginia Department of Highways be and is
hereby requested to accept into the Secondary System of Highways road be~Lug
at Old i~yRoad and extending in a northerly direction for .63mile to Belfield
School.
BE IT FLVRTH~RESOLVED that the Virginia Department of Highways be and
is hereby guaranteed a 30-foot unobstructed right of way and drainage easement
alon~ this requested addition.
Mr. H. W. R-unkle, Resident Engineer, presented final Secondary System Budget for the year end-
lng June 30, 1961. On motion of Mr. Suther!and, seconded by Mr. Harris, the following resolution was
unanimously adopted:
BE IT RESOLVED by the Board of County Supervisors of Albemarle County,.
Virginia, that the final Secondary System Budget for the fiscal year ending June
30, 1961, as presented by Mr. H. W. R~n~kle, Resident Highway Engineer, be and the

BE IT F'0RTHE~RESOLVED that in approving the above, exception is made
to approval of ~3,500.00 for incidental Oonstruction on road beginning at Route
250, East, and extending to the Birthplace of Thomas Jefferson.
Nr. Legh Walker and several other residents from the south side of Albemarle County appeared
to determine the plans of this Board in connection'with thehnnting problems in that area of the County.
They were advised that in addition to the two Game Wardens and regular assistance of the Sheriff's Office
two special deputies would be employed. After' considerable discussion of this matter, motion was made by
Mr. Harris, seconded by Mr. Sutherland, directing that investigation be made with re~ard to posting and
distributing posters on hunting regulations and also directing that the Judge be requested to give full
consideration to fines with regard to illegal hunting.
Dr. Edwards, Dr. Archer and Mr. Stacey appeared and discussed at length hospitalization of
indigent and near needy patients and requested the establishment of a committee from this Board to work
on this problem with committees from the City Council and the Albemarle Medical Society. After due
consideration of the matter, the Chairman appointed Mr. Edgar N. Garnett and Mr. George C. Palmer to ser~
on such con~nittee from this Board.
Application was received requesting approval for installation of a sewer system in ~WOodbrook
Subdivision, along with blueprints of said installation. Commmuications with regard to this installatio~
were also received from the Bureau of Sanitary Engineering and the Di~sion of Engineering of the State
Department of Health, giving preliminary approval subject to approval of this Board. After consideration
of this request, the following resolution was offered by Mr. Thraves, seconded by Mr. Palmer, and unani-
mously adopted:
BE IT RESOLVED by the Board of County Supervisors of Albemarle County,
Virginia, that approval be '~ven for the installation of a ~ewerage collection
system in the ~oodbrook Subdivision and the construction of a sewage lagoon,
substantially as shown on blueprints dated September, 1960, prepared by Henry L.
Einnier, Consulting Engineer, and submitted by William S, Roudabu~h, Jr. and
Associates, with the following provisions:
(~) That all work, desig~, etc. in this project bear the approval of
the State Department of Health and the State Water Control Board prior to con~
struction, and subsequently, prior to any usage thereof, with proof to this body
of initial and final approvals by those agencies
(2) That final approval be obtained with respect to the proposed water
system in V~oodbrook Subdivision from proper State authorities.
(3) That the owners of said projec~ obtain a certificate of necessity
from the State Corporation Commission to operate as a utility company for the
purposes of furnishing water and sewage services.

said plat was not recorded within the time limit after its first approval. On motion of Mr. Palmer,
seconded byMr. Garnett, re~ating of this plat by the Chairm~u was approved.
Statements of Expenses of the Department of Finance, the Sheriff's Office and the Office of
the Commonwealth's Attorney for the month of September, 1960, were presented, and on motion of Mr.
Garnett, seconded by Mr. Harris, were examined, verified and approved,
Statement of Expenses incurred in the maintenance of the County Jail was submitted along with
Summary Statement of Prisoner Days for the mont$ of September, 1960. On motion of Nr. Garnett, secOnded
by Nr. Harris, these Statements were examined, verified and approved.
RePorts of the Department of Public Welfare for the month of September, 1960, were presented
in accordance with Sections 63-67.1 and 63-67.2 of the Code of Virginia.
Report of the County Executive for the month of September, 1960, was presented, approved and
ordered filed.
On motion of Mr. Thraves, seconded by Nr. Sutherland, rules with regard to second reading were
suspended, and the following resolution Unanimously adopted:

Communication was received from the District Home Board advising that Albemarle County's share
in additions to the District Home was estimated to be $23,929.39 and~asked for final approval of the
project. On motion of ~r. Sutherland, seconded by Mr. Harris, and un~uimously carried, final approval
of additions to the District Home was given and the estimated amount of $23,929.39 was approved, this
Board having previously appropriated the sum of $30,000.00 for this project.
Nr. Sutherland, reporting for the committee on the control of Bang's Disease, advised that his
committee had met with representatives of the County Agent's Office and had been assured that the progra~
of inoculation could be administered through that office and urged that cattle growers of the COunty
avail themselve~ of this service. On motion of Mr. Thraves, seconded by ~r. Harris, this committee
report was accepted.
Communication was received from the Elk's Lodge advising that some years ago Albemarle County
conveyed to that Lodge a certain parcel of land adjacent to the Elk's Club Building and that certain
restrictions as to the use of this land were recorded in the conveyance. The communication further
stated that they wished to provide off-street parking in this area and requested action by this Board
to permit same. The Chairmai appointed the County Executive and the Commonwealth's Attorney as a com-
mittee to study this matter with representatives of the Elk'~s Lodge, such committee to report back to
the Board at ~he next meeting.
The County Executive advised that he had been approached by the Superintendent of Schools with
regard to the Spong Commission allottment of $900.00 for i~service training of teachers. He advised
that although this full amount would be reimbursed 'from State funds, an appropriation to cover this
exp~ense wo~d be required . On motion of ~ro Garnett, seconded by N~r. Palmer, rules with regard to
second reading were suspended and the following resolution unanimously adopted:

Virginia, that $900.00 be and the same is hereby approprmate from the General
Revenue Fund for in service training of teachers, this amount to be reimbursed
in full from State funds.
At the recommendation of Mr. George P~mer, motion was offered by ~r. Thraves, seconded by
~r. Palmer, and unanimously carried, that the existing contract with the S.P.C.A. for the care of dogs
be extended for one year and the County Executive was ~irected to advise the City Manager of this actio~
~. ~nitmer of the Commission of Game and Inland Fisheries appeared and discussed with this
Board the matter of employing a County Dog Warden. Reports were received from Augusta and Rockingham
Counties who have adopted this program. After considerable discussion of the matter, motion was made
by Mr. Harris, seconded by Nr. Palmer, deferring the matter, for further study and consideration and
directing the Co~uty Executive to obtain information f~om s~rounding counties now operating under the
Do~ ~arden Program.
~r. Palmer reported that metal policemen~ had been received and will be used but h~ conm~ittee recom~ende~
that a deputy be stationed at this entrance whenever available at the beginning and close of school.
On motion of Mr. Garnett, seconded by Er. Thraves, the committee report in this regard was accepted.
Claim of Mr. Guy Via which was approved in July and paid in &ugust was presented for recon-
sideration at the request of Mr. Via. Said claim was for 16 ewes approved for $10o00 each and for which
Mr. Via felt he was underpaid. After consideration, motion was offered by Er. Palmer, seconded by ~r.
Harris, allowing Mr. Via an additional $5.00 for' each of thcs 16 ewes.
Claim against the Dog Tax Fund was received from Mr. J. T. Via for I ewe killed by dogs. On
motion of Er. Harris, seconded by Mr. Garnett, Mr. Via was allowed $15.00 for this ewe.
Claim against the Dog Tax Fund was received from Mr. Guy Via for I buck, two 3-year old ewes,
and one 80 lb. lamb killed by dogs. On motion of Mr. Palmer, seconded by Mr. Harris, Mr. Via was allowed
$30.00 for the buck, $15.00 each f~r the ewes and $16.00 for the lamb.
Claim against the Dog Tak Fund was received from Mr. Leon Dure for one lamb killed by dogsj
On motion of Mr. Harris, seconded by Mr. Palmer, Mr. Dure was allowed $20.00 for this lamb.
Claim against the Dog Tax Fund was received from Mr. C. H. Smoot for four ewes and one lamb
killed by dogs. On motion of Mr. Thraves, seconded by Mr. Harris, Mr. Smoot was allowed $15.00 each for
the ewes and $20.O0 fo~ the lamb.
Claim against the Dog Tax Fund w~s received from Mr. T. O. Scott for five sell lambs, two
70-lb. lambs and one ewe killed by dogs. On motion of Mr. Palmer, seconded by Mr. Harris, Mr. Scott was
allowed $10.00 each for the small lambs, $1~$00 each for the larger lambs and $10.00 for the ewe.
Claim against the Dog Tax Fund was received from Mr. Prescott Carter for one ewe killed by
dogs. On motion of Mr. Harris, seconded by Mr. Garnett, Mr. Carter was allowed $8.00 for this ewe.
Claim against the Dog Tax Fund was received from Mr. ~. Y.~ Sutherland for one buck lamb killed
On motion of Mr. Harris, seconded by Mr. Thraves, Mr. Sutherland was allowed $10.00 for this

Claim against the Dog Tax Fund was received from Mr. Odie Johnson for one pullet, one bantom,
two 6~lb. hens, one 7-lb. hen ~ud three roosters killed by dogs. On motion of Mr. Harris, seconded by
Mr. Thraves, Mr. Johnson was allowed $0.50 for the ~ulllet and bantom, 65~ ea~ for the 6-lb. hens,
50¢ each for the roosters and ~l.O0 for the 7-lb. hen.
The Con~onwealth's Attorney reported that this county has no authority with regard to control
of signs posted along the highways. He advised that the only authority in this regard is covered by
zoning ordinances.
The matter with respect to the employment of a County Dog Warden which was discussed at the
morning meeting was again presented. Considerable discussion was given the matter and it was pointed
out that ~r. Thraves, who was unable to be present at this portion of the meeting, had expressed himself
as being in favor of the proposed plan. After due consideration, and on motion of ~r. Palmer, seconded
by Mr. Harris~ the following resolution was unanimously adopted:
BE IT RESOLVED by the Board of County Supervisors of Albemarle County, ~
Virginia, that notice of intent to propose an ordinance to provide for the em-
ployment of a County Dog ~Varden and_ fixing the amount of dog license be given
due publication as required by law and that November 16, 1960, at lO:O0 A.M. be
set as the time for the public hearing on same.
Claims against the County amounting to $270,974.15 were presented, examined~ and allowed, and
certified to the Director of Finance for payment and charged against the following funds:
