HomeMy WebLinkAbout1961-07-20 A regular meeting of the Board of County Supervisors of Albemarle County, Virginia, was held at the Office Building of said County on the 20th day of July, 1961. Present: ~essrs. John W. Williams, Edgar N. Garnett, H. Ashby Harris, George Co Palmer, II, ~. Y. Sutherland, Jr. and Robert Thraves. Absent: None, Officers present: County Executive. The meeting opened with the Lord's Prayer led by Nr. N. N~ Pence. Ninutes of the meetings of June 21, 1961 and June 28, 1961, were read and aRproved. Nr. Thraves S~ated thet he felt this Board should put an end to the prolonged effort of negotia lng for a compromise with regard to annexation, since he felt the same was hurting the County'~ case, and offered the same in the form of a motion. Considerable discussion was given to the matter but no second was received to the motion. Communication was received from ~r. Haywood Nelms, Jr~ requesting inclusion into the Secondary System of an extension of Agnese Street in Woodhayven Subdivision. Mr. H. Wo Runkle, Resident Engineer, advised that this road had been completed in accordance with standards and specifi~cations of the Virginia Dep~rtment of Highways. On motion of Nr. Palmer, seconded by Nr. Sutherland, the following resolution was unanimously adopted: WHEREAS, the following section of Agnese Street in Woodhayven Subdivision, Albemarle County, Virginia, haz been completed in accordance with standards and speci- fications of the Virginia Department of Highways, NOW, THEREFORE, BE IT EESOLVED by the Board of County Supervisors of Albe- marle Co~uty, Virginia, that the Virginia Department of Highways be and is hereby re- quested to accept into the Secondary System of Highways that sec~ion of Agnese Street beginning at end of present State maintenance and~continuing for m distance of 590 feet to connect with Rio Road, State RoUte 631. BE IT FURTHE~ RES~VED that the Virginia Department of Highways be and is hereby guaranteed a fifty foot unobstructed right-of-way along this requested addition, the same having been dedicated along with d~ainage easements and recorded in Deed Book ~37, page 210, in the office of the Clerk~of the Circuit Court. The County Executive advised that a number of years ago, that section of St. Clair Avenue lying in the County was constructed to Highway standards. However, the same was never accepted by the Highway Department for maintenance due to the fact that an old dwelling was partially on the fift~ foot right-of- w~y. He further advised that this street had been in need of repairs for some time. Nr. Pence stated that the dwelling had now been removed from the right-of-way and the necessary improvements madeto make the above mentioned street acceptable for maintenance and recommended same. On motion of ~r. Garnett, seconded by~r. Palmer, the following resolution was unanimously adopted: WHEREA~, the following section of St. Clair Avenue, Albemarle County, Vir- ginia, has been completed in accordance with standards and specifications of the Virginia Department of Highways, NOW, THEREFORE, BE IT REEOLVED by the Board of County Supervisors of Albe- marle County, Virginia, that the Virginia Department of Highways be and is hereby requested to accept into the Secondary System of Highways that section of St. Clair Avenue beginning at the Corporate Limits of the City of Charlottesville and extending in a northerly direction to its intersection with Smith Street, a distance of approxi- mately ~62 feet. BE IT FURTHER RESOLVED that the Virginia Department of Highways be and is hereby guaranteed a fifty foo~unobstructed right-of-way along this requested addition. the same having been dedicated along with drainage easements and recorded in Deed Book 252, page 286, in the office of the Clerk of the Circuit Court. Communications were received from the Virginia Department of Highways advising thzt the follow-I additions to the Secondary System of Highways ha8 been approved by that department: Woodbrook Subdivision: Broolamere Road beginning at intersection of Brentwood Road, thence in a northerly direction for 1,000 feet to cul-de-sac. Woodbrook Drive from intersection of Route 29 to 0.13 mile east. Glenorchy Subdivision: Glenorchy Drive beginning at a point on Route 250, 1.70 miles east of Route 20, thence in a northerly direction to East Haven Court, a distance of 0.21 mile. East Haven Court from G!enorchy Drive southeast to cul-de-sac, a distance of 0.14 mile. Viewmont Court from Glenorchy Drive southeast to cul-de-sac, a distance of 0.12 mile. Copy of letter addressed to the State Highway Department from Mr. Paul A. Dahlen was presented to the Board. Mr. Dahlen advised that at one corner of his lot located on Yorktown Drive there wasa large pit with a pipe at the end for surface drain water. He stated that this pit was very hazardous and requested that the necessary steps be taken to have the pit filled in. Mr. H. W. Runkle advised that the pit referred to was not on the State right-of-way and the County Executive was directed to so advise M~. Dahlen. The Chairman advised that some years ago Warren Lane, located off MeadowbrookRoad, was hard surfaced by the V~rginia Department of Highways, apparently through error, since it was later determined that such road was not in the Secondary System. He stated that this road was now in need of repair and asked Mr. Runkle how to proceed to have the same taken into the Secondary S~tem. Mr. Runkle advised that he would check into the matter. Mr. Palmer requested the Chairman to appoint a committee to meet with Mr. H. H. Harris, Highway Commissioner, to request a res~rvey of the proposed interstate Route 6~ through Albemarle County to determine the most feasible and economical location for same. The Chairman appointedMr. Palmer, Mr. Sutherland