at the Office Building of said County on the 15th day of March, !961~
Present: Messrs. John W. Williams, Edgar N. Garnett, H. Ashby Harris, George C. Palmer, II,
M. Y, SUtherland, Jr, and Robert Thraves.
Absent: 'None.
Officers present: County Executive and Commonwealth's Attorney.
The meeting opened with the Lord's Prayer led by Mr. M. M. Pence.
Minutes of the meeting of February 15, 1961, were read and approved.
Mr. H. A. Haden appeared on behalf of the Thomas Jefferson Birthplace Memorial Foundation and
requested an appropriation of $2,500.00 by this Board to be~..~e~c.$owards the cemp!etion of the road and
fence and the purhcase of furnishings at Thomas Jefferson's Birthplace which, that organization hopes to
open by June of~this year. Upon recommendation of th& County Executive, after discussion of the matter,
rules with regard to second reading were suspended and the following resolution unanimously adopted on
motion of Mr. Palmer,-seconded by Mr. Garnettt
BE IT RESOLVED by the Board of County Supervisors of Albemarle County,
Virginia, that $2,500.00 be and the same is hereby appropriated to be ~sed towards
the completion or the road and fence and ~the purchase of furnishings at Thomas
Jefferson' s Birthplace.
A Mr. Hathaway appeared with regard to roads in Airport Acres Subdivision. He stated that the
subdivider had agreed to maintain said roads for three years and this maintenanc~ would expire next year.
He was desirous of obtaining information as to the procedure to follow in getting these roads into the
Secondary System at that time. Mr. Hathaway was advised that these roads would have to be brought up to
State specifications and after this was done, and upon recommendation of Viewers, this Board would recom-
mend that the same be included in the State Secondary System. Mr. Hathaway was advised, however, that
it would be up to the landowners to see that the roads were brought up to state standards.
Communication was received from the Virginia Department of Highways enclosing resolution passe~
by the Highway Commission pertaining to a policy of establishing a minimum width of forty (~O) feet on
roads being improved or added to the Secondary System.
Communication was also received from the Highway Commissioner thanking this Board for its
resolution adopted at the regular February meeting with regard to snow removal in Albemarle County,
Communication dated March 13, 1961, from the Route 240 Committee with regard to certain recom-
mendations for the improvement of traffic along such Route in Crozet was presented. After discussion,
and on motion by Mr. Garnett, seconded by Mr. Suther!and, the report was ordered received and filed.
On motion by Mr. Garn~tt, seconded by Mr. Harris, it was unanimously adopted that the Virginia
Department of Highways be requested to make a study for the improvement of traffic along Route 240, such
study to follow recommendation No. 1 as set forth in the Route 240 Committee report above mentioned, and
dated March 13, 1961.
The matter with respect to the means of facilitating the handling of traffic on Route 240 in
Crozet as mentioned in a citizens report as presented at the January 18, 1961, meeting was presented by
Mr. Garnett. He stated that the item in such report with respect to the possibility efa traffic officer
on duty in Crozet at certain hours would be of special benefit. He recommended that the Chairman refer
such matter to the Sheriff's Committee for discussion with the Sheriff. It was the sense of the Chair-
man that the matter would be discussed with the Sheriff by the proper committee for proper disposition.
Plat was received on section Tw~, Woodbrook Subdivision, as prepared by Mr. William S, Rouda-
bush~ Jr. and approved by the County and City Planning Commissions. On motion of Mr. Palmer, seconded b2
Er. Garnett, this plat was approved and the Chairman and Clerk were authorized to sign same on behalf of
this Board.
Plats were received on Section 7, Rutledge Subdivision, as prepared by Mr. Amos R. Sweet, and

Statements of Expenses ef the Department of Finance, the Sheriff's Office and th~ Office of
the Commonwealth's Attorney for the month of February, 1961, were presented, and cn motion of Mr.
Sutherland, seconded by Mr. Harris, these Statements were examined, verified and approved.
Statement of Expenses incurred in the maintenance of the County Jail was submitted along, with
Summary Statement of Prisoner Days for the month of February, 1961. On motion of Mr. Harris, seconded
by Mr. Palmer, these statements were examined, verified and approved.
