HomeMy WebLinkAbout1951-03-13 An adjourned meeting of the Board of County Supervisors was held in the County Office Build- lng at %: 00 P,M. on March 8, !951. Present: Messrs. C. Purcell McCue, E. J. Ballard, Henry Chiles, C. R. Dorrier, J. W. ¥~illlam~, and W. W. Wood. Absent: None'. Officers present:~ County ExeCUtive and Commonwealth's Attorney. Mr. Leslie H. Walton, Asst. Superintendent of Schools, and members o£ the School Board ap- peared to discuss the school's portion of the 1951-52 proposed Budget. In the discussion of th~ budget, Mr. Dorrier stated that the salary committee did not think that the operation of the Re~air Shop was adequate. Upon motion, made by Mr. Williams and seconded by Mr. Dorrier, Mr. McCue appointed the following committee to work with Mr. Walton and Mr. Robinson on a supply storeroom: Messrs. Dorrier~ Williams and Wood. ~. D. A. Robinson, CoUnty Executive, asked ~m. Walton if there was a provision in the pro- posed budget for any buses that were not to be used in the year 1951-52 and was advised by ~&r. Walton that there ~vas not. The employment of Miss Betty Jones in the Superintendent's Office at $130.00 per month with a proposed increase in July, 1951, to $150.00 per month was called to the Board's attention. ~. J. T. Henley advised that this was an error in the budget. He advised that Mr. Cal. had called this matter to his attention and stated that Miss Jones had been employed at $130.00 per month with the understanding that she would be increased to $140.00 per month July 1st. Inasmuch as ~. ~C~le h~d already committed himself in the employment of Miss Jones at the above rates, her sals~?y was approved upon motion of ~. Williams, seconded by Mr. Wood. The rate of tax levy was discussed but no action was taken at this meeting. Upon motion, duly made and seconded, the Board adjourned to reconvene March 13, 1951 at 2:30 An adjourned meeting of the Board of County Supervisors of Albemarle County was held in the Co~tuty Office Building at 2:30 P.M. On Ma~ch 13, 1951. Present: Messrs. C. Purcell NcCue, E. J. Ballard, Her~y Chiles, C, R. Dorrier, J. W. ~illiams and W. W. Wood. Absent: None. Officers Present: County Executive and Commonwealth's Attorney. The Board met on this day for the purpose of discussing the County's proposed 1951-52 budget. The balance in the Special School Capital Outlay Fund was discussed. In response to a question raised by Er. Chiles, Mr. Robinson advised that noth~_ng had been spent out of this fund and that alterations to the Red Hill School had been paid for out of the school operating fund. The payment of the school debt which will be incurred as a result of the erection of the pro- posed central high school was discussed and it was the expressed opinion of the Board that She loan for same should be paid as soon as possible rather than over a thirty-year period as originally requested bY the School Board and considered by the Director of Finance in his preparation of the ~p~sed budget. The question of the pa~nents on m L~tera~y Fund Loan from the Special School Capital Outlay Fund was raised and the Board was advised by ~. D. B. Marshall, Commonwealth's Attorney, t~hat the Special School Capital Outlay Fund could be used for capital improvements or for the payment of indebtedness. 2 The salaries as set up in the proposed budget were also'discussed. Upon motion, made by Mr. Dorrier and seconded byMr. Nood, the salary of D. A. Robinson, Dire6tor of Finance wa~ increased $500.00 per year. Upon motion, made by Mr. Dorrier slud seconded by Mr. Williams the minimt~nbeginning salary of all clerks and stenographers was set at $130.00 per month and Mr. Robinson was requested to advise all Department Heads of this action. In accordance with the foregoing ~adjustm~nts in the 1951-52 budget, motion was made by Wood, seconded by Mr. Ballard, approving the Budget as presented by U~. D. A. Robzuson w~th the alterations made by the Board at this meeting. Upon motion, made by Mr. Wood ~ seconded By Mr. Ballard, it was agreed that the County's tax levy for the fiscal year beginning July 1, 1951 shall be at the rate ~of $3.50 per $100.00 assessed valuation of property subject to lacal taxation '- General Fund - $0.45; School Operating Fund - $2.27; mud Special School Capital Outlay Fund - $0.78. ~pon motion, made byMr. Dorrier and seconded by Mr. Wood, it was ordered that a synopsis of the proposed 1951-52 budget be advertised in the Daily Progress in accordsmce with the Law and April 1951, at IO:OOA.M. was set as the time for public hearing on same.