and Mr. Thraves, with the County Executive as ex-officio member, and requested that the CO~uuty Executive arrange for such a meeting with Mr. Harris. Plat was received on the redivision of land belonging to Alonz8 Bell located on Old Lynchburg Road as prepared by Mr. O. R. Randolph and approved by the County and City Planning Commissions. On motion of Mr. Palmer, seconded by Mr. Garnett, this plat was approved and the Chairman and Clerk were authorized to sign same on behalf of this Board. Plat was received on Flordon Subdivision as prepared by Mr. Aubrey Huffman and approved by the County and City Planning Commissions. On motion of Mr. Thraves, seconded by Mr. Sutherland, this plat wa~ approved and the Chairman and Clerk were authorized to sign same on behalf of this Board. Plat was received on revisions in Blocks A & D, Key West Subdivision, as prepared by Mr. Willian S. Roudabush and approved by the County and City Planning Commissions. On motion of Mr. Thraves, seconded by Mr. Palmer, this plat was approved and the Chairman and Clerk were authorized to sign same on behalf of the Board. Plat was received on parcels C & D,section 8, Rutledge SUbdivision, as prepared by Mr. Amos Sweet and approved by the County and City Planning Commissions. On motion of Mr.~Palmer, seconded by Mr. Garnett, this plat was approved and the Chairman and Olerk were authorized to sign same on behalf of this Board. Plat was received on Section 1, Barterbrook Subdivision, showing change of ownership, as pre- pared by Mr. Amos Sweet and approved by the County and City Planning Commissions. On motion of Mr. Palmer second&d by Mr. Harris, this plat was approved and the Chairman and Cle~ were authorized to sign same on ,ehalf of this Board. Plat was received on Section 2, Cedar Hills Subdivision, as p~ep~red~i~byMr. Amos Sweet and ap- proved by the County and City Planning Commissions. On motion of Mr. Suther!and, seconded by Mr. Garnett, this plat was approved and the Chairman and Clerk were authorized to sign same on behalf of this Board. Plat was received on side of Route 743, as prepared by Mr. Amos Sweet and approved by the County and City Planning Commission On motion of Mr. Thraves, seconded by ~Ir. Sutherland, this plat was approved and the Chairman and Clerk were authorized to sign same on behalf of the Board.~ ~i~e County Executive gave an extensive report on the status of Civil Defense in the County of Albemarle and stated that this program .needed to be revitalized and reactivated. Mr. Lewis Martin, Attorney, appeared with a number of residents from the Rutledge and Green- brier area, and presented a petition signed by persons from said area requesting this Board to withhold building permit for the construction of an apartment building on Brandywin~ Drive. Mr. Henry Koch, Developer, appeared with his attorney, Mr. William Massie Smith, and advised that he had received ap- proval from both Planning Commissions for the construction of such an apartment. Mr. Martin requested that a public hearing be held on this matter. After considerable discussion, the Chairman set 7:30 P.M. on Wednesday, August 2, 1961, as the time for such a public hearing and requested that the~Clerk advise all interested parties of this hearing. The matter of the cut-off time of Daylight 'Savings Time was discussed. Mr. F. H. Addington appeared on behalf of Acme Visible Records, Inc. and recommended that the County and City adopt the sam~ cut-off time. After some discussion of this matter, motion was offered by Mr. Palmer, seconded by Mr. Garnett,deferring action on the matter until the August meeting in order that a report might be obtained from the School Board and industries in the area, ~and.~e~questing that a special meeting be called if information could be obtained from these parties prior to the regular August meeting. This motion re- ceived the following vote: Ayes: Messrs. Palmer and. Garnett. Nays~. ~essrs. Williams, Harris, Suther- land and Thraves. After f~ther discussion, motion was offered by Mr. Sutherland, seconded by Mr. Thraves, setting the cut-off time for Daylight Savings Time in the County of Albemarle as September l, 1961. The motion carried the following vote: Ayes: Messrs. Williams, Harris, Sutherland and Thraves. Nays: None. Abstaining: Messrs. Palmer and Garnett. In connection with the foregoing, The Chairman apppinted a committee consisting of Mr. Palmer and Mr. Garnett to contact the City of Charlottesville in an effort to get the City to adopt the same cut-~off date. Statements of Ex-penses ef~the~.Department of Finance, the Sheriff's Office, and the Office of the Commonwealth's Attorney for the month of Juhe, 1961, were presented, and on motion of Mr. Thraves, seconded by Mr. Garnett, these Statements were examined, veri2ied and approved. Statement of Expenses incurred in the maintenance of the County Jail was submitted along with Summary Statement of Prisoner Days for the month of June, 1961. On motion of Mr. Gannett, seconded by Mr, Palmer, these Statements were examined, verified and approved. Claim of the Jail Physician in the amount of $7.00 was presented for the month of June, 1961, and on motion of Mr. Gannett, seconded by Mr. Palmer, was approved for payment. Claim against the Dog Tax Fund was received from ~ir. S. S. Lockhart for one calf killed by dogs. On motion of Mr. Thraves, seconded by Mr. Sutherland, Mr. Lockhart was allowed $50.00 for this calf. Claim against the Dog Tax Fund was received from Dr. E. D. Davis for one ram, one lamb, and one ewe killed by dogs. On motion of Mr. ~Sutherland, seconded by Mr. Harris, Dr. Davis was allowed $40.00 for the ram, $5.00 for the lamb, and $15.00 for the ewe. Report of the County Executive for the month of June, 1961, was presented, approved and ordered filed.
