A SWPPP must contain (1) a PPP, (2) an ESCP, (3) a SWMP, and (4) any TMDL measures necessary. 1. Rev 2 - Addressed C. Stormwater Management Plan (SWMP) VSMP Regulation 9VAC25-870-108 requires the VSMP authority to approve or disapprove a SWMP. This plan is approved conditional on approval of stormwater drainage easement plat. Land Disturbance Permit will be held until recording of easements. The stormwater management plan content requirements can be found in County Code section 17-403. Since the drainage plan was not provided as part of the site plan, this section will also include comments on the proposed drainage plan. 1. [General] Please evaluate and correct inconsistencies between the drainage area insert [C5.0], storm schedule [C6.0], and engineering calculations packet. Some inconsistencies include: a. Inlet 90 should be modeled as a combination grate curb inlet in the calculations packet, as it is labeled as being a DI -213 type inlet in the storm schedule table. b. The drainage area and C values are inconsistent between the inlet calculations and drainage area insert for inlet structures 7913, 92, 93, and 103. c. The inlet size indicated in the inlet calculations do not match those presented in the storm schedule for inlet structures 7913, 83, and 104. Structure 83 is modeled as an 8' drop inlet despite being indicated as a MH -1 on the storm schedule. d. No storm inlet calculations are presented for the DI -1 structures, inlets 96, and 106. e. No drainage area is presented in the drainage area insert for inlet structure 107. f. The drainage area to pipe 2 (structure 80) in the pipe calculations is not consistent with inlet calculations or the drainage area insert. g. No calculations for pipe 32 were provided. Concern is velocities for 10yr storm, which slightly exceed limit of 15fps, will cause bank erosion to channel. Erosion and Sediment Control Plan (ESCP) Virginia Code §62.1-44.15:55 requires the VESCP authority to approve or disapprove an ESCP. This plan is Approved, and the reasons are provided in the comments below. The erosion control plan content requirements can be found in County Code section 17-402. Currently the construction entrance is located interior to the site and would not be effective in preventing sediment from exiting the LOD. Rev 2 — Addressed 3. [ES2.0] Silt fence should be added to both sides of the planned entrance roadway. Rev 2 — Addressed 4. [ES2.0] Silt fence should be added along southern portion of property, downhill from the proposed sediment trap and diversion dikes. A gap in the fence should be provided to allow discharge over sediment trap outlet. Rev 2 — Addressed 5. [ES2.1 ] Provide outlet protection by routing silt fence around structure 72B {E&S Green Book Std. & Spec. 3.181. Rev 2 — Addressed 6. [ES3.1] Please clarify dimensions of sediment trap #1. It appears that the dimensions shown on ES2.0 and ES2.1 differ from that presented on the detail (specifically the weir length, weir height, and berm height). Ensure weir length is 6*DA and that the embankment height does not exceed 5' from the outside tow. Extend rip rap beyond 2:1 slopes or provide adequate stabilization to prevent erosion. Rev 2 - Addressed 7. Engineer shall verify integrity of existing sediment basin. Include required maintenance in next submittal. Rev 2 - Addressed The VSMP permit application and all plans may be resubmitted for approval when all comments have been satisfactorily addressed. For re -submittals please provide 2 copies of the complete permit package with a completed application form. Engineering plan review staff are available from 2-4 PM on Thursdays, should you require a meeting to discuss this review. Process; After approval, plans will need to be bonded. The bonding process is begun by submitting a bond estimate request form and fee to the Department of Community Development. One of the plan reviewers will prepare estimates and check parcel and easement information based on the approved plans. The County's Management Analyst will prepare bond agreement forms, which will need to be completed by the owner and submitted along with cash, certificates or sureties for the amounts specified. The agreements will need to be approved and signed by the County Attorney and County Engineer. This may take 2-4 weeks to obtain all the correct signatures and forms. Stormwater Management Facilities Maintenance agreements will also need to be completed and recorded. Engineering Review Comments Page 4 of 4 The County's Management Analyst or other staff will prepare the forms and check for ownership and signature information. The completed forms will need to be submitted along with court recording fees. After bonding and agreements are complete, county staff will need to enter project information in a DEQ database for state application processing. DEQ will review the application information based on local VSMP authority approval. At this time, the DEQ portion of the application fees will need to be paid directly to the state. For fastest processing, this is done electronically with the emails provided on the application. DEQ should notify applicants with instructions on how to pay fees. When DEQ approves the application, they will issue a permit coverage letter. This should be copied to the county. After DEQ coverage is issued, via the coverage letter, the County can hold a pre -construction conference. Applicants will need to complete the request for a pre -construction conference form, and pay the remainder of the application fee. The form identifies the contractor and responsible land disturber, and the fee remaining to be paid. This will be checked by county staff, and upon approval, a pre -construction conference will be scheduled with the County inspector. At the pre -construction conference, should everything proceed satisfactorily, a joint VSMP and grading permit will be issued by the County so that work may begin. The comments were received in written format and dated March 6, 2017. Per your request, I have attached this memorandum to two (2) revised sets of our site plan. A. Stormwater Pollution Prevention Plan (SWPPP) 1. Pursuant to the official determination about slope disturbance from Bill Fritz, no further action is warranted. V/ 2. The seals have all been signed and dated with this submittal./ / 3. This comment is acknowledged,we will have the letter forwarded upon receipt./ 4. The construction general permit has been attached to this memo and included within the 2nd copy of the attached SWPPP. V 5. The WPO number hasb added to both the cover sheet of the plan set and the SWPPP document cover sheet. V 6. As previously outlined in comment r sponse #1 above, this comment is not applicable and no further action shall be required.V 7. The sanitary sewer crossing has been added to the profile sheet on C6.3.✓ 8. As we discussed last week, the Owner has received a waiver from this requirement for maintenance of their grounds. A portion of the slopes will not be r larly maintained, and that area has been noted on the landscape plan(see sheet L1.0.) V B. Pollution Prevention Plan(PPP) 1. A PPP exhibitt,as been prepared and a copy of the insert to the SWPPP has been attached to this memo. C. Stormwater Management Plan (SWM) 1. We took a look at the issues and corrected them as follows: a. The revised inlet calculation for structure#90 has been attached to this memo. Inlet calculations for structures 96 and 106 have been attached to this memo. e. The drainage area for structure 107 has been added to the inset on plan C5.0. f. The typographical error has been corrected with this plan submission. g. The pipe calculation for pipe #32 has been added to the revised set of piping calculations that have been presented with this resubmission. 2. A note has been added to sheets C6.3 and C6.4 to satisfy this comment. Details have also been added to sheet C7.1. 3. Same as response C.2 above. 4. Per our coordination, we will add more riprap armament to the existing channel, including the location where the flow"turns"into the channel. See sheet C6.0 for detail.