Reports of the Department of Public Welfare for the month of February, 1961, were presented in
accordance with Section 63-67.1 and 63-67.2 of the Cdde of Virginia.
Claim of the University of Virginia Hospital in the amount of $526.50 was presented, one-half
of which is reimbursable by the State, and en motion of Mr. Palmer~ seconded by Mr. Harris, was approved
for payment.
The matter of the appointment of a five-man Welfare Board was again presented. Mr. Sutherland
nominated Mr. Comer Smith to represent the Samuel Miller District., which nomination was seconded by Mr.
Thraves, Mr. Smith's term to run through June 30, 1961. Mr. Garnett nominated Mr. Ronald Lucas to
represent the White Hall District, which nomination was seconded by Mr. Sutherland, Mr. Lncas' term to
run through June 30, 1961. Mr. Th~aves appointed Mr. Harris to fill the unexpired term, Jtme 30, 1961,
of Mr. Williams, which nomination was seconded by Mr. Sutherland. On motion of Mr. Thraves, seconded by
Mr. Sutherland, the following re-appointments were approved- Mr. Wiley Beale through June 30, 1965, and
Mr. L. C. Huff through June 30, 1963.
At lO:O0 A.Mo~ the Chairman called for Public Hearing in accordance with the following notice
which was published in the Daily Progress on February 24, 1961, and ~arch 3, 1961:
"Notice is hereby given that at a regular meeting of the Board of County Supervisors
of Albemarle County, Virginia, to be held on March 15, 1961, it is intended to adept
an ordinance entitled "County Tax on Probate of Wills or Grant of Administration",
and public hearing on same has been set for 10:00 A.M. on said date.
By Order ef the Board of County Supervisors."
The County Executive read the Ordinance as proposed. Ne one from the public appeared with regard to
same. On motion, d~ly made and seconded, this Ordinance was adopted as fol!ew~by the following recorde~

ORDINANCE
COUNTY TAX ON PROBATE OF WILLS OR GRANT OF ADMINISTRATION:
BE IT ORDAINED by the Board ef County Supervisors ef Albemarle County,
Virginia, that Ordinance entitled "County Tax en Probate of Wills or Grant of Ad-
ministration" be and is hereby enacted as fellows:
There is hereby imposed and levied by the County of Albemarle, pursuant
to Section 5~-67.1 of the Code of Virginia, 1959, as amended, a tax-equal to one-
third ef the amount of the State tax collectable for the State on the probate of a
Will or the Grand of Administration.
The Clerk of the Circuit Court shall collect such tax and pay the same
to the Director of Finance of the County of Albemarle.
This Ordinance shall take effect on April l~ 1961.
Report ef the County Executive for the month of February, ~961, was presented and on motion,
was approved and ordered filed.
On motion of Mr. Sutherland, seconded by Mr. Harris, rules with regard ~to second reading were
suspended and the following resolution unanimously adopted:

Communication was received from the President of the United States urging th£s locality to mak~
every effort to accelerate essential building and expenditure programs that will help reinvigorate our
economy. On motion of Mr. Thraves, seconded by Mr. Palmer, it was ordered that this communication be
acknowledg~with reference being made to the School Building Program now in progress.
Communication was received from the Auditor of Public Accounts advising tha~ report on the
Communication was received from the Auditor of Public Accounts advising that the bond of the
Director of Finance was deficient in the amount of $82,767.37 based on collections for the year ended
June 30, 196D, as reported in audit report. The County Executive advised that the audit report showed
the bond of the Director of Finance to be only $430,500.00 whereas said bond was increased to $500,000.00
as of January l, 1960, thereby making the bond deficient only in the amount of $15,000.O0. On motion of
Mr. Harris, seconded by Mr. Palmer, it was ordered that the bond of the Director of Finance be increased
in the amount of $15,000.00.
Report of the S.P.C.A. for the month of January, 1961, was presented, discussed and ordered
filed.
Communication was received from Mr. Channing H. Moon, extending invitation to this Board to
attend the Buckingham County. Bi-Centennial on Friday, May 12, 1961.
On motion of Mr. Garnett, seconded by Mr. Palmer, ~it was ordered that check No. 5972 in the
amount of $50.00, dated February 15, 1961, to the Order of Mary Fenwick be cancelled. This check was
issued for 1961 Confederate Widow's Pension and returned with the notation that Mrs. Fenwick died during
the year 1960.
Communication was received from the Peoples National Bank requesting substitution of certain
securities. On motion of Mr. Palmer, seconded by Mr. Harris, the following resolution was unanimously
adopted:
WHEg~S, the Peoples National Bank, Charlottesville, Virginia, Depository,
has requested the substitution of certain securities held by the Treasurer of Vir-
ginia, Escrow Agent, in accordance with Escrow Agreement by and between the Peoples
National Bank, the Treasurer of Virginia, M. N. Pence; Director of Finance c~ the
County of Albemarle and the Board of Supervisors of Albemarle County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Supervisors of Albe-
marle County, Virginia, that the Peoples National Bank be and is hereby authorized
to pledge the following securities:
$400,000.00 U.S. Treasury Certificates of Indebtedness
3'1/4% due 8/15/62.
AND, upon the pledge an'd delivery of the foregoing, the Treasurer of Virginia is
hereby authorized to release the following:
$400,000.00 U.S. Treasury No~es 1-1/2% due 4/1/62.
BE IT FURTHER RESOLVED that copies of this resolution be forwarded to the
Peoples National Bank and to the Treasurer of Virginia.
Communication was received from the Albemarle County Farm Bureau expressing opposition to the
adoption of Daylight Saving Time. On motion of Mr. Sutherland, seconded by Mr. Garnett, it was ordered
that this communication be acknowledged expressing the p~si,~ion in this matter.
Claim against the Dog Tax Fund was received from ~r. Henderson Heyward for one calf killed by
dogs. On motion of Mr. ~a~r, seconded by Mr. Harris, Mr. Heyward was allowed ~50..00 for this calf.
Claim against the Dog Tax Fund was received from Mr. J. T. Via for two ewes killed by dogs.
On motion of Mr. Thraves', seconded by Mr. Palmer, Mr. Via was allowed $15.00 for each of these ewes.
Claim against the Dog Tax Fund was received from Mr. A. W. Thompson for 2 geese and six hens
killed by dogs. On motion of Mr. Harris, seconded by Mr. mSutherland, ~r. ThOmpson was allowed $3.00 for
each of the geese and $1.00 for each of the hens.
Claim against the Dog Tax Fund was receiVed f~.om Mr. James Bynum for four hens killed by dogs.
On motion of Mr. Harris, seconded by ~Ar. Sutherland, Mr. Bynum was allowed $1.00 for each of these hens.
Mr. Williams stated that in the past salary?· increases have been given on more or less a blan-
ket basis and he felt an attempt should be made to give increases on the basis of merit. After consider-
able discussion regarding this matter, and on motion of Mr. Palmer, seconded by Mr. Harris, the County
Executive wqs directed to contact State personnel in an effort to set up a merit system for use by the
The County Executive advised that the Crozet Water Committee had met with further regard to
the construction of a small intake dame approximately a quarter of a mile up stream from the present
reservoir to divert the supply of water flowing from Mad Run into the present dam. He stated that after
further consideration of this matter, the Crozet Water Committee recommended that the project be under-
taken while the contractors are on the present dam project at Crozet. On motion of Mr. Garnett, seconds
by Mr. Palmer, rules with regard to second reading were suspended, and the following resolution unani-
mously adopted:
BE IT RESOLVED by the Board of County Supervisors of Albemarle County,
Virginia, that $2,500.00 be and the same is hereby appropriated for the construe-
tion of an intake dam on Mad Run to be constructed by Faulhoner Construction Co$
A matter with respect to Federal aid to education was presented by the Chairman. He stated
that according to reports it appeared as if the Federal government would propose certain legislation
permitting aid to various states and the political subdivisions for education purposes. The Chairman
stated that he was unalterably opposed to any such aid, believing that the localities were in position
to solve their own educational problems. In the discussion that ensued, it was the sense of the majerit
of the Board that certain "strings" would be attached by the Federal government at some future time to
any aid from that source. Mr. Palmer stated that he opposed Federal aid in principal. However, he
thought that the matter should await passage by the Federal government. Also, that this body should not
oppose Federal aid to distressed areas. On motion by Mr. Sutherland, seconded by. Mr. Harris, the
following resolution was adopted by the following recorded vote: Ayes - Messrs. Williams, Garnett,
Harris and Sutherland. Nays - None, Abstaining - Messrs. Palmer and Thraves:
BE IT RESOLVED by the Board of County Supervisors,. Albemarle County,
Virginia, that this body go en record as being unalterably opposed to Federal
Aid to education, and
BE IT FURTHER RESOLI~ED that a copy of this resolution be sent to this
State's representatives in the United States Congress and the United States
Senate with the request that this governing body be kept informed of develop-
m~nts in this area, and
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the League of Virginia Counties.

RESOLUTION
BE IT RESOLVED BY THE COUNTY SCHOOL BOARD OF ALB~.ARLE COUNTY, VIRGINIA:
1. It is hereby determined that it is necessary and expedient that the
County School Bo .A~d of Albemarle County contract to borrow money, pursuant to
Chapter 19.2 of the Code of Virginia, 1950, as amended, from the Virginia Supple-
mental Retirement System in the amount of three hundred thousand dollars( $300.000.00'}
in order to construct schools in Albemarle County, Virginia, at Broadus Wood, Crozet
and Stony Point. Such borrowing, if any, shall be evidenced by negotiable bonds in
the demonination of $1,000.00 each, issued by this Shhool Board in the name of Albe-
marle County. As may be agreed upon by this School Board and the Board of Trustees
of the Virginia Supplementa!Retirement SyStem, the bonds (a) may be in coupon or
registered form, or both, (b) shall bear interest at a rate or rates as agreed upon,
not exceeding six per centum (6%) per annum, payable semi-annually, (c) shall be ser-
ial bonds ~ith maturities and amounts as agreed upon, but the first maturity date shall
not be longer than two years from the date of such bonds, and the maEimum maturity date
shall not be longer than thirty years from the date of such bonds, and (d) shall be
payable as to principal and interest at such place or places as payment as agreed upon.
2. In the event that this School Board borrows the said sum of three hundred
~housand dollarE ($300,000.00) in the manner provided for in paragraph 1 hereof, a tax
shall be levied and collected annually, at the same time and in the same manner as
oth~ t~es o~~ ~ -
the Counmy Afc assessed, levied and Collected, upon all locally taxable
property within said County over and above all other taxes authorized or limited by
law, sufficient to pay the principal and interest, as the same respectively become due
and payable, on any bonds issued pursuant to paragraph 1 hereof.
3. A copy of this resolution, certified by the Clerk of this School Board,
shall be presented by said Clerk to the Board of Supervisors of Albemarle County,
Virginia, for its approval or rejection. If this resolution is approved by said
Board of Supervisors, the Clerk of this School Board shall present a copy of this
resolution, certified by him, together With evidence of approval thereof by the Board
of Supervisors of Albemarle County, Virginia, to the BOard of Trustees of the Virginia
Supplemental Retirement System for their consideration, and this School Board may then
endeavor to negotiate an agreement with the said Board of Trustees for the borrowing
of such money."
On motion of Mr. Palmer, seconded by Mr. Thraves, the following resolution was adopted by the

BE IT RESOLVED by the Board of SUpervisors of Albemarle County, Virginia:
1. The resolution of the County School Board of Albemarle County, Virginia,
adopted on the 14th day of March 1961, a certified copy of which is attached hereto,
providing for the borrowing by said SchoOl Board of Three Hundred Thousand Dollars
($300,000.00) from the Virginia Supplemental Retirement System in order to construct
schools in Albemarle County, Virginia at Broadus Wood, Crozet and Stony Point, is
hereby approved in all respects, and the said School Board may endeavor to negotiate
an agreement with the Board of Trustees of the Virginia Supplemental Retirement System
for the borrowing of such amount upon the terms set forth in said resolution attached
hereto.
2. The Clerk of the Board of Supervisors of Albemarle County shall present
a copy of this resolution, certified by her to the School Board of Albemarle County,
together with a second copy of this resolution, certified by her, to be presented by
said School Board to the Board ef Trustees ef the Virginia Supplemental Retirement
System.
Claims against the County amounting to $343,650.20 were presented, examined, and allowed and
certified to the Director of Finance for payment and charged against the following funds:
